11 emergency facilities outside the hospital are allowed to operate.

Facilities are granted operating licenses when fully meeting the conditions on personnel, facilities, equipment, and medical transportation as prescribed: Law on Medical Examination and Treatment 40/2009/QH12 dated November 23, 2009 and Decree No. 109/2016/ND-CP dated July 1, 2016 regulating the issuance of practice certificates to practitioners and the issuance of operating licenses to medical examination and treatment facilities.

Now replaced by: Law on Medical Examination and Treatment No. 15/2023/QH15 dated January 9, 2023 and Decree No. 96/2023/ND-CP dated December 30, 2023 of the Government detailing a number of articles of the Law on Medical Examination and Treatment).
