In Thanh Hoa province, after two months of operation, the two-level local government has been operating smoothly, but there are still difficulties. All beginnings are difficult, so the team of cadres and civil servants (CBCC) of communes and wards in the province have been determined to overcome difficulties to complete the assigned tasks.

Dong Tien Ward was established on the basis of arranging the entire natural area and population size of 2 wards: Dong Linh, Thieu Khanh and communes: Dong Tien, Dong Thanh, Thieu Van, Tan Chau, Thieu Giao. From July 1, 2025, the Public Administration Service Center (PVHCC) of Dong Tien Ward came into operation to serve the people and businesses in the area. As a ward with a large area and a large population, in the first days of operation, the center was always overloaded, causing a lot of pressure on the staff.

To overcome difficulties in infrastructure and create favorable conditions for people to carry out administrative procedures, the ward has arranged a document reception department at two locations: the People's Committee of Thieu Giao commune and the People's Committee of the old Dong Tien commune. These are new offices that have been renovated and upgraded relatively synchronously, ensuring working conditions for civil servants and public employees and receiving citizens. Along with ensuring the smooth operation of the Public Service Center, Dong Tien ward also focuses on effectively implementing key political tasks in the short and long term. Mr. Nguyen Hong Quang, Chairman of the People's Committee of Dong Tien ward, said: "Commencing the operation of the 2-level local government, the ward has focused on innovating the working style and manner of the civil servants. The focus is to promote the sense of responsibility for serving the people, striving to complete the assigned tasks well."

In fact, the commune and ward levels are the levels closest to the daily lives of the people, directly implementing and resolving administrative procedures for the people and businesses. For communes and wards, there are currently 1,065 tasks and 444 sets of administrative procedures. The authority and responsibility of the commune level has been expanded, meaning a larger workload and higher requirements. This is both an advantage and a challenge for the new staff taking on the job, forced to adapt to the new situation and new conditions.

For mountainous communes with large and isolated terrain, operations are even more difficult. With an area of ​​more than 115km2, including 12 ethnic minority villages, Thanh Vinh commune encountered many difficulties when it came into operation. Of the 41 civil servants of the commune, nearly half live far from their families. Faced with this situation, the commune has arranged places to eat, stay, live and rest for civil servants living far away. In addition to arranging and assigning work suitable to their capacity, the commune regularly encourages its civil servants to promote their sense of responsibility, taking people's satisfaction as a measure of work efficiency.

Actively serving the people

After 2 months of operation, localities have assessed the situation, identified difficulties and obstacles. At the same time, proposed tasks and solutions to ensure the administrative system operates smoothly, continuously, effectively, efficiently and effectively.

Na Meo commune is not subject to merger, but the change in working position, management scope and nature of work also causes psychological disturbance, requiring quick adaptation from each local civil servant. Talking with Mr. Dao Van Duong, Deputy Director of the Public Service Center of Na Meo commune, he said: The commune's civil servant team is the one who volunteers to take on tasks in the remote border area of ​​the province. The commune has more than 50% of its civil servants from the lowlands working there. However, with a high spirit of determination, the commune's civil servant team has changed its mindset from management to serving the people. In difficult conditions, the commune has tried to invest in facilities to ensure the best conditions for serving the people, such as installing a cooling fan system, free Wifi, waiting tables and chairs... The commune's civil servant team at the Public Service Center has only 3 people working directly, so they often have to work outside of office hours to promptly handle administrative records and procedures for the people and businesses.

Not only in Na Meo commune, overcoming all difficulties, the staff of civil servants in mountainous and border communes in the province have made efforts to organize local government activities in accordance with the Central's instructions in a scientific and methodical manner. Digital technology, artificial intelligence and digital transformation are becoming effective assistants for local governments. Many civil servants, although old, are proactive in learning and using digital tools to solve new tasks. Thanks to that, records and administrative procedures of people and businesses are resolved quickly and smoothly.

In the lowland communes and wards, with more adequate physical facilities, the PVHCC Centers have been selected and arranged in areas convenient for people to travel. At the same time, they are equipped with modern machinery and means such as automatic queue number machines, information lookup sensors, network connection systems, reception desks, computers, etc. to best meet the people's requirements.

Most people believe that with high political determination, solidarity and unanimity of the entire political system and the support of the people, the two-level local government apparatus will continue to carry out its work more and more smoothly, effectively and serve the people and businesses better and better.
