This is an important and practical event to welcome the 1st Congress of Hai Phong City Party Committee, term 2025-2030. The Tan Trao Industrial Park infrastructure development investment project, invested by Vinhomes Hai Phong Industrial Park Investment Joint Stock Company, has an area of nearly 227 hectares, located in Kien Hung commune and Nghi Duong commune, with a total capital of more than 4,000 billion VND in phase 1.
Tan Trao Industrial Park will be built in 5 years, from the second quarter of 2025 to the end of the second quarter of 2030. After completion, the industrial park will become a major center of new industry and technology with advanced technical infrastructure, attracting investment in many sectors such as: electricity, electronics, telecommunications, pharmaceuticals, supporting industries, new materials, clean energy industry, renewable energy...
In particular, this place will gather tens of thousands of high-quality human resources from all over the country and internationally. With its scale, location and synchronous development orientation, Tan Trao Industrial Park will be one of the new growth drivers contributing to increasing investment attraction for Hai Phong and becoming a model industrial center of the country.
The Hai Phong LNG Thermal Power Plant construction project is located on the land of Tan Trao Industrial Park, invested by the Vingroup Joint Venture - VinEnergo Energy Joint Stock Company, with an area of nearly 100 hectares and a total capital of more than 178 trillion VND. The project will be built in 5 years and is expected to be put into operation by the end of 2030. The plant will provide about 9.6 billion kWh/year (phase 1) and 19.2 billion kWh/year (phase 2), both meeting the electricity demand for production in the entire Tan Trao Industrial Park and adding a large capacity source to the national grid, supporting the regulation of the grid system and reducing dependence on traditional energy sources.
The plant has a designed capacity of 4,800 MW (phase 1 1,600 MW, phase 2 3,200 MW). This will be the largest thermal power plant in Vietnam - according to the Government's Power Plan VIII and is among the world's leading LNG power plants. Electricity made from LNG has outstanding advantages in protecting the environment when it emits almost no SO₂, no dust and low NOx compared to electricity made from fossil fuels such as coal and oil. The birth of the plant marks Vingroup's strategic step in the clean energy transition process, paving the way for green and sustainable economic development.
Following the success of important investment projects in Hai Phong city, Vingroup's two strategic projects are expected to not only open up new development momentum for Hai Phong and the North, but also affirm its determination to accompany the Government in ensuring energy security, promoting green transition and raising Vietnam's position on the global economic map.
Speaking at the ceremony, Prime Minister Pham Minh Chinh emphasized that our country is implementing two 100-year strategic goals in solidarity with great difficulty: the international and regional situation is evolving rapidly and unpredictably, so we need to develop in the direction of independence, autonomy, and strategic initiative in politics, economics, culture, national security and defense. To do so, we must strive to develop strongly.
The Prime Minister emphasized the need for rapid and sustainable development, especially recently, the Politburo has issued a series of important resolutions to serve these strategic goals; therefore, it is important that ministries, branches and localities must successfully implement these resolutions. The Prime Minister highly appreciated Hai Phong, Quang Ninh and some northern provinces for always innovating and maintaining double-digit growth over the past decade; in which, Hai Phong has always been a pioneer in many fields, including innovation.
The Prime Minister affirmed that we are restructuring the economy towards increasing the proportion of industry and services, reducing the proportion of agriculture; innovating the growth model based on green growth, digital growth, circular economy, and creative economy. We must rely on science and technology, innovation to develop rapidly and sustainably to develop the country independently, autonomously, and proactively.
The Prime Minister assessed that the two projects that started today both aim to develop modern industry and attract foreign investment; stating that in the current situation, our country's policy is to selectively attract investment, attract high technology, transfer technology, train human resources, and contribute to improving national governance capacity. The Prime Minister stated that in the current context of climate change, developing green energy is an irreversible trend. The Prime Minister welcomed Hai Phong city to implement the Party's policies on attracting investment capital and performing key tasks.
The Prime Minister requested ministries and branches, in the spirit of "not saying no, not saying difficult, not saying yes but not doing", to continue supporting Hai Phong and enterprises to successfully implement 2 projects; requested Hai Phong city to speed up site clearance and support the quick implementation of other procedures in a spirit of urgency, support to reduce input costs for enterprises, all for the common benefit, not allowing corruption, negativity and waste to occur.
For businesses, the Prime Minister requested Vingroup Corporation to implement the project with the spirit of "if you promise, you must do it, if you commit, you must do it, if you do it, you must have results, measured and calculated"; ensure progress, quality, safety, technical and aesthetic requirements, environmental sanitation; implement the project quickly, greenly, and soon put the industrial park into operation to attract high-tech investment.
Regarding the LNG power plant, a project with large investment capital and capacity, the Prime Minister requested Vingroup to promptly carry out necessary investment procedures, carry out technology transfer and gradually master the technology, creating many high-quality jobs for Hai Phong through these projects. The Prime Minister also requested relevant ministries, branches and units to soon exploit the Block B gas field in 2026, 1 year ahead of schedule. The Prime Minister hoped that with Vingroup's culture and tradition, the Group would make efforts to inaugurate the LNG Thermal Power Plant Project 1 year ahead of schedule.
At the ceremony, Prime Minister Pham Minh Chinh, former Party and State leaders, leaders of several ministries, branches and Hai Phong city performed the project groundbreaking ceremony.
On this occasion, the Prime Minister also presented gifts to encourage units participating in the project construction.
