Ms. Pham Thi Thanh Tra emphasized that it is necessary to focus on thoroughly resolving the regime and policies for officials, civil servants, and public employees who quit their jobs according to Decree 178.
The Minister said that, up to now, out of a total of more than 106,000 cases of unemployment under this policy, nearly 80,000 people have received payment.
"The Ministry of Home Affairs requests the Ministry of Finance, ministries, branches and localities to focus on coordinating to completely handle the remaining amount, ensuring speed and transparency," said Ms. Tra.
Thus, the number of officials and civil servants who have resigned and received benefits has increased significantly compared to half a month ago.
Specifically, at the meeting on August 23, Ms. Tra said that as of August 19, the total number of people who had decided to quit their jobs was 94,402, of which 81,995 people had submitted their budget to the competent authority and it had been approved, and 50,345 people had received money.

In addition to the issue of regimes and policies, the Minister of Home Affairs also noted that although many ministries and branches have paid attention and accompanied localities, there are still some ministries that have not really been close.
The Commander of the Interior Ministry requested that ministries assign a deputy minister to directly take charge and monitor the situation to promptly resolve difficulties for the grassroots.
At the same time, local authorities must also promote more initiative, flexibility and dynamism in the operation process, avoiding a passive mentality and waiting for instructions from the Central Government.
Report to the Politburo on 4 key issues
Along with that, the head of the home affairs sector also requested ministries and branches to focus on removing obstacles in handling administrative procedures, especially in the fields of land, investment and construction.
According to her, it is necessary to strengthen training and guidance to help localities effectively implement decentralization, delegation of power and authority, avoiding confusion and delay.
Along with that, it is necessary to focus on building specialized databases and promoting digital transformation to ensure the goals of effectiveness and efficiency of operations of two-level local governments.
To ensure the set progress, the Ministry of Home Affairs proposed that the Prime Minister chair a meeting to discuss and agree on four major contents before reporting to the Politburo.
The first is the issue of decentralization, delegation of power and determination of authority after 2 months of implementation.
The second is the assessment of cadres and civil servants according to the provisions of the Law on Cadres and Civil Servants, and at the same time reviewing, classifying and determining administrative unit and urban standards. Ms. Tra said that the Ministry of Construction has coordinated with the Ministry of Home Affairs to basically complete this content.
Third is the job position framework and finally the adjustment of salary and allowances for organizational arrangement.
