In 2023, in the context of continuing difficulties, Ha Tinh has achieved important and positive results in all fields, creating a breakthrough momentum for the remaining years of the term. With an economic growth rate of 8.05%, Ha Tinh ranks 15th out of 63 provinces and cities nationwide. The economy maintains a recovery trend; industry regains growth momentum, with new growth factors; agriculture has a good harvest; tourism and services recover quickly. Domestic budget revenue exceeds the set plan and tends to decrease dependence on land use fees. Total social investment capital is estimated at 50,200 billion VND (up 24% compared to 2022); exports reach the highest level ever (2.4 billion USD).

The conference to announce the Provincial Planning for the period 2021-2030, with a vision to 2050, and promote investment in Ha Tinh, held at the end of May 2023, has completed its "dual" goal: announcing the province's development goals and orientations according to the planning; promoting potential to attract investment. In 2023, the province approved the investment policy of 18 domestic projects with a total capital of 1,727 billion VND and 2 foreign projects with a total capital of 70 million USD.

The 42nd plenary session of the General Assembly of the United Nations Educational , Scientific and Cultural Organization (UNESCO) on November 21, 2023 passed a resolution to jointly honor and participate in the celebration of the 300th anniversary of the birth of Hai Thuong Lan Ong Le Huu Trac. This is a significant event, affirming the international appreciation of the cultural and medical values ​​of Vietnam, and of the individual Le Huu Trac.

The Provincial Competitiveness Index (PCI) ranked 18th nationwide; the Public Administration Reform Index (PAR INDEX) ranked 28th; other administrative indexes remained in the top group in the North Central region and the good group in the country. Ha Tinh is the second province to complete the issuance of citizen identification cards, one of the first provinces to complete the target of activating electronic identification accounts; ranked 37/63 in the provincial digital transformation index (DTI), ranked 3rd in the North Central region.

Ha Tinh has been commended by the Government and the Ministry of Transport for its land clearance for the North-South Expressway. As of December 25, 2023, the province has handed over 98.33% of the land to the investor; disbursed 89.26% of the land clearance capital...

Dinh Cao Son - grade 12 (school year 2022-2023), Ha Tinh High School for the Gifted, excellently won the gold medal at the 2023 International Chemistry Olympiad. This is the second consecutive time Ha Tinh has had students win the gold medal at the International Chemistry Olympiad. Ha Tinh also affirmed the quality of mass training with the high school graduation rate in the 2022-2023 school year reaching 99.81%, among the top 10 provinces and cities with the highest average scores in all subjects in the country; key education continues to rank at the top of the country.

In 2023, Ha Tinh agriculture will have a good harvest. The whole province will promote land concentration and accumulation; agricultural production will be safe and increase value. Localities will continue to focus on implementing the pilot project to build a new rural province; build civilized urban areas. It is expected that the whole province will have 100% new rural communes, 70 advanced new rural communes, 13 model new rural communes, and 10/13 localities will meet the standards/complete the new rural tasks.

2023 is a year with many cultural and artistic events organized solemnly and thoughtfully such as: The anniversary of the birth of 3 famous people of the Nguyen Huy family and receiving the certificate of recognition of the Han Nom documents of Truong Luu village as a documentary heritage of the Asia-Pacific World Memory Program, the 55th anniversary of the Dong Loc victory, the 300th anniversary of the birth of La Son Phu Tu Nguyen Thiep, the Northern region's Elderly Singing Festival... In domestic, regional and world sports arenas, Ha Tinh athletes won 216 medals of all kinds.

2,533 solid houses for the poor built in 2023 are the result of the humane policies of the Party Committee and the government, and the joint efforts and contributions of the community. At the same time, coordinate with the Ministry of Public Security to implement a program to support the construction of 1,000 houses for poor households and households with housing difficulties... By the end of 2023, the poverty rate of the province will be 3.04%. To date, the Fund "Supporting students with high scores and especially difficult circumstances to enter university" has supported 305 students to confidently enter the classroom.

Ha Tinh is the first province of Military Region 4 to organize a provincial defense area exercise in 2023. The exercise was carried out in accordance with the required contents, ensuring absolute safety for people, vehicles, and weapons. Foreign affairs and international integration activities continued to be highly focused with many creative and effective methods.
