Rural areas are the identity , the place that preserves the cultural soul.
Speaking at the ceremony, Vice Chairman of the National Assembly Le Minh Hoan said: Today, Hanoi received the Decision recognizing Hanoi city as completing the task of building new rural areas in 2024 and receiving the First Class Labor Medal is a great joy and honor.

According to the Vice Chairman of the National Assembly, urban areas reflect technological strength, economic potential, dynamism in global integration, and are a measure of modernity, while rural areas represent identity. A country can be as modern as many other countries, but will only be truly remembered and respected if it retains its own soul - identity, cultural values, and spirit of the countryside.
The countryside is where the sound of roosters crowing in the morning, vegetable meals in the garden, communal houses, wells, and markets are kept. These seemingly small things are the “cultural identity cards” that distinguish one country from another. Just by listening to a folk song, looking at a thatched roof, or enjoying a rustic dish, we will realize that we are in Vietnam, Japan, or Thailand.

The Vice Chairman of the National Assembly emphasized that Hanoi – the capital of a thousand years of civilization – reflects the dynamism in the country's socio-economic development, while preserving the cultural soul, spiritual life, and the lasting values of love for the land and people.
In the journey of building new rural areas, Hanoi has implemented many practical initiatives with its own approach such as: the model of the new Dong Trung commune associated with tourism; orientation for the development of organic agriculture, ecological agriculture; the movement "Saturday for the new rural areas", "Green Sunday"; the program "Houses have numbers, streets have names, streets with murals, blooming flowers". In particular, the city has collected opinions to measure people's satisfaction.
"The new rural area is not just about concrete roads, electricity, spacious schools, clean medical stations, but more importantly, it is about new vitality. That vitality is reflected in the way of thinking and working of farmers and rural communities today: daring to change, daring to get rich legitimately. The new rural area construction program is not simply about infrastructure development, but about comprehensively changing the quality of life, turning the countryside into a place worth living, worth coming to, worth returning to," the Vice Chairman of the National Assembly emphasized.

In the context of organizing a two-level local government model, the Vice Chairman of the National Assembly believes that the Party Committee, government and people of Hanoi will continue to promote the movement of building new rural areas in depth, sustainably, and in association with the cultural identity of the capital.
According to the Vice Chairman of the National Assembly, building new rural areas requires a new approach, and grassroots cadres need to be creative based on the characteristics of each village, commune, ward. The space for grassroots development is not only production, but also the integration of culture, society, and community - where people's capacity and awareness are decisive factors.

New rural areas are not only a title, but also a spiritual mark; not only a milestone, but also a journey to show gratitude to those who have quietly contributed their efforts over the years. Now, the question is no longer “what to do for the countryside”, but “how to make people the subject of change”. New rural areas must be attached to the people today, and be a livable and memorable place for future generations. Hard infrastructure may be the same, but soft infrastructure – culture, community initiatives make the difference.
“Hanoi should launch the movement “Each community has an initiative, each commune leader has an initiative”. Then, the picture of Hanoi’s countryside will be diverse, vibrant, and full of emotions. Let’s continue to go to the grassroots, listen to the people, work with them, fix with them, and dream with them. Let’s turn each model, initiative, craft village, and cooperative into the seed of great changes,” the Vice Chairman of the National Assembly suggested.
The first step for a new development path
Speaking at the ceremony, Chairman of the Hanoi People's Committee Tran Sy Thanh said: The city has always adhered to the viewpoint of developing in the direction of "green - harmony - sustainability", taking rural areas as the foundation, urban areas as the driving force, heritage as the identity, culture as the core, and the people as the subject. Since then, the Party and State's policies have been quickly concretized into concrete actions, with practical and creative ways of doing things.

When the program started in 2010, Hanoi had 401 participating communes with an average of only 1 criterion/commune. Up to now, after nearly 15 years of implementation, the program has become a widespread movement, with strong influence throughout society, mobilizing the strength of the entire political system and the entire population. The face of the capital's rural areas has changed fundamentally and comprehensively.

The capital's economy has grown strongly, and people's lives have been constantly improving: GRDP growth rate in the third quarter of this year is estimated at 8.85%, much higher than the same period last year. Agricultural production value increased by over 3% per year; agricultural and forestry exports exceeded 2 billion USD. Average income per capita in rural areas increased from 13 million VND (2010) to 74.3 million VND (2024), ranking first in the country. Hanoi no longer has poor households.
Rural infrastructure is developed synchronously and modernly: 100% of communal and inter-village roads are concreted and asphalted. 100% of communal health stations meet national standards; over 95% of people have health insurance; over 96% of schools meet standards. Over 95% of households use clean water; the irrigation system ensures irrigation for over 95% of agricultural land. In the period 2010-2024, Hanoi mobilized over 185 trillion VND for new rural construction, of which the people contributed over 21 trillion VND...

Thanks to these results, by 2024, 100% of Hanoi's communes will meet the NTM standards, of which: 229 communes will meet the advanced NTM standards (60%). 109 communes will meet the model NTM standards (29%). 18/18 districts and towns will complete their tasks/meet the NTM standards (100%). Of which, 6/17 districts will meet the advanced NTM standards (35%). Hanoi also leads the country in the OCOP program with 3,463 products (accounting for 21% of the country), including 9 5-star products.
On June 22, 2025, the Prime Minister issued a Decision recognizing Hanoi's completion of the task of building a new rural area in 2024. On September 19, 2025, the President signed a Decision to award the First Class Labor Medal.

“This is proof of the correct policy of the Party and State; it is the result of the spirit of solidarity, high political determination and the consensus and joint efforts of all the people of the Capital.
The New Rural Development Program has truly become “the Party’s will and the people’s heart”, creating profound changes in the economy, society, culture, environment and people’s quality of life; laying a solid foundation for the new development stage of the capital”, the Chairman of the Hanoi People’s Committee emphasized.

According to the Chairman of the Hanoi People's Committee, completing the task of building a new rural area is not the end but the beginning of a new development journey. In the context of Hanoi arranging administrative units according to the two-level local government model, Hanoi continues to identify agriculture, farmers and rural areas as an important foundation in the development process. In the coming time, Hanoi will focus on implementing 5 key tasks.
In particular, continue to thoroughly grasp and fully implement the Central's guidelines and policies; research and promulgate specific mechanisms to improve the quality of new rural construction in the direction of urbanization. Develop a sustainable and modern rural economy, restructure the agricultural sector, build value chains, promote the linkage of "4 houses", develop ecological, organic and circular agriculture associated with tourism. Promote investment in education, health, culture, science and technology, form a civilized and modern farmer class, adapt to digital transformation. Focus on environmental protection, develop green - clean - beautiful living spaces, build the Capital in harmony with nature, worth living for future generations. Maintain national defense and security, consolidate the grassroots political system, promote the people's mastery.
“With the solid foundation that has been achieved, with high political determination and the consensus of the people, Hanoi will continue to firmly step on the path of building a capital rich in identity - modern - civilized - happy, where development is not only measured by growth numbers but also by the quality of life and happiness of the people”.

At the ceremony, on behalf of the Party and State leaders, Vice Chairman of the National Assembly Le Minh Hoan awarded the First Class Labor Medal to the Party Committee, Government and People of Hanoi City; and the Third Class Labor Medal to Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen.
Also at the ceremony, Central Party Committee member, Acting Minister of Agriculture and Environment Tran Duc Thang, authorized by the Prime Minister, awarded the Certificate of Recognition for Completing the Task of Building New Rural Areas to Hanoi City and Certificates of Merit from the Prime Minister to individuals of Hanoi City with outstanding achievements in building New Rural Areas.
