The 8th session of the 15th National Assembly: Reviewing and deciding on many important issues, promptly removing difficulties and obstacles in institutions and policies, and unlocking development resources

After 29.5 days of working in the spirit of innovation, solidarity, democracy, intelligence, proactiveness, urgency and high responsibility, the eighth session of the 15th National Assembly completed the entire proposed program with the review of 51 contents and groups of contents, including: 33 contents related to legislative work, 18 groups of contents on socio -economics, state budget, supervision and other important issues; at the same time, 12 groups of contents were sent by agencies to report to National Assembly deputies for study.

After careful consideration, the National Assembly passed 18 laws and 21 resolutions; gave initial comments on 10 other draft laws; reviewed and decided on personnel work within its authority. Along with that, the National Assembly reviewed and decided on the socio-economic development plan, the state budget estimate, the central budget allocation plan for 2025, national target programs, important national projects and many important issues; conducted questions and answers; supervised the topic "Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023"; reviewed reports on synthesizing voters' and people's petitions, reports on the results of monitoring the settlement of voters' petitions, reports on the results of receiving citizens, handling petitions and resolving citizens' complaints and denunciations, and a number of other important contents.

On personnel work and reviewing and deciding on important issues

The National Assembly considered and decided to dismiss Mr. To Lam from the position of President; elect Mr. Luong Cuong as President of the Socialist Republic of Vietnam for the 2021-2026 term; elect a member of the Standing Committee of the 15th National Assembly, Secretary General of the National Assembly; approve the proposal to appoint the Minister of Finance and the Minister of Transport for the 2021-2026 term; approve the proposal to appoint Judges of the Supreme People's Court. Personnel work was carried out carefully, closely, closely following the leadership and direction, ensuring compliance with procedures and regulations, achieving a very high level of consensus among National Assembly deputies.

The National Assembly reviewed, discussed and approved resolutions on the socio-economic development plan, state budget estimates, and central budget allocation plan for 2025; on approving the investment policy for the National Target Program on Cultural Development for the 2025-2035 period; on approving the investment policy for the National Target Program on Drug Prevention and Control until 2030; on investing in the high-speed railway project on the North-South axis; on establishing Hue city under the central government; Resolution of the eighth session of the 15th National Assembly.

On legislative work

The National Assembly passed 18 laws and 4 legal resolutions in the spirit of strong innovation in thinking in legislative work towards ensuring both the requirements of state management and encouraging creativity, liberating all productive forces, and unleashing all resources for development; the provisions of the law must be stable and have long-term value; promoting decentralization and delegation of power; thoroughly cutting and simplifying administrative procedures, investment conditions for production and business, reducing compliance costs, creating the greatest convenience for people and businesses; resolutely fighting against negativity and group interests; for new issues that are in the process of being mobilized, with frequent fluctuations in practice and not yet stable, only the framework and principles must be prescribed and assigned to the Government, ministries, branches and local authorities to ensure flexibility in operation and suitability with practice. Among them, there are laws and resolutions that are of great interest to businesses, voters and people such as the Law on Trade Unions (amended); Law amending and supplementing a number of articles of the Law on Pharmacy; Law amending and supplementing a number of articles of the Law on Health Insurance; Law on Fire Prevention, Fire Fighting and Rescue; Law on Urban and Rural Planning; Law on Value Added Tax (amended); Law amending 4 Laws in the field of investment; Law amending 9 Laws in the field of finance and budget... At the same time, the National Assembly also gave its first opinions on 10 other draft laws.

On supreme supervision

The National Assembly questioned the Governor of the State Bank of Vietnam, the Minister of Health, and the Minister of Information and Communications on the fields of banking, health, information and communications. The Deputy Prime Minister and ministers, with a high sense of responsibility, participated in serious explanations, clarifying many issues of concern to National Assembly deputies. At the end of the questioning session, Prime Minister Pham Minh Chinh, on behalf of the Government, reported to clarify issues under the Government's common responsibility and directly answered questions from National Assembly deputies. The National Assembly passed a Resolution on questioning activities at the eighth session, which is the basis for the National Assembly to re-supervise the implementation of the National Assembly's Resolutions on thematic supervision and questioning at the tenth session. The National Assembly issued a resolution to continue improving the effectiveness and efficiency of the implementation of policies and laws on real estate market management and social housing development; Review reports on judicial work, crime prevention and control, law enforcement, and corruption prevention and control in 2024; review and discuss the report synthesizing opinions and recommendations of voters and people sent to the eighth session of the 15th National Assembly, report on the results of monitoring the settlement and response to voters' recommendations sent to the seventh session of the 15th National Assembly, and report on the results of receiving citizens, handling petitions and supervising the settlement of complaints and denunciations sent to the National Assembly in 2024.

The National Assembly delegation of Thai Binh province actively discussed, considered and decided on issues at the session.

At the session, together with National Assembly deputies nationwide, National Assembly deputies of Thai Binh province actively discussed, considered and decided on many important issues of the country, contributed 85 opinions on various fields, discussed draft laws, questioned the Government and Government members, including 26 opinions expressed in the hall, 57 opinions expressed in groups; 2 delegates directly questioned 4 issues of questioning Government members. The content of the opinions reflected the legitimate thoughts and aspirations of voters, at the same time demonstrated the responsibility and dedication of National Assembly deputies, which were accepted by the National Assembly and the Government, and reflected in the laws and resolutions passed such as mechanisms and policies to remove bottlenecks in public investment; mechanisms and policies in implementing the Law on Investment under the public-private partnership model; management of the real estate market and development of social housing; on institutions in the fields of finance, budget, taxes, and fees in the health sector and in the operations of public service units; recommend solutions to cut and simplify administrative procedures, create favorable conditions for investment in production and business, reduce compliance costs, and create the greatest convenience for people and businesses...

In addition to actively participating in the contents of the session, at this session, the National Assembly Delegation of Thai Binh province organized many working sessions and meetings to present and directly make recommendations on difficulties and problems to the National Assembly, the Government and central ministries and branches in implementing socio-economic tasks and mobilizing resources to build the province's socio-economic infrastructure.
