Hanoi plans to spend 4,665 billion VND to build parks on both sides of To Lich River.

According to Hanoi City's calculations, to implement the project of renovating, embellishing and reconstructing the park on both sides of To Lich River, a total preliminary investment of more than 4,665 billion VND is needed.

The Hanoi People's Committee has just submitted a document to the City People's Council on approving the adjustment of the investment policy for the project to renovate, embellish and reconstruct the park along both sides of the To Lich River. Accordingly, the total area expected to serve the project is nearly 738,000 m2, with a preliminary total investment of more than 4,665 billion VND.

To Lich River is clear after being supplemented with water from West Lake and Yen Xa Wastewater Treatment Plant.

The project is located along To Lich River, passing through 12 wards: Ngoc Ha, Nghia Do, Lang, Giang Vo, Cau Giay, Yen Hoa, Thanh Xuan, Dong Da, Khuong Dinh, Dinh Cong, Thanh Liet, Hoang Liet.

The project is expected to build the road and yard items, including: Road and sidewalk yard and square, retaining wall, riverside walkway, step system, steps, ramps, curbs, tree beds, parking lot, sports field, playground, pedestrian path. In addition, there are architectural works items, including: Service works, highlight works and auxiliary works.

The project to renovate, embellish and rebuild the park on both sides of the To Lich River will be implemented from the third quarter of 2025 to the fourth quarter of 2027. The Hanoi People's Committee proposed a build-transfer contract (BT contract) with payment by land fund.

Accordingly, the location and area of ​​land fund expected to pay investors for the project is about 94 hectares in Phuc Thinh commune, of which the commercial land area is 47.6 hectares (residential land is 36.9 hectares, commercial service land is 10.7 hectares).

Hanoi City plans to start the project on the occasion of the Capital Liberation Day on October 10. It is expected that at the 26th session taking place in September, the Hanoi People's Council will consider this content.
