Dai Loc administrative center road project: Efforts to complete by the end of September

Speed up construction

Mr. Huynh Van Huan's house (residing in Phu Phuoc village, Dai Loc commune) is located near the beginning of the DH3.DL route (now DT609C route) going to Dai Loc administrative center. Mr. Huan said that his family is willing to remove the affected porch if the contractor carries out construction at this intersection.

According to Mr. Huan, this project was delayed due to land clearance problems. Now that the land has been almost completely handed over, the contractor is speeding up construction, and the shape of the road is becoming clearer and clearer.

People are very excited because traveling on this road to the administrative center of Dai Loc commune is nearly 2km shorter than going around to DT609B, then heading to Ai Nghia intersection. Traffic on DT609B is very heavy, especially trucks, so traveling on the newly opened road will be much safer.

Mr. Nguyen Trong Hieu, Acting Director of the Dai Loc Area Construction Investment Project Management Board (investor) said that the road project connecting DH3.DL to Dai Loc administrative center was started on January 14, 2022. Thanh An 96 Construction Joint Stock Company won the construction bid, with the implementation period until October 2023.

However, due to some objective reasons, especially problems with site clearance, the project's completion schedule was extended to the end of 2025.

Mr. Hieu shared that in recent months, local leaders have resolutely directed and strengthened propaganda and mobilization; the unit responsible for compensation, support and resettlement has focused on clearing many bottlenecks in the site.

By the afternoon of September 10, the first section of the route had not yet been constructed for 100m due to the removal of the medium voltage pole (the power line had been moved), the relocation of the meter and the electric wire for lighting houses, and the telecommunication fiber optic cable. The southern section of the Ai Nghia main canal still had 36m2 of residential land belonging to Mr. Ngo Tan Cuong who had not agreed to receive the money, but the land area within the scope of road construction was insignificant.

Major Tran Van Ninh, in charge of management at the Thanh An 96 Construction Joint Stock Company's construction site, said that in about 10 days, the contractor will finish pouring concrete on the 200m long road surface on the south bank of the main Ai Nghia canal.

For the first 100m section of the route, the contractor is waiting for the functional unit to dismantle the medium voltage power pole and the auxiliary items will be constructed immediately, basically completing the main route by the end of September this year.

Efforts to reach the finish line on time

According to Major Tran Van Ninh, the construction progress must be completed by the end of September; the entire project must be completed by the end of this year (including settlement of compensation, support, and resettlement costs).

Therefore, the contractor recommended that the compensation and site clearance unit and the locality continue to propagate and mobilize Mr. Cuong's household to agree to receive the money; promptly hand over residential land in the resettlement area to Mr. Le Van Tam's household, so that the family can hand over the construction site for the intersection with the rural traffic road.

Appreciating the contractor's sense of responsibility, the investor shared that the price of materials increased compared to the approved unit price of the project, the source of fill soil was purchased from far away and transported, the construction site was "stopped" for many months due to lack of land, but the construction unit still tried to hold on.

Since the beginning of July, the value of the accepted volume has been more than 7 billion VND, but payment has not been made (due to waiting for capital arrangement from the budget after the provincial merger and district dissolution), the contractor has used its own resources to pay related expenses.

The project has reached more than 90% of the volume. If a few remaining bottlenecks are resolved, the newly opened road will share the traffic volume of Giao Thuy bridge and the overloaded DT609B route, promote socio -economic development, and expand the development space for Dai Loc commune.

The road project connecting DH3.DL to Dai Loc administrative center has a total investment of nearly 60 billion VND; of which the budget of Quang Nam province (old) supports 54 billion VND. The project is 2.865km long and includes 2 sections. Accordingly, section 1 from the beginning of the route to Ai Nghia main canal is 1.895km long with a cross-section width of 9m (road surface and reinforced sidewalk are 8m wide); section 2 from Ai Nghia main canal to Dai Loc administrative center is 0.97km long, cross-section width of 17.5m (road surface is 7.5m wide; sidewalks on each side are 5m wide).
