Prime Minister: "The State cannot do what the private sector can do and do better"

(Dan Tri) - Emphasizing the viewpoint of equal competition among economic sectors, Prime Minister Pham Minh Chinh affirmed that the State does not do what the private sector can do and do better.

This viewpoint was put forward by Prime Minister Pham Minh Chinh when chairing the meeting on September 22 of the Government Party Committee Standing Committee, to continue giving opinions to complete the Project dossier and draft Resolution on State economic development, in preparation for submission to the Politburo .

Stating that the State economy is a component within the national economy with many components, the Prime Minister said that the approach in developing the project must ensure coverage, comprehensiveness, fundamentality and systematization, within the overall "pillar" resolutions of the Politburo.

This project, according to the head of the Government, must also remove difficulties and obstacles in reality, unleash resources and create development for the State economy.

The goal emphasized by the Prime Minister is to develop the State economy in the direction of improving quality and efficiency, playing a leading and leading role to ensure economic security, financial and monetary security, energy security, food security of the country as well as ensuring social security, progress and equity.

Some guiding viewpoints emphasized by Government leaders are that the State economy promotes its leading, pioneering, guiding, regulating, and connecting role among economic sectors.

Resources are strictly managed and maximized, ensuring fairness, publicity and transparency in access to and use of the country's resources, and equal competition among economic sectors.

The Prime Minister also emphasized that the State does what the private sector cannot do; the State does not do what the private sector can do and does better.

Along with that, according to the Prime Minister, it is necessary to strengthen socialization and continue equitization so that enterprises can operate more effectively and not lose State resources.

The Head of Government also thoroughly adheres to the principle of clearly distinguishing criminal, administrative and civil responsibilities; between legal entities and individuals in handling violations and wrongdoings. In civil and economic cases, priority is given to applying civil, economic and administrative measures first.

The Prime Minister oriented the model of resource management and State-owned enterprise management towards streamlining, effectiveness, efficiency, and flexibility; promoted decentralization, delegation of power, cut down procedures in State management, reduced pre-inspection, and increased post-inspection.

At the request of the head of the Government, the Ministry of Finance (the agency in charge of the development) and relevant agencies received valid comments at the meeting to continue completing the Project dossier and draft Resolution to submit to the Politburo to ensure progress and quality.
