Creating new momentum for sustainable forestry development

At the regular mid-year meeting in 2025, the People's Council of Quang Ninh province issued Resolution No. 59/2025/NQ-HDND regulating investment levels and investment support in forestry in the province. This is an important step to concretize the Party and State's policies on sustainable forestry development, while creating more motivation, resources and appropriate mechanisms for organizations, households and individuals who are directly managing, protecting and developing forests.

Currently, the province has over 420,000 hectares of forest and forestry land, with a coverage rate that is higher than the national average. However, over the past years, forest protection has encountered many difficulties, partly due to low funding support for forest owners, which has not created motivation for people and businesses to stick with the forestry industry for a long time. Therefore, Resolution 59/2025/NQ-HDND is expected to remove these barriers, opening up a new direction for the province's forestry sector to develop more strongly and sustainably.

Accordingly, the level of support for investment and forest protection contracts has been significantly increased compared to Decree No. 58/2024/ND-CP of the Government . Specifically, enterprises implementing forest protection contracts will be supported with VND 500,000/ha/year instead of the previous level of VND 300,000/ha; for residential communities, the support level is VND 500,000/ha/year, with coastal forests and mangrove forests up to VND 750,000/ha/year; Special-use forest and protection forest management boards are granted by the State from VND 150,000-225,000/ha/year on the total assigned forest area, in addition to regular career funding...

Mr. Cao Van Tuan, representative of Dong Trieu Forestry One Member Co., Ltd. said: Currently, the unit is managing more than 11,000 hectares of forest and forestry land. For many years, we have always tried to protect the forest but also encountered many difficulties due to low support levels and very limited funding for control, protection, patrolling and management. With the new resolution of the province being issued and implemented, the Company has been able to increase the forest protection contract from 300,000 VND to 500,000 VND/ha. This helps the enterprise have more resources to better perform the assigned tasks. At the same time, this is also a very timely support for us to feel secure in the forestry profession. In the coming time, we will continue to effectively use support resources in forest care, protection and development activities in the management area.

Along with that, one of the notable points of Resolution 59/2025/NQ-HDND is to expand the beneficiaries. Accordingly, not only enterprises, but also state agencies, organizations, households, individuals and communities related to forest protection, development and forest product processing activities in the area are supported. This contributes to encouraging the whole society to participate in forest protection, contributing to promoting economic development associated with forest protection.

Resolution 59/2025/NQ-HDND also clearly stipulates the investment level for planting large timber forests and developing forestry tree varieties. This is a direction to improve the quality and economic value of planted forests, while contributing to meeting the stable and sustainable demand for raw materials for the wood processing industry. Accordingly, Quang Ninh will support 50% of the total investment for projects and works producing forestry tree varieties; support 55 million VND/ha for building newly planted seed forests of 2 hectares or more; 25 million VND/ha for converted seed forests of 1 hectare or more; 5 billion VND for a project to build a center for producing high-quality forest tree varieties with a minimum scale of 1 million trees/year; 300 million VND for a project to build a nursery using tissue culture method with an area of ​​0.5 hectares or more.

Immediately after Resolution 59/2025/NQ-HDND was issued, the Provincial People's Committee directed departments and branches to urgently implement it. In particular, the Department of Agriculture and Environment was assigned to continue implementing the sustainable forestry development plan for the 2021-2025 period; the Department of Finance advised on resource balancing; the authorities of wards and communes stepped up propaganda work so that the policy would soon reach people, businesses and the community. Close coordination between all levels and branches will ensure that the Resolution quickly comes into life and is effective in practice.

Mr. Nguyen Van Bong, Deputy Head of the Quang Ninh Provincial Forest Protection Department, emphasized: The specific support levels from Resolution 59/2025/NQ-HDND will help facilities and seed production units have conditions for synchronous investment, high technology application, creating quality seed sources to serve the development of large timber forests with high economic value and contribute to increasing carbon reserves, combating climate change. This is a timely adjustment step, consistent with the practice of forest management and protection in Quang Ninh. In the coming time, we will continue to advise the province to develop mechanisms and policies to encourage the planting of large timber forests and tighten the management and protection of natural forests. At the same time, the Department will coordinate with departments, branches, wards and communes to promote propaganda work, raise people's awareness of the economic and environmental benefits of forests, thereby encouraging the community to participate in forest protection, planting and reasonable exploitation to increase income.

Resolution 59/2025/NQ-HDND not only contributes to increasing income and creating sustainable livelihoods for people living near forests, but is also an important tool to protect existing forest areas, develop more large timber forests, and expand coastal protection forests. At the same time, the Resolution also affirms the province's determination to improve the effectiveness of forest management, protection and development, creating opportunities for businesses, communities, households and individuals to participate and benefit together.

With the drastic participation of the entire political system, the consensus of management units, forest owners and people, the new policy will certainly create positive changes, bringing Quang Ninh forestry to develop in a modern and effective direction, associated with environmental protection and climate change response.
