Report of General Secretary To Lam: Important orientations of the education sector

To successfully carry out the cause of education and training innovation in the new period, the General Secretary emphasized a number of major orientations.

The first thing General Secretary To Lam pointed out was the need to strongly innovate thinking and action, shifting from "corrective" reform to creative thinking, leading national development through education; taking quality - fairness - integration - efficiency as measures; tightening enforcement discipline.

Among eight other important orientations, the General Secretary emphasized the need to ensure equal access to education, not leaving any child behind. At the same time, the reform of general education must be comprehensive, forming a generation of people who are both talented, compassionate and resilient.

The General Secretary also reminded about the pressure of exams to transfer from secondary to high school, and affirmed that the country has many favorable conditions to move towards universal high school education, not allowing 13-14 year old students to enter life too early. Difficulties in schools and lack of teachers will soon be resolved.

Regarding higher education, the General Secretary stated that it is necessary to create breakthroughs in higher education and vocational education, and to make universities become centers for producing knowledge and technology, and the nucleus of innovation and entrepreneurship.

The education sector must have large universities of regional and international stature and modern vocational training facilities to train high-quality human resources, contributing to the country's breakthroughs in science and technology, industrialization and digital transformation.

Regarding international integration, the General Secretary affirmed that integration is to learn from the best, narrow the gap, spread standards, and encourage joint training, program linkage, credit recognition, exchange of lecturers and students, and attract international scholars, thereby enhancing the position of Vietnamese education.

The General Secretary also pointed out the need to focus on building a team of teachers and educational managers; promoting digital transformation and artificial intelligence in education; prioritizing investment in education and building a learning society and lifelong learning.

“In the era of the Fourth Industrial Revolution, knowledge changes every day, every hour; what is advanced today may be obsolete tomorrow.

Therefore, learning is not only a personal need, but must first be seen as a political responsibility, a permanent revolutionary action of every citizen.

At any age, field or profession, we must learn to avoid falling behind, learn to master knowledge and technology, learn to develop ourselves and contribute to building a strong and prosperous country," the General Secretary emphasized.

report Those who sow letters in the middle of the ocean

These days, while the mainland is bustling with preparations for the national festival of sending children to school, Tran Island (Co To special zone, Quang Ninh province), the outpost island of the Fatherland, is also ready to welcome the opening drum in the middle of the ocean.

Keeping the fire of knowledge alive on a remote island

In the 2025-2026 school year, Tran Island Inter-level School has 8 students, including 7 primary school students and 1 preschooler. To prepare for the opening ceremony, 3 teachers braved the waves to the island many days in advance, bringing with them books, school supplies, and the excitement of teaching.

In particular, two volunteer teachers, Pham Thi Hoa and Le Thi Mai Linh, brought their sons (one in grade 3 and the other in grade 5) to study with their friends on the island. “I brought my children to the island so that they could be close to their mother, and at the same time, they could practice independence, learn to share difficulties, and love the land at the forefront of the Fatherland,” Ms. Linh shared.

As soon as they set foot on the island, they received enthusiastic help from the villagers, the village chief and the armed forces. From transporting supplies, arranging accommodation to cleaning up the school together, all created a warm military-civilian relationship.

“We feel closer and more secure to be attached to the class at the forefront,” Ms. Hoa said emotionally.

Besides two teachers Pham Thi Hoa and Le Thi Mai Linh who have just arrived on the island to take up their duties, Ms. Mai Thi Loan, a kindergarten teacher who has been with the school since the previous school year, continues to volunteer to stay on Tran island for another school year.

Ms. Loan shared: “The class has only one teacher and one student. The conditions are poor and the travel is difficult, but seeing the students studying hard and looking forward to going to class every day, I feel all the hardships are worth it.”

The solidarity of Ms. Mai Thi Loan and her colleagues not only brings knowledge, but also instills confidence and the will to overcome difficulties for teachers and students on the outpost island. The upcoming drumbeat will be a testament to the love for the profession and the love for the sea of those who sow knowledge in the middle of the ocean.

The school on Tran Island is not big, only a few classrooms, the number of students is small but each student here carries the expectations of their family and the trust of the island.

The islanders put their full trust in the teachers. Ms. Hoang Thi Quang, whose daughter is entering first grade, said: “The teachers bring letters to the island, bringing both love and responsibility. We only hope that our children will study well and grow up to contribute to protecting our homeland’s sea and islands.”

From the 2025-2026 school year, primary school students in Hanoi will be supported with boarding meals. It is expected that more than 3,000 billion VND will be spent on this support, a policy approved in a resolution of the Hanoi People's Council right before the new school year. The number of students supported with boarding meals is about 750,000 primary school students this school year, including both public and private students (except students of foreign-invested schools). The support level is 20,000 VND/student/boarding meal.

According to the Hanoi Department of Education and Training, in the 2025-2026 school year, over 700 primary schools will organize boarding meals, with meal costs ranging from 19,000-50,000 VND/day/student. After one school year of implementing this program, Hanoi will evaluate the results and, based on the actual situation and budget balance, consider supporting students at other levels.

In the 2025-2026 school year, Hanoi will have more than 2.3 million students at all levels of preschool and general education, an increase of about 60,000 students. Ensuring enough places to study, completely resolving "hot spots" due to overloaded school places, reducing the number of students per class, reducing the number of students outside the designated area, and ensuring a reasonable distance to school for students are among the tasks that Hanoi is striving to carry out.

Report Hanoi Department of Education and Training organizes connection bridge

The Hanoi Department of Education and Training organized a bridge connecting the anniversary celebration and the new school year opening ceremony at Phan Huy Chu High School. Since yesterday, preparations have been completed, ensuring facilities and transmission lines for the ceremony.

Mr. Nguyen Xuan Khang, Chairman of the Marie Curie Hanoi School Board, shared that this year the school has no special activities. At exactly 8 o'clock, teachers and students will start connecting to the online program of the Ministry of Education and Training, salute the flag, sing the National Anthem at the same time, listen to speeches from Party and State leaders... After the ceremony ends, students of each class will start studying according to the arranged schedule.

The principal of a junior high school in Ba Vi (Hanoi) said that before the broadcast, the school will spend about 45 minutes for students to perform arts to welcome more than 200 first-year students.

"At exactly 5 minutes to 8, students will be dispersed to their classrooms to attend the 90-minute online opening ceremony due to concerns about hot or rainy weather affecting their health. In addition, when watching the program outdoors via LED screen, the reflected light will be difficult to see," said the principal.

New School Year Message

The Minister said that the 2025-2026 school year is a very important school year, with many important tasks to be done and many opportunities for innovation. The keyword of this school year is "implementation". That is, focusing on implementing well the Party's guidelines and policies, the State's laws on education as well as the 10 key tasks and solutions for the 2025-2026 school year of the education sector. Education is a hundred-year career, requiring vision, perseverance, a spirit of fairness and the highest responsibility.

Mr. Son called on the entire industry, from managers to teachers, staff, and all students to prepare the best mindset, spirit and conditions, to unite and join forces, so that the new school year will become a busy but joyful and successful year.

report Opening ceremony in special context

According to Minister of Education and Training Nguyen Kim Son, the opening ceremony of the 2025-2026 school year takes place in a special context. For the education sector, the new school year is also an occasion to celebrate the 80th anniversary of the establishment of the Ministry of National Education.

This is not only an opportunity to look back together on the 80-year journey of education to develop the country, but also an occasion to be more aware of the mission and responsibility of education in creating people, building and developing the country, and striving to integrate in the new era.

son.jpg
Minister of Education and Training Nguyen Kim Son.

The Minister affirmed that this school year, the education sector is facing unprecedented opportunities. Never before has education and training received as much attention and expectation from the Party and the State as it does now. The most important of these is the recent issuance of Resolution 71 by the Politburo on breakthroughs in education and training development. This is an important political foundation to further promote the fundamental and comprehensive innovation of education and training.

Along with that, a national target program on education and training development is being built; four important laws on education (Law on Teachers, Law on Education, Law on Higher Education and Law on Vocational Education amended) have been and are expected to be issued this year, creating a solid foundation for operating a modern, synchronous and effective education system.

Digital transformation, artificial intelligence application and STEM education are also opening up opportunities for education to enter a phase of quality improvement and comprehensive innovation.

Along with opportunities, the education sector also faces many challenges. The operation of a two-tier local government model, especially at the commune level, places high demands on managing changes in organization, personnel and apparatus.

The issues of educational equity; extra teaching and learning; teacher recruitment and rotation; and universalization are also challenges that the industry must address decisively. In addition, absorbing huge investment resources in the coming time, ensuring efficiency and compliance with regulations also requires great efforts and hard work.

Report on the 80th Anniversary of the Education Sector's Tradition

The Ministry of Education and Training held a ceremony to celebrate the 80th anniversary of the education sector and the opening of the new school year at the National Convention Center in Hanoi. The program was connected online to 52,000 educational institutions nationwide.

It is expected that at the ceremony, General Secretary To Lam will deliver a speech congratulating the 80th anniversary of the education sector and beat the drum to open the new school year. Party and State leaders will present the First Class Labor Medal to the Ministry of Education and Training.
