
The conclusion announcement clearly stated that through inspection, supervision and review, the implementation of the tasks set out in the implementation of the Adjustment of Power Plan VIII is still very slow compared to the set progress. If the implementation is not promptly organized, drastic and effective, and the implementation progress is not accelerated, it will affect national energy security, as well as ensure adequate electricity supply to serve socio- economic development, production and people's lives in the coming time.
In the coming time, the Deputy Prime Minister requested that for projects that already have investors: Investors urgently speed up progress and complete according to the Prime Minister's request in Directive No. 01/CT-TTg dated January 3, 2025; develop plans and progress critical paths, send them to the People's Committees of provinces and centrally run cities to report to the Ministry of Industry and Trade to preside over inspection, monitoring, urging, and ensuring the implementation of projects according to the set plan.
The Ministry of Industry and Trade, People's Committees of provinces and centrally run cities direct and urge investors to speed up progress, put factories into operation 3 to 6 months earlier, ensure processes and quality; require investors to commit to specific progress and operating time. At the same time, have strict handling plans for investors who register to develop energy projects but are slow or do not implement them.
The People's Committees of provinces and centrally run cities shall proactively coordinate closely with investors to effectively carry out site clearance, compensation, relocation and resettlement according to regulations; at the same time, actively support and create favorable conditions for investors and contractors during the construction process, ensuring the completion of projects on schedule.
For projects that do not have investors, the Deputy Prime Minister requested the Ministry of Industry and Trade to direct localities to immediately select project investors according to the Adjusted Power Plan VIII, to be completed in the fourth quarter of 2025; and at the same time, speed up investment progress to complete as planned.
People's Committees of provinces and centrally run cities urgently update the list of power sources and grids identified in the Adjustment of Power Plan VIII into provincial planning and technical and specialized planning such as construction planning, urban planning, rural planning, land use planning to organize space as a basis for implementing investment in construction of power projects; organize the selection of investors of power projects according to their authority, arrange land funds for the development of power works according to the provisions of law; complete in the fourth quarter of 2025.
The Ministry of Industry and Trade and the People's Committees of provinces and centrally run cities shall take full responsibility before the Government and the Prime Minister for any delay in selecting investors.
The Deputy Prime Minister requested the Ministry of Industry and Trade to regularly inspect, monitor and evaluate the development and implementation of power source and grid projects to propose solutions to ensure progress according to approved plans, and handle slow-progressing projects according to authority and regulations.
Proactively research and handle; guide and request relevant ministries, branches, localities and agencies to review and handle difficulties and problems in the process of implementing the Adjustment of Power Planning VIII according to their authority and legal regulations; promptly report to competent authorities for consideration and handling of difficulties and problems. Absolutely do not let projects and works be stuck due to the slow handling of administrative procedures of ministries, branches, agencies and localities. Complete in October 2025.
The Ministry of Industry and Trade closely follows the requirements in Resolution No. 70-NQ/TW, urgently completes the amendment and supplementation of regulations on: Direct electricity trading mechanism between renewable energy power generation units and large electricity users; development of renewable energy power, new energy power, self-produced and self-consumed electricity; to be completed in October 2025. At the same time, consider according to authority and regulations on planning adjustments in cases where the viewpoints and objectives of the planning do not change, ensuring connectivity, synchronization, inheritance, and stability between plans, promptly and thoroughly handling proposals and recommendations of agencies and localities to meet the progress of implementing the Adjustment of Power Planning VIII.
Ministries and branches actively research and guide localities to handle difficulties and problems in the process of implementing and developing power source and grid projects related to legal documents developed by ministries and branches.
The Ministry of Finance shall closely coordinate with relevant ministries and agencies, closely following the requirements of Resolution No. 70-NQ/TW, carefully reviewing difficulties and problems related to planning, planning adjustments, investment approval procedures, investor selection, bidding regulations of projects to promulgate or propose competent authorities to consider amending regulations, ensuring investment attraction, in accordance with the practical situation, promoting the early commissioning of power projects. To be completed in October 2025.
The Ministry of Agriculture and Environment shall preside over and coordinate with relevant ministries and agencies to review, evaluate, and decide on the selection of survey units and the assignment of sea areas to conduct offshore wind power project surveys under its authority, in accordance with the provisions of the law on electricity, the law on the sea, marine and island resources and environment, and related regulations; ensuring the progress of offshore wind power project development implementation. To be completed in October 2025.
The Deputy Prime Minister requested the Corporations: Vietnam Electricity, Vietnam National Energy Industry, Vietnam Coal and Mineral Industries Group and Army Corps 19 - Ministry of National Defense to be more determined in implementing the power source and grid projects assigned as investors to ensure progress, quality, efficiency and environmental protection, especially the two nuclear power projects Ninh Thuan 1 and Ninh Thuan 2. Closely coordinate with ministries, branches and localities to remove difficulties in site clearance, connection, investment in power sources and grids.
Direct power plants under management to do a good job of preparing for production, absolutely must not let fuel shortages (coal, gas, oil) happen for thermal power plants and water shortages for hydroelectric reservoirs.
Proactively provide maintenance solutions and prepare spare materials and equipment for the distribution grid system, minimizing incidents, repairs, interruptions, and reductions in power supply during operation.
Corporations: TKV, PVN, Army Corps 19 - Ministry of National Defense focus on providing enough coal and gas for power plants according to the operation plan and requirements of the power system; closely coordinate in implementing solutions to ensure electricity supply.
EVN Group speeds up negotiations on power purchase contracts according to regulations, in the spirit of harmonizing the interests of the State, investors and people.
The Deputy Prime Minister also requested investors of power projects to urgently accelerate the progress of project implementation, soon put the project into operation according to the approved planning and implementation plan. In case of difficulties and problems, they need to be resolved, clearly reported and proposed solutions for handling and resolving according to local and central decentralization; be responsible for the progress and effectiveness of the project according to regulations.
