Ha Tinh National Assembly Delegation actively prepares for the 6th Session of the 15th National Assembly

To successfully participate in the 6th Session of the 15th National Assembly, recently, the National Assembly Delegation and National Assembly Deputies of Ha Tinh province have actively and focused on performing important tasks well.

Comrades: Hoang Trung Dung - Provincial Secretary, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Tran Tu Anh - Permanent Vice Chairman of the Provincial People's Council; Tran Dinh Gia - Deputy Head of the Provincial National Assembly Delegation chaired the conference to review the implementation of the Law on Supervisory Activities of the National Assembly and People's Councils.

The 6th session of the 15th National Assembly is scheduled to open on October 23 and be held in two phases: Phase 1 from October 23 to November 10, 2023; Phase 2 from November 20 to November 29, 2023.

The National Assembly is expected to consider and pass 9 draft laws and 2 resolutions, give initial opinions on 8 draft laws; consider socio -economic issues and the state budget; conduct supreme supervision; question and answer questions.

In particular, the National Assembly will conduct a vote of confidence for those holding positions elected or approved by the National Assembly; and decide on a number of other important issues.

Do a good job of people's petition work, grasp voters' opinions and recommendations.

Before the 6th Session, the Provincial National Assembly Delegation coordinated with the Vietnam Fatherland Front Committees at all levels to organize meetings with voters in localities; held working sessions with a number of agencies, localities and units in the province; and collected written opinions from the Provincial People's Committee and departments and branches.

Thereby, synthesizing voters' opinions and recommendations under the Central authority to report to the National Assembly Standing Committee and the Vietnam Fatherland Front Central Committee to synthesize and report to the National Assembly; voters' opinions and recommendations under the provincial authority are transferred to the Provincial People's Committee for settlement.

Ha Tinh National Assembly Delegation actively prepares for the 6th Session of the 15th National Assembly

Preparing for the 6th Session of the 15th National Assembly, on the morning of September 20, the Provincial National Assembly Delegation coordinated with the Provincial People's Court to organize a conference to collect comments on the Law on Organization of the People's Court (amended).

Regarding the opinions and recommendations sent by voters of the province before and after the 5th Session, up to now, 33/64 contents have been answered by the Government, ministries and central branches. The contents under the authority of the province have been fully answered by the Provincial People's Committee. After receiving the responses, the delegation will send copies to fully convey to the agencies, units and localities where the voters made the recommendations and at the same time post them on the mass media to promptly inform the voters of the province.

The National Assembly deputies in the delegation basically participated in all the province's regular citizen reception sessions and regularly received citizens at the headquarters. From the 5th Session to September 25, 2023, the delegation received 16 complaints, denunciations, recommendations and reflections from citizens. The delegation forwarded 3 petitions to competent authorities to resolve, guide, explain and respond to 2 petitions; the remaining were kept for monitoring according to the provisions of law. The delegation supervised 1 case of resolving citizens' complaints, denunciations and petitions.

The delegation also reported to the National Assembly and the National Assembly Standing Committee on the work of receiving citizens, handling petitions and letters, and supervising the settlement of citizens' complaints and denunciations; reported on comments and assessments of the results of responding to voters' opinions and recommendations sent to the 5th Session; reported on the summary of the implementation of the Law on Supervisory Activities of the National Assembly and People's Councils; and reported monthly on the work of people's petitions.

Focus on research and preparation of content to participate in legislative work

As soon as the draft law, resolution and documents were available, the Provincial National Assembly Delegation organized to collect written comments from relevant agencies, units, localities and subjects affected by the policies and laws. The comments were promptly compiled by the National Assembly Delegation to report to the National Assembly Standing Committee and sent to the National Assembly Deputies in the delegation as documents to participate in discussions at the session.

Deputy Head of the Ha Tinh National Assembly Delegation Tran Dinh Gia spoke about the revised Land Law at the 4th Conference of Full-time National Assembly Deputies.

The provincial National Assembly delegation has been coordinating with a number of relevant agencies, units and localities to conduct field surveys, organize law-making conferences and thematic voter contact conferences on a number of draft laws for the National Assembly to review, comment on and pass at the session.

The National Assembly deputies in the delegation also actively attended the conference of National Assembly deputies specializing in law making and meetings of National Assembly committees to examine and give opinions on draft laws and important contents related to the upcoming session.

To effectively contribute to the draft laws and resolutions, the Provincial Delegation of National Assembly Deputies has also collected documents, proactively researched, contracted to hire experts, prepared discussion content, and requested National Assembly Deputies to focus on researching and participating in discussions on a number of contents in specialized fields, issues with different opinions, and continue to perfect the draft law to meet practical requirements.

Prepare important contents for consideration and discussion at the meeting

The Provincial National Assembly Delegation assigned the Office to advise and at the same time requested the Provincial People's Committee to pay attention to coordinating and directing relevant departments, branches and sectors to research and propose discussion content on a number of issues expected to be commented and decided by the National Assembly at the session, such as: assessing the results of implementing the socio-economic development plan and state budget in 2023, deciding on the 2024 plan; mid-term assessment of the results of implementing the 5-year plans on socio-economic development, economic restructuring, medium-term public investment, national finance and borrowing and public debt repayment; national maritime space planning; management of cadres and civil servants; roadmap for reforming salary policy...

It focuses on a general assessment of the results achieved, the difficulties, obstacles, causes and specific recommendations and proposals to the National Assembly and the Government, especially issues related to localities. This is also an important basis for National Assembly deputies to participate in the vote of confidence for the person holding the position elected or approved by the National Assembly.

Actively participate in monitoring activities

Implementing the National Assembly's plan, the Provincial National Assembly Delegation reported on the thematic supervision of "Implementation of the National Assembly's resolutions on national target programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period".

At the same time, prepare the contents to participate in discussing the results of the National Assembly Standing Committee's thematic supervision on "innovation of general education programs and textbooks", "policies and laws on energy development"; thematic supervision of the Nationalities Council, National Assembly committees; and the results of supervision of the Central Committee of the Vietnam Fatherland Front.

Regarding questioning and answering questions, through research, the Provincial National Assembly Delegation will propose questions at the 6th Session; the National Assembly Standing Committee will seek opinions from National Assembly Deputies, the National Assembly will decide on the selection of questions and people to answer questions; when there are groups of questions, National Assembly Deputies will prepare specific questions to participate.

In addition, the National Assembly deputies in the delegation participated in the 25th session of the National Assembly Standing Committee's question-and-answer conference, and coordinated with the Provincial People's Council Standing Committee to organize a conference to review the implementation of the Law on Supervisory Activities of the National Assembly and People's Councils.

Connecting with voters, bringing law into life

In order to review, urge and bring the laws and resolutions of the National Assembly into life soon and effectively, the Provincial National Assembly Delegation has actively and proactively organized a bridge, and the National Assembly Deputies in the delegation participated in the first National Conference to deploy the laws and resolutions of the 15th National Assembly.

Comrade Hoang Trung Dung - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation and Comrade Tran Dinh Gia - Deputy Head of the Provincial National Assembly Delegation operated the Ha Tinh bridge at the national conference to implement laws and resolutions of the 15th National Assembly.

The delegation is also continuing to implement the provincial-level scientific research project "Research on territorial marketing solutions to attract foreign direct investment in Ha Tinh province".

In addition, in order to connect with voters, the delegation, together with the Military Region 4 Command, mobilized a number of businesses to support 640 million VND to build and hand over 8 charity houses; mobilized Agribank to support 2 billion VND to build boarding houses for teachers in Huong Lam commune, Huong Khe district; organized visits and gave gifts to many families of wounded soldiers, sick soldiers, relatives of martyrs, and families with meritorious services to the revolution on July 27.

The National Assembly Deputies in the delegation studied and gave comments on the proposed program and contents of the 6th Session of the 15th National Assembly. At the same time, the Office of the National Assembly Delegation and the Provincial People's Council was assigned to proactively coordinate with the National Assembly Office and relevant agencies to ensure conditions for participation in the 6th Session of the 15th National Assembly.

With active and proactive preparation for the session, the National Assembly Delegation and National Assembly deputies will participate with quality in making important decisions with the National Assembly, contributing to perfecting institutions, removing difficulties and obstacles, and creating momentum for socio-economic development.
