In that context, to ensure the construction of a streamlined, efficient and best-serving organizational structure for people and businesses, digital transformation is identified as a breakthrough tool, allowing the reorganization of all organizational activities on a digital platform, digital data and digital interactions, operating synchronously, smoothly and without interruption.
The process of rearranging and reorganizing administrative units and building a two-level local government is not simply a change in administrative boundaries, but a comprehensive restructuring from the organizational apparatus to the operational platform, innovating the working methods of agencies in the political system, in which the restructuring of processes, decentralization, and delegation of power are associated with the application of technology to create a solid foundation for modern national governance and sustainable development.
In order to reform the organizational apparatus, arrange administrative units to operate in a unified, synchronous, and interconnected manner throughout the political system from the central to local levels, in accordance with the 2-level local government organization model, the Central Steering Committee on Science and Technology Development, Innovation, and Digital Transformation issued Plan No. 02-KH/BCĐTW, dated June 19, 2025, on promoting interconnected, synchronous, fast, and effective digital transformation to meet the requirements of arranging the organizational apparatus of the political system.
Accordingly, the plan is divided into 2 phases: Urgent phase (until June 30, 2025), focusing on immediately removing institutional, infrastructure, and data bottlenecks to ensure that the 2-level local government system after the merger operates smoothly, continuously, and effectively from July 1, 2025, without interruption or congestion in handling administrative procedures, affecting the normal operations of people and businesses.
Breakthrough phase (until December 31, 2025), fundamentally overcome the existing shortcomings and inherent weaknesses in digital transformation throughout the entire political system. Complete shared platforms, standardize and connect important databases, improve the quality of online public services, and create a solid foundation for the next stage of development.
One of the prerequisites to ensure that local governments operate uninterruptedly and continue to serve people and businesses effectively is to maintain a stable, safe and seamless IT system between the commune, provincial and central levels.
In preparation for the merger of Quang Binh and Quang Tri provinces into the new Quang Tri province, operating a synchronous and smooth two-level local government from July 1, 2025, the leaders of the two provinces have focused on directing the review, adjustment and supplementation of digital transformation projects and plans that have been issued in the localities to meet the requirements of innovation, in accordance with the organization of the apparatus according to the two-level local government model. Implementing key solutions to remove bottlenecks and difficulties that are hindering the digital transformation process, ensuring conditions for smooth and uninterrupted operation of two-level local government.
Promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of reorganizing the political system is not simply a technical solution, but a comprehensive reform strategy of profound political and administrative nature, requiring the entire political system to innovate its thinking, work organization methods and apparatus operation methods.
In particular, all solutions must aim at the ultimate goal of improving the operational efficiency of the apparatus, serving people and businesses better, taking people and businesses' satisfaction as the top important measure.
The architectural model is streamlined, focusing on the core functions of digital government, operating on the principle of "One unified system - One single data - One seamless service". In which, the Central Steering Committee plays the role of commander in chief; the Government and ministries issue standards and regulations and are responsible for national data governance; the provincial steering committee is the agency fully responsible for local implementation; the commune is the implementation level, the frontline serving the people, ensuring the smooth implementation of public services and creating new data that is "correct - sufficient - clean - alive - unified - shared" from July 1, 2025.
Citizens and businesses interact with the entire system through a single window, the National Public Service Portal and the VNeID application. The breakthrough phase goal by December 31, 2025, is to centrally provide online public services on the National Public Service Portal for all administrative procedures eligible for full and partial online public service provision, in a unified and synchronous manner nationwide, gradually replacing individual online public services at the provincial level.
The reorganization of the political system and the conversion of the two-level local government model is not new in the world, but is a big challenge for a country in the digitalization stage like Vietnam.
In order for digital transformation to truly help reorganize the apparatus more effectively in the 2-level local government model, it requires the entire political system to implement it with a spirit of urgency, determination, synchronization, with specific products, clear progress, and associated with the responsibilities of leaders at all levels. The process of implementing a methodical digital transformation promotion plan will not create disruption, but is an opportunity and a strategic step to build a streamlined, effectively operating apparatus, creating a unified national digital space, and better serving people and businesses.
