According to the National Center for Hydro-Meteorological Forecasting, on the morning of September 24, after entering the sea area south of Guangdong province (China), super typhoon Ragasa (typhoon No. 9) reduced its intensity to level 15 (no longer a super typhoon).
At 7:00 a.m. on September 24, the center of storm No. 9 was at about 21.3 degrees north latitude; 113.7 degrees east longitude, about 620km east of Mong Cai ( Quang Ninh ). The strongest wind near the center of the storm was level 15 (167 - 183 km/h), gusting to level 17. Moving in the West Northwest direction, speed about 20km/h.
It is forecasted that in the next 24 hours, storm No. 9 will move in the West Northwest direction, moving at a speed of 20 - 25 km/h and gradually weakening. At 7:00 a.m. on September 25, the center of storm No. 9 will be at about 21.5 degrees north latitude; 108.8 degrees east longitude; in the sea area of Quang Ninh - Hai Phong province. The strongest wind near the center of the storm is at level 10-11, gusting to level 13.
Storm No. 9 has very strong intensity at sea, very wide range of strong winds, waves over 10m high, rough seas, especially dangerous for ships operating in the North East Sea area, the storm can cause heavy rain in the Northern provinces, risk of flash floods, landslides, affecting the safety of dams, flooding in urban areas and low-lying areas.
To continue to proactively respond to storm No. 9, ensure the safety of people's lives, minimize damage to people's and state's property, the Chairman of the City People's Committee requested the Chairmen of the People's Committees of communes, wards, and special zones; heads of city departments, branches, and sectors to absolutely not be negligent or subjective; regularly monitor, update, and grasp the storm's developments; focus on leading, directing, and implementing response measures with the most drastic spirit, proactively responding at the highest level, anticipating the worst scenarios, not being passive or surprised, putting the goal of ensuring people's lives first and foremost, while limiting damage to people's and state's property.
Continue to urgently implement the direction of the City People's Committee in Notice No. 532/TB-VP dated September 23, 2025, Official Dispatch No. 07/CD UBND dated September 22, 2025, Document No. 2417/UBND-NNMT dated September 21, 2025 and tasks in Plan No. 213/KH-UBND dated August 25, 2025 of the City People's Committee on natural disaster prevention and control in 2025, Plan No. 01/PA-UBND dated August 25, 2025 of the City People's Committee on responding to natural disasters according to the level of natural disaster risk in the city and Scenario No. 02/KB-BCH dated September 22, 2025 of the City Civil Defense Command.
Continue to strengthen information, propaganda, and mobilization work to guide people to implement measures to prevent storms, heavy rains, and floods, and protect people and property. Direct the organization to protect houses, warehouses, factories, headquarters of agencies, units, educational and medical facilities, dyke systems, dams, infrastructure works, production and business activities, especially agricultural and aquatic production with the motto "green house is better than old field". Be ready with forces and means to organize rescue when bad situations occur.
Heads of city departments, branches, and sectors and Chairmen of People's Committees of communes, wards, and special zones are responsible before the Chairman of the City People's Committee if there is a lack of responsibility in advising, leading, and directing, causing damage to people's lives and property.
The Chairman of the City People's Committee requested the People's Committees of communes, wards and special zones to continue reviewing plans and be ready to organize evacuation and relocation of residents to ensure safety before the storm makes landfall; in which special attention should be paid to ensuring the safety of people's lives, especially the elderly, children, students and other vulnerable groups.
Coastal localities continue to review coastal and island activities; review and count all local boats, watercraft, rafts, and aquaculture watchtowers at sea and along rivers operating at sea and along the coast, requiring them to enter safe shelters; absolutely do not allow people to stay on watercraft, rafts, and aquaculture watchtowers when the storm makes landfall (pay attention to situations of thunderstorms, tornadoes, and lightning before and after the storm makes landfall).
The City Military Command directed the City Border Guard Command to continue counting and using all measures to notify owners of vehicles operating at sea to urgently move to safe shelters; strictly manage the activities of fishing boats, tourist boats, and transport ships; organize boat mooring; reinforce fishery cages; absolutely do not let people on boats, cages, fishery watchtowers when there are strong winds or storms, especially tourists at sea and on islands; keep in regular contact with owners of vehicles to promptly handle bad situations that may occur.
The Department of Agriculture and Environment regularly updates storm developments and Central directives to promptly advise on necessary directives. Monitor, urge, collect information, and summarize the results of task implementation of units and localities; promptly and periodically report to the City People's Committee and the Ministry of Agriculture and Environment (and send it to the City Party Committee Office) as prescribed.
