It is expected that there will be 1,066 subjects who will retire under policies and regimes according to Decree No. 178 and Decree No. 67.

The Department of Finance of Quang Tri province has just reported to the Ministry of Finance on the results of the budget for implementing the apparatus arrangement according to Decree No. 178/2024/ND-CP, dated December 31, 2024 and Decree No. 67/2025/ND-CP, dated March 15, 2025.

Accordingly, the total number of subjects expected to retire under these decrees is 1,066 people; the funding requirement is 1,130.195 billion VND. The number of subjects that have been decided by competent authorities to retire and have had funding decisions until June 13, 2025 is 180 people, the funding requirement is 198.474 billion VND.

The list of subjects whose retirement benefits have been approved by competent authorities but have not yet been decided on funding by June 13, 2025 is 745 people, with a funding need of 762,936 billion VND. The state budget funding source to ensure the implementation of policies and regimes for subjects whose retirement benefits have been approved is 556,662 billion VND (the source for implementing salary reform at the local level).

The proposed budget for support from the central budget for those who have decided to retire until June 13, 2025 is 404,748 billion VND. The disbursement result until June 13, 2025 is 198,474 billion VND.

In order to promptly ensure resources for paying policies and regimes for subjects approved by competent authorities to retire until June 13, 2025 and subjects expected to retire in 2025, the Department of Finance recommends that the Ministry of Finance consider supplementing the estimated remaining budget until the end of 2025, which is 573,533 billion VND, so that localities can proactively implement policies in the area.
