Implementing social policy credit work in an inclusive and sustainable direction

The People's Committee of Dak Lak province has a Plan to implement Decision No. 1560/QD-TTg, dated July 18, 2025 of the Prime Minister on the Plan to implement Directive No. 39-CT/TW, dated October 30, 2024 of the Central Party Secretariat on improving the effectiveness of social policy credit (CSXH) in the new period.

One of the important tasks and solutions of this plan is to prioritize resource concentration and diversify capital mobilization channels to implement social policy credit programs, ensuring operating capital for the Social Policy Bank.

Specifically, continue to balance and prioritize the allocation of capital from the local budget entrusted to the Provincial Social Policy Bank Branch to supplement capital for loans to the poor and other policy beneficiaries. By 2030, strive for capital from the local budget to account for 15% of the total capital of the Provincial Social Policy Bank Branch.

In addition, based on the characteristics of the situation and socio -economic development goals, balance and allocate capital from the local budget to the Provincial Social Policy Bank Branch to implement appropriate credit projects and programs for projects and subjects approved by the locality. Support facilities, working conditions, and ensure safety for the Social Policy Bank to perform its tasks in the locality; promote the linkage of social policy credit with activities supporting the transfer of science and technology, agricultural, forestry, fishery, salt production, and vocational training programs to improve the efficiency of using social policy credit capital.

At the same time, deploy solutions and policies to encourage chain production activities and cooperation, including the participation of the poor and policy beneficiaries to attract and improve the efficiency of using policy credit capital.

Dak Lak province also requested departments, branches, sectors, People's Committees of communes, wards and related units to study, disseminate and thoroughly grasp the contents of Directive No. 39-CT/TW of the Central Party Secretariat; Decision No. 1560/QD-TTg of the Prime Minister; Plan No. 254-KH/TU of the Provincial Party Standing Committee; Plan No. 127/KH-UBND of the People's Committee to raise awareness, grasp the spirit, guidelines and policies of the Party, policies and laws of the State on social credit; enhance the role of Party committees, Party organizations, authorities, the Vietnam Fatherland Front of the province, socio -political organizations in social credit; review, supplement, advise on perfecting and synchronously implementing social credit mechanisms and policies towards inclusiveness and sustainability. The Vietnam Bank for Social Policies continues to organize and implement tasks and solutions in the Development Strategy of the Vietnam Bank for Social Policies to 2030 and related tasks.

Up to now, the capital entrusted from the local budget has reached 1,128.6 billion VND, an increase of nearly 212 billion VND compared to December 31, 2024, accounting for 8.1% of the total capital of the Provincial Social Policy Bank Branch.
