Why were a series of leaders and staff of the Central Institute of Forensic Psychiatry in Bien Hoa prosecuted?

At a press conference to announce the results of public security work in 2024 held on the afternoon of December 26, Major General Phan Manh Truong, Deputy Director of the Criminal Police Department, Ministry of Public Security, provided information on the progress of the investigation of the case at the Central Institute of Forensic Psychiatry in Bien Hoa.

Major General Phan Manh Truong said that recently, a number of subjects who were being forced to receive medical treatment at forensic institutes and mental hospitals were released and then continued to commit crimes.

Faced with that situation, the Ministry of Public Security's Investigation Police Agency has proceeded to collect evidence.

On June 23, the police initiated a criminal case on the charges of "receiving bribes, giving bribes, and brokering bribes" against officers and employees of the Bien Hoa Central Institute of Forensic Psychiatry.

Up to now, the Ministry of Public Security's Investigation Police Agency has prosecuted 16 subjects, including 12 forensic officers of the Bien Hoa Central Institute of Forensic Psychiatry and 4 outside subjects.

The police assessed that the illegal acts of these defendants had caused legal consequences and distorted law enforcement.

Currently, the police are continuing to expand the investigation and will prosecute other related subjects for other acts to strictly handle them according to regulations.

Through investigation of the case so far, it has been determined that the defendants took advantage of the State's legal policy in exempting criminal responsibility for people with mental illness.

Thereby, the defendants colluded with a number of leaders, doctors, and examiners of the Bien Hoa Central Institute of Forensic Psychiatry to create files, medical records, psychiatric treatment, and forensic psychiatric examinations at the level of limited or lost cognitive ability and behavioral control in order to be exempted from or have their sentences reduced or not have to serve their prison sentences.

In addition, during the investigation, the police found many loopholes in the process of medical examination, forensic psychiatric assessment and compulsory treatment here.

Doctors and examiners at the Central Institute of Forensic Psychiatry in Bien Hoa received money to write down mental illness diagnoses for subjects based on their subjective consciousness.

Or give comments and assessments that are not objective and favorable to the subjects of forensic psychiatric assessment during the process of participating in the forensic psychiatric assessment council.
