Although not directly affected by storm No. 10, Hanoi has been experiencing heavy rains since the morning of September 29, causing traffic jams. Many parents said their children were late for school due to traffic jams and flooded roads.
Mr. Tran Van Duc in Ha Dong ward (Hanoi) said that this morning he and his son left home at 6:35 but only got to school at 8:15. The road was jammed, so he had to park his car nearly 1 kilometer away from the school, and use an umbrella to walk his son to class.
Some other parents said that this morning, their children went to school by bus as usual but were late for class. Their children sat on the bus for more than 2 hours, covering a distance of about 6 kilometers.
Early this afternoon, Nguyen Sieu Primary School sent an urgent notice to parents to come to school early to pick up their children. Specifically, students who take the school bus will leave at 2:15 PM; students who are picked up by their parents will leave at 2:30 PM.
"In case parents cannot arrive on time, the school will still arrange for teachers to manage the students as usual until their children are picked up," Nguyen Sieu Primary School announced.

Mr. Nguyen Xuan Khang, Chairman of the Marie Curie Hanoi School Board, also informed that due to the impact of the storm, Hanoi has heavy rain, possibly flooded roads, traffic jams causing difficulties for parents and students, so the decision has been made to let the whole school close 1 period early. The bus to pick up and drop off preschool and primary school students will leave school at 3:30 p.m.; the middle school and high school students will leave a little later. Mr. Khang believes that letting students close 1 period early in rainy and windy weather conditions will be more convenient for them.

The Wellspring International Bilingual School System - Wellspring Hanoi previously announced that all students would be off school on September 29. According to the school's announcement, allowing students to be off school and having instructions for self-study at home is to ensure their safety on days of heavy rain.
The school recommends that students limit unnecessary trips out and follow storm prevention measures to keep themselves and their families safe. The school has made reasonable plans to make up for the missed days.

In the public sector, schools let students go to and from school as usual. The principal of a middle school said that even though the road leading to the school was starting to be flooded, suddenly letting students leave school early could make parents passive.
