Revoking the bachelor's degree in literature of the 'vice principal' of Kinh Bac University

Before her bachelor's degree in literature was revoked, Ms. Dao Thi Bich Thuy was accepted and appointed to the position of vice principal and chief of staff of Kinh Bac University by the Vice President of the University Council.

On November 15, the University of Social Sciences and Humanities, Vietnam National University, Hanoi, issued a decision to cancel the graduation recognition and revoke the bachelor's degree of Ms. Dao Thi Bich Thuy, who was appointed as vice principal of Kinh Bac University.

The decision clearly states to cancel the decision to recognize graduation and revoke the regular university bachelor's degree of Ms. Dao Thi Bich Thuy (born July 10, 1958, birthplace Thai Binh , recognized as graduating and awarded a bachelor's degree in literature in 2000).

The reason for canceling a diploma granted to an ineligible person due to violating the university entrance exam conditions is stipulated in Clause 3, Article 4 of the Regulations on admission to the regular training system in universities, colleges and vocational secondary schools issued under Decision No. 461 dated February 11, 1991 of the Minister of Education and Training.

The University of Social Sciences and Humanities stated that the responsibility for implementing this decision belongs to the Head of the Training Department; Head of the Political and Student Affairs Department; Head of the Literature Department and Ms. Dao Thi Bich Thuy.

Previously, on February 26, Ms. Nguyen Thi Tuyet Hong - Vice President of the Board of Directors of Kinh Bac University - signed a decision to accept and appoint Ms. Thuy to the position of Vice Principal of Kinh Bac University, concurrently Chief of Office.

In early 2024, Dong Da District Police also issued a decision to administratively sanction Ms. Dao Thi Bich Thuy for the act of "insulting and defaming the honor and dignity of others", as prescribed in Clause 3, Article 7, Decree 144 of the Government after verifying the citizen's complaint.

On November 6, Kinh Bac University posted warning information about 160 university graduation diplomas of Kinh Bac University signed by Mr. Pham Ngoc Truc, issued without proper authority.

"The fact that Ms. Nguyen Thi Tuyet Hong used her position as Chairwoman of the Board of Directors of Kinh Bac University to appoint and assign tasks to Mr. Pham Ngoc Truc and Ms. Dao Thi Bich Thuy was not within her authority, not in accordance with procedures, and not in accordance with the provisions of the law.

Therefore, Mr. Pham Ngoc Truc and Ms. Dao Thi Bich Thuy are not vice principals of Kinh Bac University. The act of Mr. Pham Ngoc Truc and Ms. Dao Thi Bich Thuy claiming to be vice principals is an illegal act," the school affirmed.

The school has made many decisions on dismissal and removal that are not in accordance with regulations.

Previously, on October 29, the Ministry of Education and Training issued an official dispatch regarding the organization and operation of Kinh Bac University after controversies related to the organization and operation of the school.

According to the Ministry of Education and Training, the ministry has received a petition from Ms. Nguyen Thi Tuyet Hong, Mr. Doan Xuan Tiep and related individuals and organizations reflecting and making recommendations on the organization and operation of Kinh Bac University.

Based on the report and supporting documents provided by relevant parties up to October 16, the Ministry of Education and Training affirmed that the dismissal of Mr. Doan Xuan Tiep as chairman of the school board, the dismissal of Ms. Nguyen Thi Tuyet Hong as vice chairman of the school board, the recognition of Ms. Nguyen Thi Tuyet Hong as chairman of the school board, and the addition and replacement of other members of the school board of Kinh Bac University from December 2023 to present did not comply with the prescribed procedures.

The dismissal of Mr. Nguyen Van Hoa from the position of principal of Kinh Bac University and the assignment of Ms. Dao Thi Bich Thuy to be in charge of and manage all activities of Kinh Bac University did not follow the prescribed procedures.

The Ministry of Education and Training requests that the investor, school board, and principal of Kinh Bac University review, self-examine, amend, supplement, replace, revoke, and abolish documents issued without proper procedures, without proper authority, and without proper regulations on personnel standards as prescribed by law.

Requesting appointed and assigned individuals not to perform tasks according to appointment decisions or assignment decisions that are not in accordance with the provisions of law.
