Auditing activities continue to be innovated to improve quality through the drastic and synchronous implementation of many solutions from the work of building the Audit Plan, organizing the audit implementation to checking the implementation of the audit conclusions and recommendations. Thereby, many outstanding results have been achieved, contributing significantly to tightening discipline and order in the management and use of public finance and public assets, practicing thrift, fighting waste and negativity.
Preliminary summary of audit results, by August 30, 2025, the State Audit Office recommended handling 20,098 billion VND and 16,676,890.83 USD, of which increasing state budget revenue by 951 billion VND, reducing state budget expenditure by 8,774 billion VND and 143,391.99 USD, other recommendations 10,373 billion VND and 16,533,498.84 USD.
At the same time, the State Audit Office has proposed to cancel, amend, supplement and issue new contents that are not consistent with 62 legal documents and management documents; transfer information on 4 cases with signs of law violations to the police investigation agency for investigation and clarification; provide 29 files, audit reports and related documents to the Police Investigation Agency to serve the investigation; promptly provide information to serve the meetings of the Government , the National Assembly and relevant functional agencies...
In the last months of 2025, the State Audit Office determined to closely follow the directive documents of the Party, Government, National Assembly and the State Audit Office's work program and plan to proactively deploy tasks in the last months of the year to ensure science, quality and efficiency; improve the quality of Audit Reports. Closely follow the provisions of the law to make recommendations for accurate, correct and strict audits. Effectively carry out inspection, examination and control work; focus on closely managing the Audit Team and Auditors to promptly prevent violations, attaching the responsibilities of the Team Leader, Head of the Audit Team and Chief Auditor to the education and management of professional ethics of Auditors.
At the same time, focus on revising the regulations and guidelines of the Industry to be consistent with the 3-level government organization model and new legal regulations related to the activities of the State Audit Office to ensure completion in 2025 for timely implementation in 2026.
Continue to improve the legal framework and auditing standards
Acknowledging that in 2025, the State Audit Office has carried out a lot of work, National Assembly Chairman Tran Thanh Man pointed out, notably strengthening the audit of budget settlement and public debt. Accordingly, the audit of the state budget settlement report and public debt in 2024 has been completed; budget audits at 27 ministries, agencies and 35 provinces and cities.

In addition, promote operational and thematic audits; conduct 6 operational audits focusing on hot issues such as: medical waste treatment, environment in industrial parks; incentives for investment in information technology application in localities.
At the same time, perfect the legal framework and auditing standards; review legal regulations and documents issued by the State Audit to contribute opinions to sectors and localities in strengthening auditing in the socio-economic field, promoting the implementation of conclusions, and recovering losses. In the first 6 months of the year, about 17,500 billion VND was recovered. This is not a large number, but importantly, it has pointed out violations in agencies, units, and localities. The State Audit has also strengthened and improved the quality, paid attention to training and fostering human resources for digital transformation; and strengthened international cooperation.
However, the National Assembly Chairman also pointed out that the audit recommendations were still modest; financial settlement reached 58% (while the same period last year reached 66.3%); there were 21/93 reports recommending the review of collective and individual responsibilities (reaching 22.5%, while the same period last year reached 41.1%). The National Assembly Chairman noted that it is necessary to pay attention to further improving these rates in the coming time.
Emphasizing that 2026 is the first year of the medium-term period 2026 - 2028 associated with the implementation of the two-level local government model and the implementation of new laws passed at the 9th Session, the National Assembly Chairman suggested that the State Audit should focus on developing the medium-term audit plan 2026 - 2028, completing the 2026 audit plan with a focus on regular audit of budget settlement in provinces and cities; increasing the rate of thematic audits, reviewing and adjusting in conjunction with new laws.
Along with that , continue to improve the legal framework and auditing standards. Review the State Audit Law to supplement regulations on responsibilities in corruption prevention and control.
Promote digital transformation and technology application; apply big data and artificial intelligence in data audit risk analysis to gradually replace traditional methods; cooperate with technology companies to build secure information data; digitize all audit records.
The National Assembly Chairman proposed Focus on training and improving the quality of human resources. Training and improving is linked to practice, developing programs, exercises, and situations; streamlining the payroll, improving the quality of the auditor team; having solutions to develop professional organizations of auditing and accounting, encouraging international cooperation to improve integration capacity.
“We must select officials who have enough virtue, talent, heart, capacity, strength, and enthusiasm for the job. At the same time, we must pay attention to ethics in the auditing industry,” the National Assembly Chairman noted.
Simultaneously, Strengthen supervision on waste prevention and control, promote the implementation of audits; comprehensive audits to evaluate financial loss mechanisms and policies. Strengthen propaganda and coordination with inspection; strengthen learning from international experiences and environmental audits. Pay special attention to detecting serious violations in the handling of public assets.
The National Assembly Chairman also requested that transparency and publicity must be ensured, and the implementation of audit recommendations must be urged; and that solutions and sanctions must be put in place to force strong implementation and correction in units and localities.
