What are the time requirements to take the exam to upgrade to the title of Grade II lecturer?

I was recruited to the university and held the position of specialist (01.003). In December 2018, I was transferred to the position of lecturer (V07.01.03). As far as I know, to be able to take the exam to upgrade to the title of senior lecturer (grade II), one must have held the title of lecturer grade III or equivalent for at least 9 years for those with a master's degree. According to the provisions of Decree No. 85/2023/ND-CP dated December 7, 2023 amending and supplementing a number of articles of Decree No. 115/2020/ND-CP dated September 25, 2020 on recruitment, use and management of civil servants, there is currently no form of professional title promotion exam and only professional title promotion consideration is carried out.

On October 26, 2020, the Minister of Education and Training issued Circular No. 40/2020/TT-BGDDT stipulating codes, professional title standards, appointment and salary classification for teaching staff in public higher education institutions. In particular, the period of holding the professional title of Grade III lecturer, code V.07.01.03 is stipulated in Point g, Article 6 as follows:

Officials must have held the professional title of lecturer (grade III), code V.07.01.03 or equivalent for at least 9 (nine) years for those with a master's degree, and 6 (six) years for those with a doctorate; of which at least 1 year (12 months) must have held the professional title of lecturer (grade III), code V.07.01.03 as of the deadline for submitting application for the exam or promotion.

Regulations on standards and conditions for considering promotion of professional titles of teaching staff in public universities and pedagogical colleges are currently implemented according to Circular No. 05/2024/TT-BGDDT dated March 29, 2024 of the Minister of Education and Training.

With the information you provided above, the time holding the specialist position, code 01.003 is considered equivalent to the time holding the professional title of grade III lecturer, code V.07.01.03.

However, to be eligible for promotion to the professional title of senior lecturer, code V.07.01.02, in addition to the prescribed time of holding the rank, you must also ensure the standards prescribed in Circular No. 05/2024/TT-BGDDT dated March 29, 2024 of the Minister of Education and Training stipulating the standards and conditions for promotion to the professional title of teaching staff in public universities and pedagogical colleges.
