Panoramic view of 14km on both sides of To Lich River before being transformed into a park

To Lich River ( Hanoi ) is more than 14km long, originating from Tay Ho ward and flowing into Nhue River. After the water pipeline was updated, the capital's residents were excited to see that the water flow had changed color and was no longer as black as before.

The Hanoi People's Committee has just agreed on a list of construction works and investment projects expected to start construction on the occasion of the 71st anniversary of the Capital Liberation Day (October 10, 1954 - October 10, 2025).

Among the 8 projects that were started on this occasion, the most notable is the investment project to build a park on both sides of the To Lich River.

This river flows through the central wards of Hanoi, both sides are densely populated with residential areas. However, the riverbank is clearly planned so it only includes sidewalks and roads.

The traffic along the river is clear, no households or structures need to be relocated if the project is implemented. Besides, the traffic connecting the two banks of the river has been completed for a long time.

Ms. Lai (a resident living next to the To Lich River) said: "When I heard that the river's appearance continued to be improved, I was very happy. Renovating this river has been a long-standing desire of the capital's people, especially households living next to both banks. I hope this project will be effective."

Vacant land is used by households for small-scale farming and production in a short period of time.

Several projects are underway as part of the proposed stream improvement plan. Once completed, the area will be cleared.

The sidewalk next to To Lich river (Nguyen Khang - Lang Ha intersection) is being covered with corrugated iron to serve the recent flow improvement work.

A few makeshift shacks were set up on the vacant lots by the river; next to them were a few small stalls.

On September 9, water from West Lake was officially added to the To Lich River. It is expected that before September 20, treated water from the Yen Xa Wastewater Treatment Plant will also be added to revive this river.

Regarding the investment project to build a park along both sides of the To Lich River, since the beginning of March, the Office of the Hanoi People's Committee has issued a notice on the conclusion of Mr. Duong Duc Tuan (Vice Chairman of the City People's Committee) at the meeting to listen to a report on the design plan to renovate the To Lich River by a private enterprise.

Accordingly, Hanoi requires more careful research on the river embankments on both sides (which areas can be expanded, which areas cannot) to create a space with many landscapes, allowing the expansion of the To Lich River's water surface, while creating land funds for the development of public service works.

The Hanoi Department of Finance was assigned to study the implementation mechanism for the To Lich River renovation plan (in the direction of applying the BT form) to advise, propose, and report to the City People's Committee for consideration and direction.
