Figures from the Ministry of Education and Training show that from 2022 to 2025, the number of university lecturers will continuously increase. On average, the university education system has from nearly 2,000 to nearly 3,000 new lecturers each year.

Also according to the Ministry of Education and Training, the current autonomy of public higher education institutions has created conditions for schools to promote the development of highly qualified and professional staff, especially prioritizing the recruitment of lecturers with doctoral degrees, and training and fostering lecturers to study advanced, high-quality programs at prestigious universities around the world.
In recent times, the proportion of lecturers with doctoral degrees at universities has been increasing. The State supports the improvement of the capacity of lecturers and managers of higher education institutions to meet the requirements of fundamental and comprehensive innovation in education and training through projects approved by the Prime Minister in recent times such as: Project 322, 599, 911 and currently Project 894.

The proportion of lecturers with the title of professor and associate professor also increases steadily every year. In 2024, there will be 743 professors and 5,629 associate professors; in 2025, there will be 790 professors and more than 6,000 associate professors. However, the number of professors and associate professors fluctuates erratically every year.
Statistics show that PhDs and Masters are the main source of lecturers in universities and their numbers increase every year. Surprisingly, the number of lecturers with university degrees for many years is much greater than the number of lecturers with PhD degrees.
Along with the increase in the number of lecturers, the enrollment quota has also skyrocketed over the years. In which, 2023 recorded a record increase in quota: more than 190,000 compared to the previous year.

Compared to 2022, the total quota for PhDs, masters, regular universities, regular university transfer programs, part-time study, part-time study, and distance learning in 2023 increased by more than 190,000. Also during this period, the number of lecturers increased by only 2,329 people, from 86,048 in 2022 to 88,377 in 2023. Thus, for every increase of 1 lecturer (not converted), the enrollment quota increased by more than 82.
By 2024, the total number of lecturers will continue to increase by more than 2,900 people, but in the same year, the target for training levels and systems will decrease by more than 97,000.
Regular universities are still the training system with the most quotas and continuously increasing in the years from 2022 to 2024.

Meanwhile, postgraduate and full-time university and work-study programs have increased and decreased over the years.
Notably, the university transfer system, which allows students to work and study while studying, suddenly increased the enrollment target for 2023 to more than 94,000 compared to just over 23,000 in 2022.
This four-fold increase in quota is very unusual. By 2024, the enrollment quota for this system will decrease by more than half compared to 2023 but will still be nearly double that of 2022.
Along with regular universities, distance universities also have enrollment targets that have increased continuously over the years. Not only that, in 2023, the target will almost double compared to 2022. By 2024, the distance target will continue to increase compared to the previous year and will be 2.4 times higher than in 2022.
