In his speech, the General Secretary emphasized the need to resolutely not miss out on those who are truly virtuous, talented, and qualified; and at the same time, not to allow those with one of the six shortcomings into the 14th Central Executive Committee. Many cadres and party members supported and believed that this regulation is very necessary to build a clean and strong leadership team.

Basis for "identification"

Many opinions of cadres and party members believe that the speech of the General Secretary has great effect and significance in the current cadre work. From the directional instructions, each member of the Party Central Committee who is trusted and elected by the people must be steadfast in ideology, stance, political qualities, maintain revolutionary ethics, good lifestyle, have correct awareness and actions, and match words with deeds. Especially, the Central Committee members who hold the role of leaders in the Party Committees of agencies and localities must be exemplary, strictly implement what party members are not allowed to do, and at the same time regularly check, supervise, and monitor in the work of managing cadres and party members on the development of political ideology, ethics, lifestyle associated with arising factors, behaviors...

Party Secretary of Lung Cu Commune, Dong Van District, ( Ha Giang ) Giang Mi Say highly appreciated the instructions in the speech of General Secretary Nguyen Phu Trong. According to Mr. Giang Mi Say, one of the first and very important shortcomings mentioned by the General Secretary in the speech is: Lack of political will; lack of steadfastness in the Party's guidelines and viewpoints; showing signs of political opportunism, ambition for power, flattery, lobbying, corruption, bureaucracy, localism, lobbying for individuals, factions, and group interests; lack of political views, not defending what is right, not fighting what is wrong.

According to the Party Secretary of Lung Cu commune, members of the Party Central Committee are outstanding individuals who have held many positions and grown up from the grassroots level, so when assigned important responsibilities, they need to promote a sense of responsibility, and political mettle is considered an important factor that determines the qualifications and actions in managing work. In addition, violating the principles of democratic centralism, populism, authoritarianism, and arbitrariness; being unfair and unjust in evaluating and using cadres, and suppressing those who are outspoken in their struggles and criticism are also considered shortcomings that a Central-level cadre is absolutely not allowed to commit.

Sharing about this content, Lawyer Ha Huy Tu, Director of the Center for Legal Advice for the Poor and Community Development (Vietnam Lawyers Association) said that the content of the speech by General Secretary Nguyen Phu Trong, Head of the Personnel Subcommittee of the 14th Party Congress, is both highly general and detailed, specific, and easy to apply in practice. The speech does not avoid, but goes straight to the practical issue as commented: "Our current staff is large but not really strong; the situation of both surplus and shortage of staff still occurs in many places; the connection between levels and sectors is still limited".

According to the lawyer, the 6 shortcomings mentioned in the speech are also for the masses to "identify", and at the same time this is also a "filter" to eliminate unworthy, immoral, and talentless people.

The Director of the Center for Legal Advice for the Poor and Community Development analyzed that in recent times, the work of fighting against economic and corruption crimes has proven that individuals with one of the six shortcomings mentioned in the speech will cause great consequences for the country and the people. In addition, the speech has drawn on experiences from previous terms to provide the contents, methods, and ways of conducting for the personnel team of the 14th National Party Congress very correctly, accurately, and comprehensively. These contents not only apply to the 14th National Party Congress but also have value for the following Congresses, carrying the value of an overall strategy for the country's personnel work in the coming years.

"This is the most core value and also the applicable standard, measure, and evaluation criterion in the high-level personnel work of the Party and the State. Not only that, other organizations and individuals can learn and apply the speech in the process of recruiting, evaluating, arranging, and classifying personnel to bring personnel management to a new level," emphasized Lawyer Ha Huy Tu.

The structure of General Secretary Nguyen Phu Trong's speech is tight and logical. In the structure of the speech, item 4 is "Our responsibility" - the requirement that the work of preparing personnel for the 14th Party Congress is not only the task of the Personnel Subcommittee, the Politburo, the Secretariat, the Central Executive Committee, but also an important task of the entire political system, of Party committees, Party organizations, agencies, units and localities.

"I am deeply impressed by the writing style of General Secretary Nguyen Phu Trong; although writing about personnel work is of special importance, the "key" of "keys", the writing style is very simple, easy to get into people's hearts, and is agreed upon and supported by all classes of people," shared Lawyer Ha Huy Tu.

Set an example, practice what you preach

In order to avoid the six shortcomings, Mr. Vu Mi Ho, Secretary of the Then Van village Party Cell, Lung Cu commune, Dong Van district, Ha Giang province, said that the Party Central Committee members are prestigious people, trusted by the people, so their words must go hand in hand with their actions, setting an example of ethical practice - a necessary quality for every Party member. Therefore, the Party Central Committee members must set an example of ethical practice, words must go hand in hand with their actions; must strictly implement the Party's guidelines and policies, the State's laws and policies; at the same time, direct cadres and Party members to propagate and guide people to understand the Party's policies correctly; when proposing work, it must be very specific, detailed, not general, not bureaucratic, talk a lot but do little or talk but do not do.

The Secretary of the Then Van village Party Cell believes that the "virtue" and "talent" of cadres and party members, especially those holding high leadership positions, have always been especially valued by President Ho Chi Minh. Therefore, each member of the Party Central Committee must have a serious, proactive, and self-conscious attitude in studying and mastering the viewpoints of Marxism-Leninism, Ho Chi Minh's thought, the Party's guidelines and viewpoints, and the State's policies and laws; have a deep understanding of economics, politics, culture, society, national defense, security, foreign affairs, regularly improve the effectiveness of organizing practical activities and be proactive in performing professional tasks... Only then can each party member and member of the Party Central Committee continuously progress, mature, and truly be worthy of being "a leader and a truly loyal servant of the people".

"Self-criticism and criticism are very important to building and strengthening solidarity and unity within the Party. Therefore, each Party member and Central Committee member must be truly exemplary in self-criticism and criticism, must examine himself, listen to the opinions of comrades, colleagues and everyone to evaluate himself objectively and strictly," Mr. Vu Mi Ho emphasized.
