Mr. Vi Van Duong, in Khe Lanh village, Binh Lieu commune, Quang Ninh province is the nephew and the only relative who carries out the worship of Martyr Vi Ngoc Nhan (born in 1946) who heroically sacrificed on the southern battlefield in 1968. Until now, the remains of Martyr Vi Ngoc Nhan still lie in the southern strip of land of our country. Since the family received the death notice, the worship of Martyr Vi Ngoc Nhan has been carried out by his brother, Mr. Vi Van Tho (the father of Mr. Vi Van Duong) until his death. Until now, Mr. Vi Van Duong's family continues to worship Martyr Vi Ngoc Nhan. Knowing the circumstances and housing situation of his family, the Provincial Military Command reported to the Military Region 3 Command to support the family with 80 million VND to build a new house for his family.

Leaders of the Provincial Military Command presented gifts to congratulate the family of Mr. Vi Van Duong , in Khe Lanh village, Binh Lieu commune, Quang Ninh province on the inauguration day of the new house supported by the Military Region 3 Command with 80 million VND.

After more than 3 months of construction, the level 4 house of Mr. Vi Van Duong's family was completed on schedule. On the inauguration day of the new house (July 23, 2025), Mr. Duong's family also received gifts from the Military Region 3 Command, the Quang Ninh Provincial Military Command, and agencies, units, and local Party committees and authorities. Mr. Duong excitedly said: "Having a new house on the occasion of the War Invalids and Martyrs Day like this is very meaningful to me. Now my family no longer has to worry when storms come. The family has a separate and solemn place to live and worship."

In Hoanh Bo ward, also last July, the Provincial Military Command coordinated with the Quang Ninh Provincial Red Cross to organize a medical examination, health consultation, free medicine distribution, and gift giving for 160 policy beneficiaries in the ward. In 1 day, the working group examined and measured blood pressure, internal medicine, ear, nose, throat, eyes; ultrasound, electrocardiogram... At the same time, they coordinated propaganda, health care consultation, use of traditional medicine and ensuring environmental sanitation.

Major Nguyen Thi Duyen, doctor of the Infirmary, Logistics and Engineering Department, Provincial Military Command, said: "Although the number of people coming for medical examination was large, the organization of medical examination and health consultation this time was very thoughtful, receiving praise and thanks from the people. This is a meaningful activity organized annually by the Provincial Military Command, showing the affection and gratitude of the Provincial Military Command for those who have contributed to the revolution."

According to Senior Lieutenant Colonel Pham Binh Quan, Deputy Head of the Provincial Military Command's Political Department, last July, the Provincial Military Command organized delegations to visit and present gifts to 8 Vietnamese Heroic Mothers; 25 policy beneficiaries in the area; former Heads of the Provincial Military Command who are war invalids; 87 comrades who are children of martyrs, war invalids and sick soldiers working at agencies and units of the Provincial Military Command;... Through specific and meaningful actions, the Quang Ninh Provincial Military Command has been contributing to consolidating the blood relationship between the army and the people, strengthening the great national unity bloc, while educating the revolutionary tradition for the younger generation, building a solid national defense posture.

It is known that from 2021 to now, the Provincial Military Command has reviewed, approved, assessed, and paid special military benefits according to Decision No. 15 of the Prime Minister, for 5,932 subjects, with the amount of 6.42 billion VND; paid special key allowances according to Decree No. 32/2013/ND-CP dated June 14, 2013 of the Government, for 700 subjects, with the amount of 2 billion VND. Reviewed and proposed to resolve policies for war invalids and relatives of martyrs working at agencies and units in the Provincial Military with especially difficult circumstances, infertile and sterile soldiers in accordance with regulations. Medical examination, treatment and implementation of health care policies for active forces are always of concern. Regimes and policies for military families are organized and implemented carefully, in accordance with regulations.
