The Association was established under Decision No. 677/QD-BNV dated July 1, 2025 of the Ministry of Home Affairs , as a socio-professional organization operating nationwide, gathering individuals and organizations operating in the field of culture, education of good traditional values... to raise public awareness of the role of culture in sustainable development.
At the founding congress, the Association officially approved the Charter and elected a 15-member Executive Committee; a 3-member Inspection Committee; a 5-member Standing Committee (Prof. Dr. Tu Thi Loan; Dr. Van Dinh Ung; MSc. Tran Thi Hang Nga; MSc. Nguyen Quang Hoc; CN Lai Duc Tho). At the same time, the congress also elected key leadership positions for the 2025-2030 term, including: President of the Association is Prof. Dr. Tu Thi Loan. The Vice Presidents of the Association are Dr. Van Dinh Ung; MSc. Tran Thi Hang Nga.
The Vietnam Association for Community Culture Development is a social organization operating nationwide, aiming to connect individuals, organizations, experts, and management agencies on community culture in the synthesis of spiritual values, customs, practices, rituals, traditions and behaviors of a community of residents formed, maintained and developed throughout history.
According to the Vietnam Association for Community Culture Development, the highlight in the field of community culture in recent times is the improvement in building a cultural environment at the grassroots level and developing community cultural activities. Cultural life in residential areas is increasingly focused on, contributing to cultivating the soul and nurturing the personality of people across the country. Thanks to that, many communes, wards, villages, hamlets, and livable hometowns have been and are being formed, increasingly meeting the people's need for cultural enjoyment, civilization and developing local tourism . However, there are still many establishments that need attention and guidance to consolidate and develop.

Currently, with the two-level local government established from July 1, 2025, our country has 34 provinces, including 3,321 wards and communes operating in the direction of being close to the people, all activities must be aimed at - serving the people. This is an opportunity for the Association to strongly focus on the commune - ward level to operate. Therefore, the Steering Committee for the establishment of the "Vietnam Community Culture Development Association" has been actively operating and built on the foundation of community spirit and unity in diversity.
After its establishment, the Vietnam Association for Community Cultural Development will direct all cultural activities to communes and wards nationwide; gradually contribute to improving the level and quality of cultural activities for cultural and artistic associations and branches at communes and wards; connect the activities of grassroots community cultural associations and branches with each other, organize cultural and artistic exchanges, and share operational experiences.
In addition, the Association will organize cultural movement activities nationwide and regionally in conjunction with major national and regional events; connect community cultural activities with tourism and festival activities to promote the image of the homeland; cooperate internationally to develop community culture, spread Vietnamese culture to the world, and organize exchanges with foreign cultural organizations when possible.
Every year, the Association will organize conferences and seminars to improve the quality of Vietnamese community cultural activities, contributing to the preservation and development of Vietnamese culture.
