Removing difficulties in site clearance

Implementing phase 1 of the Project, Ward 10 (Quang Yen Ward) has 100 households with affected residential land area, which is subject to compensation for land acquisition and clearance. Determining that propaganda and mobilization work must go one step ahead, immediately after the policy of implementing land acquisition and clearance was issued, the ward established a propaganda working group; organized meetings with people, propagandized, widely disseminated the purpose, meaning, scope, scale, current mechanisms and policies when implementing the Project in the area; land recovery plan, measurement, counting of land and assets on land, procedures in land acquisition and clearance work... Thereby helping people understand, agree, and complete procedures to hand over land to the investor, ensuring progress.

Mr. Vo Van Truong (Zone 10) said: After the local government explained and committed to fully implementing the compensation and resettlement policies, my family agreed and followed the regulations. At the same time, we mobilized relatives to support the Project, provided documents for the authorities to count and prepare the compensation and resettlement documents.

To ensure a stable life for people after land acquisition, especially households whose houses and residential land are recovered, Quang Yen Town (before July 1, 2025) has planned land fund areas and invested in infrastructure to serve resettlement. Pursuant to Document No. 2091/UBND-VP (dated June 18, 2024) of the People's Committee of Quang Yen Town "On assigning the task of implementing additional planning for concentrated resettlement areas with minimum land plots in the resettlement area of Yen Giang ward to serve the land acquisition work in the area".

The current concentrated resettlement planning project has arranged minimum land plots in the ward to serve the approved land acquisition work, completed the land acquisition work and arranged investment capital. The total planned area of the resettlement area is 39,849.3m2 with 99 land plots; the total planned resettlement area adjusted for the development reserve land plots belonging to the resettlement area (resettlement area with minimum land plots) is 8,195.65m2 with 45 land plots.

Up to this point, 86/100 households have agreed to receive compensation and hand over the land, proceed to build houses and stabilize their lives in the resettlement area; the remaining 14 households have not received compensation (3 households have not received money but have handed over the land). Information from the leader of Quang Yen ward said that for households with land compensation value lower than the minimum resettlement land plot value, it will be implemented according to the provisions of Clause 8, Article 111 of the 2024 Land Law.

To completely resolve the above petition, the People's Committee of Quang Yen Ward continues to propagate, mobilize, and explain the significance of the Project, creating consensus among the people. At the same time, fully implement the policies and legitimate rights of households in counting and making compensation plans for land acquisition and clearance.
