Further promote the position and role of traditional medicine in people's health care

(Chinhphu.vn) - Deputy Prime Minister Le Thanh Long signed Directive No. 25/CT-TTg dated September 15, 2025 of the Prime Minister requesting relevant ministries, branches and localities to promote the development of Vietnamese traditional medicine in the new period.

Promoting the development of traditional medicine in the new period

The Directive states: Vietnamese traditional medicine is a precious cultural asset of the Vietnamese people, formed and developed in association with the country's development history. Recognizing the importance of traditional medicine, the Party, State and Government have had many policies and strategies to preserve, inherit and develop it, considering it both a responsibility and a mission to preserve cultural values ​​and historical traditions while meeting the health care needs of the people in the new situation.

In recent times, Vietnamese traditional medicine has achieved many important and encouraging achievements: The medical examination and treatment system has been invested in and upgraded; the traditional medicine network at the grassroots level has been consolidated and developed; medical examination and treatment services in the field of traditional medicine have become increasingly rich and diversified, and their quality has been improved... However, in addition to the achievements, there are still many shortcomings and limitations, the potential and strengths of traditional medicine have not been fully exploited, and have not made a strong mark in the country's socio -economic development, and at the same time, there is a risk of falling behind other countries with developed traditional medicine in the region and in the world.

To further promote the position and role of Vietnamese traditional medicine in people's health care associated with socio-economic development, promptly overcome shortcomings, limitations and inadequacies, the Prime Minister requested that Ministries, ministerial-level agencies, government agencies, People's Committees of provinces and cities, and relevant agencies and organizations strengthen leadership and direction, create unity in all activities between government levels and Party committees and socio-political organizations; continue to resolutely, synchronously, promptly and effectively implement, successfully completing the goals set out in Directive No. 24-CT/TW dated July 4, 2008, Conclusion No. 86-KL/TW dated July 10, 2024 of the Secretariat; Decision No. 1893/QD-TTg dated December 25, 2019 and Decision No. 1280/QD-TTg dated October 28, 2024 of the Prime Minister; Assign tasks in the spirit of 6 clear principles: "clear people, clear work, clear time, clear authority, clear responsibility, clear results" and strengthen inspection, urging, and supervision of implementation, striving to complete the set goals, targets, tasks, and projects by 2030.

Research on expanding the scope of health insurance payment for medical examination and treatment services using traditional medicine

The Ministry of Health shall preside over and coordinate with the Ministry of Justice and relevant ministries and branches to review and study the completion of the system of mechanisms and policies appropriate to the characteristics of traditional medicine in order to promote the development of traditional medicine in line with its inherent potential, strengthen the combination of traditional medicine and modern medicine; study and expand the scope of use and health insurance payment for traditional medicines, herbal medicines, medicinal herbs, medical examination and treatment services using traditional medicine; propose the development of a Law on Traditional Medicine.

At the same time, the Ministry of Health coordinates with the Ministry of Home Affairs to perfect standards and professional titles in the field of traditional medicine.

Expanding the scale of traditional medicine facilities

The Ministry of Health shall preside over, research, and propose investment in the construction, upgrading, and expansion of traditional medicine medical examination and treatment facilities in accordance with the planning of the medical facility network and the socio-economic development planning of localities; focus on selecting the order of investment priorities and prioritizing the allocation of public investment sources for investment in a number of facilities with urgent needs.

Continue to develop diagnostic and treatment guidelines, technical procedures for medical examination and treatment, combining traditional medicine with modern medicine, focusing on some strengths such as acupuncture and other non-drug treatments.

Research and development of traditional medicine and conservation of rare medicinal resources

The Ministry of Health shall preside over and coordinate with the Ministry of Science and Technology and the Ministry of Finance to research and propose scientific and technological tasks using the state budget to focus on researching a number of medicinal recipes, researching and developing products from medicinal herbs, traditional medicines, etc.; proactively research, propose, and organize the implementation of appropriate policies and mechanisms on scientific research in the field of traditional medicine according to the requirements of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development and innovation, creativity and national digital transformation, in accordance with the provisions of law on science, technology, and innovation; research and propose appropriate mechanisms for budget spending and investment in clinical research and nutritional research in traditional medicine to effectively support disease prevention, treatment and health recovery.

In addition, the Ministry of Health directs and provides comprehensive professional guidance in the development of domestic medicinal resources in an industrial direction; issues maps of planning medicinal plant growing areas at the national and local levels; conserves rare and endemic medicinal plant resources; standardizes the processes of cultivating, harvesting, preserving and processing medicinal plants to ensure quality and safety, in accordance with international standards (GACP-WHO, ORGANIC...), associated with the establishment of a digital traceability system to control quality, make the supply chain transparent and serve export goals.

Building a national database of medicinal herbs and prescriptions...

Along with that is promoting the training of traditional medicine human resources, especially specialized, high-quality human resources, creating conditions for traditional medicine doctors and physicians to access modern techniques to increase the quality of combining traditional medicine and modern medicine.

Strengthen the application of information technology and digital transformation in the field of traditional medicine, focus on digitizing valuable documents and materials on traditional medicine, build a national database on medicinal herb regions, medicinal herbs, medicinal plants, prescriptions, typical physicians, scientific works for easy preservation and lookup; direct localities and units to promote the sharing of information on traditional medicine at the local level and unit level; promote, strengthen, and improve the effectiveness of international cooperation activities in bilateral and multilateral forums and frameworks, focusing on areas in which Vietnam has strengths and is in need (academic exchange, experience exchange, scientific research cooperation, training and exchange of human resources, attracting foreign investment, etc.).

The Ministry of Health shall preside over and coordinate with the Ministry of Foreign Affairs and relevant ministries and branches to organize the development, approval, and submission to competent authorities for approval of cooperation projects and programs with countries with developed traditional medicine such as China, Korea, India, etc.; proactively implement signed international treaties, international agreements, and plans.

The Prime Minister also requested the Ministry of Finance, based on the tasks approved by competent authorities and proposals from ministries and central agencies, to preside over, synthesize, balance, and arrange budget sources for implementation, and report to competent authorities for decision in accordance with the provisions of the law on state budget and the law on public investment, in accordance with the balancing capacity of the state budget.

The Ministry of Science and Technology shall allocate funds to implement approved scientific, technological and innovation tasks according to regulations, paying attention to promptly handling specific issues of traditional medicine; preside over and coordinate with the Ministry of Health to direct the implementation of policies on intellectual property protection for traditional medicine prescriptions and treatment methods.

The Ministry of Agriculture and Environment shall effectively organize the leasing of forest environments for medicinal plant development; protect, exploit, and share benefits from medicinal plant genetic resources; coordinate with the Ministry of Health to direct localities and units to develop domestic medicinal plant resources, preserve rare medicinal plant resources, and organize the exploitation of medicinal plant resources in a scientific and sustainable manner; standardize the processes of cultivating, harvesting, preserving, and processing medicinal plants to ensure quality and safety when used; direct and support the connection of cultivating, processing, and trading of medicinal plant products and medicinal plant products according to the OCOP model.

The Ministry of Construction shall preside over and coordinate with the Ministry of Health and localities in integrating the development of traditional medicine facilities into urban, tourist, ecological and rural construction plans, ensuring infrastructure synchronization.

The Ministry of Industry and Trade presides over and coordinates with the Ministry of Health to organize trade promotion, support businesses to connect and cooperate with countries in the region and around the world to effectively exploit foreign markets; organize the management of products circulating on the market.

Developing medical tourism and health care tourism using traditional medicine

The Ministry of Culture, Sports and Tourism shall preside over and coordinate with the Ministry of Health in organizing and implementing information and promotion activities for traditional medicine in conjunction with promoting culture and national identity, and directing the development of medical tourism and health care tourism using traditional medicine; closely and effectively managing advertising activities for traditional medicine.

The Ministry of Ethnic Minorities and Religions effectively organizes the implementation of the medicinal plant development project in the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas; coordinates with the Ministry of Health to organize the investigation, preservation, evaluation and transfer of traditional medical knowledge in ethnic minority communities.

The Ministry of Foreign Affairs coordinates with the Ministry of Health to implement signed international treaties, international agreements, and plans in the field of traditional medicine; supports the Ministry of Health in developing and implementing international cooperation programs, plans, and projects on traditional medicine; organizes the promotion and introduction of the image, brand, and cultural values ​​of Vietnamese traditional medicine in the world.

The Vietnam Oriental Medicine Association promotes the collection, inheritance, preservation, and development of good remedies, precious medicinal plants, and effective treatment methods; organizes propaganda and dissemination to members and people in the country to know and use them safely and effectively.

Strive for each province to have at least 01 modern hospital combining traditional medicine with modern medicine in examination and treatment.

The People's Committees of provinces and centrally run cities are responsible for prioritizing local budget allocation to carry out traditional medicine development; promulgate policies and incentive mechanisms within their authority to promote, encourage and attract social investment in developing traditional medicine in the locality; invest in and upgrade traditional medicine hospitals towards modernization, striving for each province to have at least 01 hospital with modern infrastructure and equipment to effectively carry out the work of combining traditional medicine with modern medicine in examination and treatment; organize the inheritance, preservation and rational exploitation of precious medicinal recipes, indigenous medicinal plants and develop traditional medicinal herbs of the locality, build a local medicinal herb planning map; integrate traditional medicine development into programs and projects for developing preventive medicine and grassroots health care in the locality.

Localities direct and organize inspection, examination and supervision of the cultivation, production and trading of medicinal herbs, traditional medicines and the provision of examination and treatment services using traditional medicine.
