The Provincial People's Committee has just issued a document conveying the direction of the Provincial People's Committee Chairman Vo Trong Hai on proactively responding to and overcoming damage caused by floods.

Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep, Chairman of the Provincial People's Committee Vo Trong Hai, Permanent Vice Chairman of the Provincial People's Committee Nguyen Hong Linh and the delegation inspected the flood situation and the current status of irrigation dams in Ha Tinh.

From October 28 to October 31, 2023, there was heavy rain in Ha Tinh, very heavy rain in some places; causing widespread flooding. Rain and floods killed 3 people, many infrastructures such as: traffic, irrigation, aquaculture, schools, medical stations ... suffered severe damage, which is not yet fully recorded.

Faced with the complex developments of natural disasters, Party committees and authorities at all levels have mobilized the strength of the entire political system to respond, mobilizing hundreds of officers and soldiers of the armed forces and departments, branches and sectors to organize rescue, evacuation and emergency relief for people in flooded areas... Therefore, focusing on overcoming damages and stabilizing the lives of people in flooded areas is an urgent requirement.

Implementing the Prime Minister's Official Dispatch No. 1034/CD-TTg dated October 31, 2023, to proactively respond to and overcome the damage caused by rain and floods, the Chairman of the Provincial People's Committee requests the Chairmen of the People's Committees of districts, cities and towns to visit and encourage families with deceased members; support and encourage families with losses; pay special attention to policy families and single elderly families. For flooded areas, continue to deploy 24/7 security forces, control people and vehicles through culverts, spillways, deep flooded areas, fast-flowing water, landslides or areas at risk of landslides, and resolutely not allow people and vehicles to pass through if safety is not guaranteed. Strictly prohibit people from fishing or collecting firewood in deep flooded areas that are not safe. Absolutely do not let people suffer loss of life due to carelessness.

Continue to organize inspections of households in dangerous areas, especially those in areas where landslides, flash floods, and deep flooding have occurred or are at high risk, to proactively plan evacuation to safe places.

Organize the repair of infrastructure and urgent traffic works such as village roads, temporary bridges to meet people's travel needs; repair schools, clinics, and hospitals to provide health care and help students return to school soon.

Mobilize local forces, armed forces stationed in the area, and youth volunteers to support people in flood-affected areas to repair damaged houses; clean up mud and dirt in houses, schools, medical stations, and offices to gradually return to normal life.

Launch a mass movement to organize environmental sanitation, disinfection, and clean water treatment to ensure daily life after floods, so that people do not lack drinking water and domestic water; provide medicine, medical examination and treatment, and control disease outbreaks.

Synthesize and assess the damage caused by rain and floods according to the form prescribed in Joint Circular No. 43/2015/TT-BNNPTNT-BKHĐT dated November 23, 2015 of the Ministry of Agriculture and Rural Development and the Ministry of Planning and Investment on guidelines for statistics and assessment of damage caused by natural disasters. In case of large damage, exceeding the balance capacity, localities and units shall propose support needs to the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control before November 6, 2023 to synthesize and report to the National Steering Committee for Natural Disaster Prevention and Control.

The Department of Natural Resources and Environment will coordinate with the Department of Health to send staff to the grassroots to help flooded localities take environmental treatment measures, prepare enough chemicals to disinfect, sterilize, and treat the environment, and take measures to ensure clean water for people to eat, drink, and live.

The Department of Health directed its subordinate units to send staff to deeply flooded villages and hamlets to directly examine and treat people; have plans and strategies to receive and provide adequate medicine and medical equipment; and prevent disease outbreaks and spread in flooded areas.

The Department of Transport inspects and directs the repair of damaged roads, bridges, and culverts in the entire province to ensure production, travel, and daily life requirements of the people in the shortest time; strengthens State management of vehicles on rivers, ferry terminals, and places warning signs in dangerous places... to ensure safety for people and vehicles.

The road management unit is repairing landslides on Provincial Road 553.

The Department of Agriculture and Rural Development inspects and assesses the damage to irrigation works, aquaculture, clean water in rural areas and agriculture to take timely remedial measures; strengthens inspection and disease prevention for crops and livestock; organizes vaccination and treatment for livestock and poultry after floods.

The Department of Education and Training coordinates with flooded localities to specifically inspect the flooding situation at schools, the extent of damage to facilities, books, and learning equipment. In urgent cases, there should be a plan to support books, books, and learning equipment for students in damaged areas so that students can continue to go to school.

The Department of Industry and Trade shall preside over and coordinate with relevant departments, branches and localities to organize inspections and re-evaluations of the operation and flood discharge procedures of Ho Ho Hydropower Plant (especially the negative impacts caused by flood discharge in the past); advise and propose the Ministry of Industry and Trade and the Ministry of Agriculture and Rural Development to consider adjusting the appropriate operation procedures, minimizing the negative impacts of flood discharge on downstream areas.

The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police directed forces to coordinate with affected localities to overcome the consequences of floods and storms, and stabilize people's lives soon. Continue to maintain forces and means to respond to upcoming natural disasters.

The Provincial Hydrometeorological Station continues to closely monitor natural disaster developments, forecast, warn, and provide information to the media and relevant agencies to promptly inform the people and serve the direction and response work.

Relevant departments and branches, according to their functions and duties, are responsible for proactively coordinating with localities to respond to and overcome the consequences of natural disasters.

Assign the Standing Agency of the Provincial Steering Committee for Disaster Prevention and Control to urge, synthesize and report to the Provincial People's Committee.
