All Nghe An vessels operating in the sea area affected by storm No. 3 have entered anchorage and taken shelter.

With the active participation of relevant levels and sectors, the Nghe An Provincial Border Guard (BĐBP) and local authorities have announced and called on ships operating at sea to move, avoid or enter anchorage and shelter to ensure safety.

According to the bulletin of the National Center for Hydro-Meteorological Forecasting: At 7:00 a.m. on July 21, 2025, the center of the storm was at 21.3 degrees North latitude; 109.9 degrees East longitude, about 222 km east of Quang Ninh - Hai Phong , the strongest wind was level 9, gusting to level 11. It is forecasted that in the next 3 hours, the storm will move in the West Southwest direction at a speed of 15-20 km/h.

To seriously implement the Telegram No. 21/CD-UBND of Nghe An province on proactively deploying measures to respond to storm No. 3 (Wipha); Telegram No. 110/Tk dated July 19, 2025 of the General Staff/Border Guard, Telegrams No. 04 and No. 05/CD-BCH dated July 19, 2025 of the Steering Committee for Disaster Prevention, Search and Rescue of Nghe An province... localities, units and functional forces have developed plans to deploy response work to storm No. 3 in accordance with regulations, adjusting and supplementing storm response plans and circulation before and after the storm to ensure closeness to the actual situation.

The Border Guard Command of Nghe An province has directed coastal units to coordinate with local authorities to notify and call on ships operating at sea to move, avoid or enter anchorage and shelter to ensure safety.

Up to now, the Provincial Border Guard Command has directed units to notify and call 636 vehicles/3,332 workers to anchor and take shelter from the storm to ensure safety. Currently, there are 149 vehicles/606 workers operating in the coastal areas of the provinces from Da Nang to Ho Chi Minh City (safe sea areas). The Provincial Border Guard Command has directed coastal units to continue monitoring to promptly call on vehicles to anchor and take shelter when necessary.

As of 10:00 a.m. on July 21, the number of ships anchored at the port: 2,667 vehicles/12,038 workers (anchored in the province: 2,551 vehicles/10,728 workers, anchored outside the province: 116 vehicles/1,310 workers).
