Ha Tinh 'pulls' to stabilize the teaching staff

However, the problem of local teacher shortage in many places is still a difficult problem, directly affecting teaching work.

Class consolidation, increase student numbers

Ky Van commune was established on the basis of merging 3 communes: Ky Trung, Ky Tay and old Ky Van. With semi-mountainous terrain and a dense school system, the whole commune currently has 7 school units, including 3 kindergartens, 1 primary school, 1 secondary school and 2 inter-level schools.

Although the Provincial People's Committee previously issued Decision No. 1942/QD-UBND on staffing allocation in 2025, in which the commune was allocated 69 staffing positions for preschool, 76 staffing positions for primary school and 67 staffing positions for secondary school, the shortage still occurs. Through practical review, the primary school level in the commune is currently short of at least 6 teachers, while the secondary school level is short of up to 13 people, including teachers and administrative staff.

Most worryingly, Ky Tay Secondary School is short of 7 teachers. With 515 students, the school currently has 22 staff and teachers, of which 5 are on secondment. However, the number of teachers in class only meets the ratio of about 1.4 teachers/class – much lower than the minimum standard as prescribed.

According to Principal Tran Thi Ngoc Bich, the school is still short of 6 teachers for Physics, Chemistry, Civic Education , Information Technology, Technology, Music, and 1 equipment staff. The lack of teachers has made it difficult for the school to arrange the timetable. In the past 2 years, the school has been forced to reduce the number of classes from 4 to 3, with the number of students in each class always exceeding 45, significantly affecting the quality of learning and organizing 2 sessions/day as required.

A similar situation is occurring at Lam Hop Secondary School (Ky Lac Commune). Although 7 teachers have been seconded since the end of the previous school year, the school is still short of 6 to meet the staffing requirements. With 15 classes and 625 students, the school should have 29 teachers to achieve the ratio of 1.9 teachers/class, but currently has only 16, of which 1 teacher has to support teaching at the primary level.

Of the 13 teachers still lacking, the subjects of Math, Literature, Physics, Chemistry, History, Geography, English, Music, Fine Arts and Physical Education are all affected. Due to the lack of teachers, the school has 90 extra periods each week without teachers. Grade 8 has to combine classes from 4 to 3, with an average of 49 students per class. From the end of the 2024-2025 school year, the school has reported to superiors and contracted 1 Math teacher from the cost-saving fund, but due to the school being in a difficult area and limited resources, maintaining the contract has also encountered many obstacles.

Not only in Ky Van or Ky Lac, many other communes are in the same situation. In Ky Thuong commune, the total number of teachers lacking compared to the teaching needs of 3 levels is 24 people, of which the secondary school level alone is short of 20 people. Ky Son Secondary School currently has 16 classes with 663 students but lacks teachers in most basic subjects, typically in Math, Literature, Geography each subject is short of 2 people; History, Physics, Informatics, English all lack at least 1 person.

At the conference to summarize the 2024-2025 school year and deploy tasks for the new school year, delegates unanimously recommended that the province soon supplement the payroll and assign recruitment targets appropriate to each specific level and subject.

At the same time, it is proposed to promote the rotation and assignment of teachers from areas with surplus to areas with shortage, to overcome the imbalance in staff between localities. In case of not being able to mobilize in time, the schools hope that the province will soon issue a mechanism to support short-term teacher contracts, especially for subjects that currently do not have teachers, to ensure teaching quality when the new school year has begun.

Balance the team

Faced with the imbalance in the teaching staff among localities, especially at the secondary school level, the Department of Education and Training of Ha Tinh has advised the Provincial People's Committee to deploy a solution to second teachers to promptly meet teaching requirements in the 2025-2026 school year.

Mr. Nguyen Hong Cuong - Deputy Director of the Department of Education and Training of Ha Tinh said that recently, the education sector has actively coordinated with functional agencies and local authorities to transfer and second teachers within the commune, thereby ensuring stable inter-school and inter-level teaching activities. At the same time, the department also developed a plan to recruit new teachers, with priority given to supplementing difficult areas and areas with serious staff shortages.

In addition, the Department of Education and Training is coordinating with the Department of Home Affairs to submit to the Provincial People's Council for consideration and approval of teacher contract quotas according to the Government Decree to temporarily meet the human resource needs at educational institutions that are still lacking. According to Mr. Cuong, the synchronous implementation of solutions will contribute to overcoming the imbalance between regions, ensuring stability and quality of teaching in the new school year.

Recently, the Department of Education and Training of Ha Tinh issued Document No. 2564/SGDĐT-TCCB, reporting the staffing situation and proposing a recruitment plan for the 2025-2026 school year, including 36 positions for grade III preschool teachers, 180 positions for grade III primary school teachers and 52 positions for grade III secondary school teachers. Based on the number of teachers currently available and expected to be recruited in the coming time, the department has developed a suitable allocation plan.

To ensure teachers teaching at preschools, primary schools, and secondary schools, based on existing teachers and the number of teachers expected to be recruited in the coming time, the Department of Education and Training has issued a document proposing a plan to second teachers for the 2025-2026 school year.

For preschool and primary schools, the department does not implement secondment because there is no subject structure, and the surplus or shortage of teachers is not significant. After recruitment, the teacher ratio is guaranteed according to requirements, with preschool reaching 2 teachers/class and primary school reaching 1.42 teachers/class - the basic level sufficient to perform teaching tasks.

However, at the secondary school level, the distribution of teachers among subjects and localities is not uniform. Some communes and wards have a teacher/class ratio exceeding the maximum threshold of 1.9 as prescribed by the Ministry of Education and Training, while many schools in remote areas have a serious shortage of teachers, especially in specialized subjects.

Faced with this situation, the Department of Education and Training has proposed to the Provincial People's Committee to implement a policy of seconding secondary school teachers from units with surplus to schools with large or partial shortages. The goal is to balance the teacher/class ratio between units at the same level, contributing to overcoming the shortage of teaching staff, especially when the new school year has begun.

According to the plan, the first round of secondment will be applied for 2 years, from the 2025-2026 school year to the end of the 2026-2027 school year, with a total of 58 secondary school teachers mobilized. This is considered a temporary but feasible solution, helping to reduce pressure on schools in difficult areas and improve the efficiency of using the teaching staff in the whole province during the period when the education sector is facing many challenges in recruitment.

According to statistics from the Department of Education and Training of Ha Tinh, as of early August 2025, the whole province lacked 75 positions in preschools, 237 in primary schools, 93 in secondary schools and 13 in high schools and vocational education and continuing education centers.
