There are still 2.8 million transport accounts that have not been connected to cashless payments.

On the afternoon of September 25, the Vietnam Road Administration informed that about 2.8 million out of a total of 5.8 million transport accounts have not yet been connected to non-cash payment methods.

In September 2025, the Department of Roads coordinated with service providers to review transaction data, showing that there were about 900,000 traffic accounts that had transactions but had not yet connected to non-cash payment methods.

The main reason is that some vehicle owners are not interested and do not have the need to travel through toll stations, so they have not connected their traffic accounts with non-cash payment methods; there is difficulty in linking with bank accounts;...

The Vietnam Road Administration, road payment service providers and relevant agencies are continuing to strengthen communication work to accelerate the connection of traffic accounts with non-cash payment means of vehicle owners according to the provisions of the Decree.

Through the experience of successfully implementing the non-stop electronic toll collection system in the past, the initial implementation phase also encountered many difficulties and problems such as card pasting, money loading, service usage... However, up to now, the non-stop electronic toll collection system has brought about socio -economic efficiency, creating convenience for vehicle owners, and reducing traffic congestion at toll stations.

“Connecting traffic accounts with non-cash payment methods will help the State management of toll collection become more public and transparent; help people make payments easily and simply, and promote non-cash payments according to the Government 's policy,” emphasized a representative of the Vietnam Road Administration.

Immediately after Decree No. 119/2024/ND-CP dated September 30, 2024 of the Government regulating electronic payment for road traffic was issued, the Ministry of Construction and the Vietnam Road Administration issued documents to ministries, branches, localities, road use fee service providers, BOT project investors/enterprises and relevant agencies and units for implementation.
