Vice Chairman of the Provincial People's Committee - Quach Tat Liem delivered a concluding speech at the conference
At the conference, delegates heard reports on the status of projects in the area. Accordingly, in the Phu Tho area, the inter-regional traffic project connecting Ho Chi Minh road with National Highway 70B, National Highway 32C from Phu Tho province to Yen Bai has a total investment of 2,120 billion VND. The implementation progress is scheduled to be completed in 2025. Up to now, the project has disbursed over 1,397 billion VND, reaching 97%. The inventory and approval of compensation plans have been completed at 100%; the land acquisition and clearance money has been paid to 3,603 households, reaching 99.91%.
For the project to renovate and upgrade the traffic route connecting National Highway 32 with National Highway 70B of Phu Tho province to Hoa Binh province, including 3 phases with a total route length of 43.834 km, land use area of about 75.5 hectares. The total investment is over 1,160 billion VND, of which 881.1 billion VND has been implemented (Phase 2015 - 2020). Currently being implemented (Phase 2021 - 2025) with an investment of nearly 279.4 billion VND, of which 7.931/8.05km of land has been handed over. 119m of land clearance has not been compensated yet. Construction of the resettlement area of Yen Son commune (old Luong Nha commune), the construction contractor has basically completed the construction work and is completing it for acceptance. Completed the conversion of land use purpose of resettlement area.
For the Au Co Road Renovation, Reinforcement and Upgrade Project with a total length of 40.58km, the total investment is 1,496 billion VND divided into 2 phases. Up to now, the cumulative disbursement has reached over 1,219.5 billion VND. In the 7 resettlement areas with 86 plots of land, the units have completed 5 areas with 61 plots of land, 1 area is under construction with 95% of the volume, 1 area is preparing the BVTC design.
Leaders of Phu Tho Regional Project Management Board spoke at the conference
For Vinh Phuc area, the Traffic Infrastructure Project connecting the Capital Region in Vinh Phuc province (Ring Road 5 - Capital and the road section along the foot of Tam Dao mountain, connecting Ring Road 5 with National Highway 2B to Tay Thien, going to National Highway 2C and Tuyen Quang) has a route length of about 26.7 km. The total investment is 1,800 billion VND. Up to now, localities have handed over 10.9 km of land to investors and contractors, equivalent to 43%. The value of the project completion to date is about 370 billion VND. The implementation period is until the end of 2025. The total land area expected to be recovered is about 133.27 ha/2,703 households. It is expected that 82 households will enter 6 resettlement areas with an area of 2.4 ha and expand 02 people's cemeteries.
The disbursement results, including advances and payments for completed volumes from the beginning of the project to date, reached nearly VND 703 billion. Of which, the disbursement of public investment capital in 2025 reached nearly VND 112.4 billion, equivalent to 16%.
The project to expand the central axis road of Me Linh new urban area has a total investment of 745 billion VND with a length of 3.26 km. The project implementation location includes Phuc Yen Ward, Xuan Lang Commune - Phu Tho Province and Tien Thang Commune - Hanoi City. The project implementation period is from 2021 to 2026. Currently, the site has been handed over to the construction unit to implement the project, only reaching about 53.13%. The cumulative value of public investment disbursement to date has reached over 411 billion VND, reaching 84.5%.
Regarding the project to renovate and expand National Highway 2, Vinh Yen - Viet Tri section, with a total length of 10.66km, passing through 5 communes: Hoi Thinh, Te Lo, Vinh An, Vinh Hung, Vinh Thanh. Currently, some localities are in the process of appraising land acquisition maps, issuing land acquisition notices, inventorying and approving land prices for acquisition, compensation for site clearance, and moving infrastructure works such as electricity, telecommunication cables, water lines, etc. The Vinh Phuc Area Project Management Board has issued a document assigning staff to participate in the Project Compensation and Site Clearance Working Group. Some localities have already handed over the site to the Investor.

According to reports from investors and localities, many projects are currently behind schedule due to a number of difficulties and obstacles. The main reasons are site clearance and resettlement; there is no budget to determine specific land prices in many localities to serve compensation work; the problem of determining necessary and sufficient conditions for resettlement of people; some projects need to have adjustments in project scale and location; the situation of filled land is still lacking... In addition, there are some difficulties such as people have not agreed to receive compensation for site clearance due to disagreement on land prices; there is no determination of local authorities in enforcing site clearance.
At the conference, delegates contributed many ideas to remove obstacles and speed up the progress of traffic projects in the area, while at the same time, promoting propaganda and mobilization work.
Concluding the conference, Comrade Quach Tat Liem - Vice Chairman of the Provincial People's Committee emphasized the particularly important role of transport infrastructure in the local socio-economic development strategy, especially in the context of the province's recent merger. He said that in the past, the incomplete organization of the apparatus in the process of implementing the 2-level government model had somewhat affected and disrupted the progress of a number of transport projects.
To overcome this situation, comrade Quach Tat Liem assigned specific tasks to units and localities. Accordingly, the Phu Tho Regional Land Fund Development Center continues to undertake the site clearance work for projects in the area. In particular, the resettlement areas will be directly implemented by the communes. In the Vinh Phuc area, the communes continue to carry out the site clearance task. For projects that go through many areas, the policy is to assign the Land Fund Development Center to undertake, ensuring consistency and synchronization.
Representatives of commune authorities expressed their opinions at the conference.
The Vice Chairman of the Provincial People's Committee requested departments, branches, investors and local authorities to coordinate closely and promptly remove difficulties and obstacles, especially in land valuation. Communes and wards need to synthesize and propose funding for detailed land valuation in the area. For resettlement areas with 1/500 scale planning, the Department of Construction needs to promptly guide and give opinions to speed up progress. Compensation for site clearance must be carefully reviewed and comply with legal regulations.
In addition, Vice Chairman of the Provincial People's Committee Quach Tat Liem requested to speed up the determination of resettlement land prices, complete procedures for converting land use purposes, especially rice fields and forest lands to implement resettlement area construction. Support policies for land acquisition and clearance must be strict, transparent, legal and on time. At the same time, strictly check cases of land use violations and illegal planning.
The Vice Chairman of the Provincial People's Committee also assigned the two Management Boards to summarize the situation of land shortage of each project, propose plans for land exploitation locations, clearly identify procedural problems, and then advise on timely solutions to ensure that traffic projects are implemented on schedule, with quality and efficiency.
