This is considered an important boost, creating more motivation for the work of eliminating illiteracy, improving people's knowledge and sustainable development in the locality.

Cao Bang province was recognized by the Ministry of Education and Training as having achieved level 1 literacy standards in December 2017. In 2024, the province will self-assess to have achieved level 2 literacy standards.
However, according to statistics from the Department of Education of Cao Bang province, currently in the province there are 9,027/367,230 people aged 15 - 60 years old who are level 1 illiterate (have not finished grade 3), accounting for 2.46%; there are 30,965/367,230 people aged 15 - 60 years old who are level 2 illiterate (have not finished grade 5), accounting for 8.43% of the total working-age population.
Meanwhile, the number of people attending literacy classes in recent years has been limited. Specifically, in 2020 there were 831 people learning to read, in 2021 there were 723 people, in 2022 there were 235 people, in 2023 there were 532 people, in 2024 there were 446 people. On average, each year (from 2020 - 2024) there were 553 people learning to read out of a total of 30,965 illiterate people in the province (only reaching 1.79%).
Every year, the number of illiterate people in the whole province decreases by an average of 2,000 people, due to the completion of illiteracy eradication classes, leaving the working age structure (15 - 60 years old)... Therefore, if there is no change in the way of doing things and appropriate support policies, it is expected that Cao Bang province will complete illiteracy eradication in 15 - 20 years.
From this issue, the People's Committee of Cao Bang province has submitted to the Provincial People's Council a resolution regulating the level of support to encourage ethnic minority people to participate in literacy training in Cao Bang province.
According to the leaders of Cao Bang province, the issuance of the resolution is not only a strategic decision, but also a commitment of the local government to support people to learn to read and write, expanding opportunities to access knowledge. This is a concrete step to shorten the time to achieve the goal of eliminating illiteracy.
Practical and humane support
According to the resolution, people participating in literacy training will be supported with 1 million VND/person/stage after completing the training program and being confirmed by the competent authority. Those who propagate and mobilize people to go to school will be supported with 90,000 VND/student. In addition, there are expenses for lighting up the classroom at night, buying books for common use...
It is noteworthy that this resolution not only supports learners but also shares the burden with teachers, collaborators, and local authorities – those who directly organize, mobilize, and maintain literacy classes.
Ms. Nguyen Ngoc Thu, Director of the Department of Education and Training of Cao Bang province affirmed: “This is a very practical resolution, for the first time the province has a comprehensive incentive policy for both learners and teachers. We expect the resolution will help significantly increase the number of literate people and create sustainable changes in building a learning society in Cao Bang.”
Towards sustainable goals
In many localities such as Thong Nong and Can Yen communes – areas with high illiteracy rates – the resolution is considered a “new breath of life”. Mr. Nguyen Quoc Hung, Chairman of the People’s Committee of Thong Nong commune, shared: “Previously, organizing literacy classes encountered many difficulties, partly because people were busy making a living, partly because they were not supported to go to school. Now that there is a clear policy, we will coordinate better to mobilize students to attend classes.”
Teacher Duong Thi Dung, Vice Principal of Ngoc Sy Primary School, Can Yen Commune, also expressed much hope: “I used to teach evening literacy classes for women aged 40-50, in very difficult circumstances, so this resolution gives more motivation to both teachers and students.”
“This resolution clearly demonstrates the province’s stance of not leaving anyone behind. From night literacy classes in the highlands, we want to spread the spirit of learning to all classes of people, creating a foundation for comprehensive and sustainable development,” Ms. Nguyen Ngoc Thu emphasized.
In the coming time, the Education sector will coordinate with localities to implement the resolution, integrating it with national target programs, poverty reduction programs and new rural development programs. Along with specific support policies, mobilizing the synchronous participation of the entire political system, families and communities is a prerequisite for the resolution to come into life.
A resolution – if implemented in the right direction and effectively – will not only be a legal document, but will become a driving force for change. And it is from those night classes in the village that a literate and knowledgeable Cao Bang will gradually take shape.
