Dien Bien brings AI into schools, realizing Resolution 71

Proactive steps from resolution to practice

Resolution No. 71/NQ-TW of the Politburo has affirmed strong political determination, considering the breakthrough in education and training development as the "top national policy". In particular, "comprehensive digital transformation, popularization and strong application of digital technology and artificial intelligence in education and training" is identified as the key task and solution. For a mountainous province with many difficulties like Dien Bien, this resolution has both opened up strategic orientation and been an opportunity for the local education sector to make a breakthrough and catch up with the innovation trend.

Shortly after Resolution 71 was announced (August 2025), the Dien Bien Education sector quickly materialized the spirit of the resolution with clear steps. Plans on applying artificial intelligence in teaching were adjusted and supplemented to suit the new orientation.

Previously, since the beginning of 2025, the Department of Education and Training has proactively coordinated with organizations to deploy many pilot activities on AI in schools. Now, with Resolution 71, those activities are not only experimental, but have become key tasks with clear political orientation, creating momentum for the entire industry to "turn resolutions into action".

In particular, in early 2025, the provincial education sector coordinated with the STEAM for Vietnam Organization to launch the campaign "Dien Bien Phu - AI Coverage Journey". As a result, 100% of teachers in the province, more than 14,000 teachers from more than 500 schools have been approached and participated in thousands of hours of online and in-person learning. The program recorded more than 94,000 views of online lectures and more than 37,000 AI-applied educational products created by teachers in the highlands.

In parallel, the project “Train the Trainers 2025: Universalizing AI for teachers in Dien Bien province” aims to train about 17,000 managers and teachers from kindergarten to high school. The focus is on helping teachers know how to design lessons using AI technology, apply Generative AI to personalize teaching, thereby forming a smart education.

Ms. Hoang Tuyet Ban - Director of the Department of Education and Training, emphasized: "Digital transformation is not only a support tool, but has become a new method of management and teaching. Every teacher and student needs to master technology, thereby contributing to improving the quality of education."

Those steps show that Dien Bien has been realizing the spirit of Resolution 71 with proactiveness and determination right from the grassroots.

AI applications open up new directions for teachers

If in the period 2020 - 2023, digital transformation in Dien Bien education mainly focused on infrastructure such as bringing high-speed Internet and Wifi to 100% of schools, equipping more than 12,300 computers for management and teaching, then from 2025, the goal has gone one step further: bringing AI into teaching, management and learning. This is a qualitative step, affirming the determination to realize Resolution 71 with concrete actions.

Now, a teacher in a mountainous area can use AI to analyze each student’s ability and suggest a suitable learning path. A Mong or Thai student can be supported in learning Vietnamese through artificial intelligence applications, helping to shorten the language gap. Intuitive and vivid lectures supported by AI have contributed to stimulating interest in learning, especially in difficult areas.

Mr. Do Khac Minh - Math teacher, Dien Bien Ethnic Boarding School shared: “Previously, individualizing lessons was almost impossible for a class of 40 students. But thanks to AI, I can identify each student's abilities and then provide individual support. This not only helps weak students improve but also creates conditions for good students to maximize their abilities.”

On the other hand, AI training courses have significantly reduced the administrative burden on teachers. Many teachers said they have learned to use AI to prepare lesson plans, design tests, and even automate regular assessments.

Mr. Nguyen Duc Hong - Principal of Thanh Luong Secondary School affirmed: "AI will not replace teachers, but will be a powerful tool to help teachers work smarter. The most important thing is that we have an innovative mindset and are willing to learn."

Of course, the implementation process also faces many difficulties. In many remote schools, equipment is still lacking; a number of older teachers are not really familiar with technology. However, with a systematic approach, combining online and offline forms, organizing international conferences and building an innovative community, the Dien Bien Education sector is gradually removing barriers, turning challenges into opportunities for development.

Affirming the pioneering role of Dien Bien

Dien Bien is not a province with favorable conditions, but it is the difficulty that has urged the education sector to find a new way. The early popularization of digital technology and artificial intelligence for teachers and students has affirmed the province's "proactive, proactive" mindset.

Resolution 71 has opened the way, and Dien Bien has been proving it with concrete actions. The numbers of tens of thousands of teachers trained, tens of thousands of educational products applying AI are not only achievements, but also the foundation for a generation of highland students to confidently enter the digital age.

In the future, if this pace continues, Dien Bien will not only shorten the educational gap with the delta provinces, but can also become a model for digital transformation of education in mountainous and border areas.

Digital transformation and artificial intelligence in education are no longer slogans, but have become a reality in Dien Bien. With the guidance of Resolution 71, the determination of the education sector and the companionship of teachers and students, the province is taking steady steps on the path to building a modern, equitable and creative education system.
