Private healthcare before the digital revolution

Along with public health facilities, the private health system in Dong Nai province is promoting digital transformation, actively applying science and technology to improve the quality of medical examination and treatment.

Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development (Resolution 68) has set out tasks and solutions to promote private enterprises to invest in expanding and developing high-quality healthcare services. Thereby contributing to reducing the burden on public healthcare and improving the quality of healthcare for the people.

Mastering technology

Implementing the Government's Project 06 on approving the Project on Developing population data applications, electronic identification and authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030, up to now, 100% of medical examination and treatment facilities in the province have registered for medical examination and treatment using chip-embedded ID cards or through the Ministry of Public Security 's VNeID application, VssID application.

Doctor Nguyen Huu Bach, in charge of the Examination Department, Hoan My Dong Nai Hospital, said: The hospital has just been certified by the Australian Health Organization to meet international standards. The steps from receiving patients at the gate, entering names, and registering for medical examination have all been digitized, very quick and convenient.

Mr. Quan Trung (residing in Dinh Quan commune, Dong Nai province) shared: “Before going in for a check-up, I only need to show my ID card to register and go in for a check-up. The procedure for getting examined and receiving medicine is very quick, without having to wait long. I am very satisfied with this way of doing things.”

Determining the time and results of testing is extremely important for the diagnosis and treatment of patients. Recently, many private hospitals in the province have increased investment in facilities, modern machinery and equipment to serve testing work. Out of 12 private hospitals in the province, up to now, 2 hospitals have met the international standard ISO 15189:2022 for testing.

Creating momentum for private healthcare to break through

The private healthcare system in the province has been making great efforts to join the digital transformation “flow”. The entire medical examination and treatment process is digitized. The goal is to move towards a smart hospital, a paperless hospital, reducing cumbersome procedures for patients.

At Shing Mark University of Medicine and Pharmacy Hospital (Long Hung Ward), in order to improve the efficiency of examination and screening for many complex diseases, since August 2023, the hospital has put into use advanced imaging diagnostic equipment. These are MRI AIR Recon DL and MR29.1 software that apply artificial intelligence in image reconstruction. Previously, to capture high-resolution images, patients often had to take a long time to take them. On the contrary, if the images were taken quickly, the image quality would be low and could lead to inaccurate diagnosis. Now, with the algorithm of AIR Recon DL software, raw data is denoised during the capture process, helping to create clear images in a short time.

Specialist Doctor I Nguyen Thi Xuan Thanh, Deputy Head of the Department of Diagnostic Imaging, Shing Mark University of Medicine and Pharmacy Hospital said: Previously, each MRI scan took 15-30 minutes, now applying this software only takes 5-7 minutes. In addition, the image quality has also increased by 35%, the image is sharper, helping to diagnose diseases faster and more accurately. In addition to the above effects, applying AIR Recon DL software during MRI also helps reduce noise. Patients lying in the scanner will have less headaches and discomfort than before.

On average, every day, 123 Hung Vuong General Clinic Company Limited (Binh Phuoc Ward) receives and treats 150-200 patients in the fields of internal medicine, surgery, obstetrics and pediatrics. Each field is invested with modern medical equipment such as: Cobas E 411 automatic immunology machine; Cobas C 111 biochemistry machine; OLYMPUS CV-170 gastroscopy machine; 4D, 5D ultrasound, echocardiography, new generation color Doppler imported from abroad. Thanks to the supporting machines, each stage is carried out in a closed process, giving fast and accurate results in the diagnosis and treatment process.

Specialist Doctor I Nguyen Thi Lan, Director of 123 Hung Vuong General Clinic LLC said: Managing patients with software is also one of the solutions to help the clinic store more scientifically. Each patient who comes to register for examination is given a smart medical examination card with a printed barcode. All areas are connected with data, storing and transmitting images, convenient in management and operation; shortening the waiting time for examination, treatment, taking medicine, and paying hospital fees for patients.

It can be seen that the private healthcare sector is facing a new opportunity when the Politburo issued Resolution 68. In which, the resolution requires institutional improvement, administrative procedure reform and solutions to promote public-private partnership in healthcare. The resolution is a driving force for private healthcare to make a breakthrough, accompanying public healthcare in taking care of people's health.

“Resolution 68 is creating favorable conditions for private medical facilities to participate more deeply in providing medical services, promoting private enterprises to invest in expanding and developing high-quality medical services to work with public health to better care for people's health,” emphasized specialist doctor Nguyen Thi Lan.

Since Resolution 68, the Party and State have clearly identified the crucial role of private enterprises in the healthcare sector - not only reducing the burden on public hospitals but also providing many quality medical options in people's healthcare.

Dong Nai currently has 12 private general and specialized hospitals, 120 private general clinics, more than 3,000 specialized clinics and more than 4,000 pharmacies, drugstores and medical services, ranking first in the country in terms of the number of private medical facilities.

Specialist Doctor II Nguyen Van Binh, Deputy Director of Dong Nai Province Department of Health, said: Resolution 68 is creating a legal corridor, opening up opportunities for investors to access land, premises and capital. Dong Nai's health sector also has many special preferential policies, promoting socialization, strongly reforming administrative procedures, cutting over 30% of the time to handle administrative procedures for domestic and foreign enterprises when investing in developing private health care in the province.
