Candidates just finished the 2024 high school graduation exam yesterday afternoon. The Ministry of Education and Training said it will immediately carry out tasks related to the exam marking stage to announce the expected results on July 17.

The inspection teams of the National Examination Steering Committee and the Ministry of Education and Training's examination marking inspection teams will inspect the marking work at the examination councils throughout the marking period. The Ministry of Education and Training requires localities to strictly and seriously implement the process of marking essay exams, marking multiple-choice exams and reviewing exams to ensure compliance with the regulations and instructions of the Ministry of Education and Training, with cameras monitoring the examination room 24/7.

The high school graduation exam only has the literature subject tested in essay format. The literature exam is open, however this also raises concerns about the situation of "strict marking, loose marking" or subjective scoring by the examiner.

Mr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management, said that each exam has certain criteria regarding subject content, educational value, orientation, etc. Those are the requirements set for candidates when taking the exam. But besides the suggestions in the marking instructions, there is always an open part (written in the instructions) such as if the candidate answers in a different way that is still in line with the orientation, or has a developmental nature, then it can be considered. "Thus, I can affirm that in marking the exam, if the examiner encounters special cases, there is absolutely a basis for consideration," said Mr. Ha.

Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, said: Concerns about open questions but whether the instructions are closed are reasonable, because the general desire is to develop students' intelligence in the process of doing the test. "With social subjects, especially literature, the requirement to develop students' creativity is a difficult requirement for the examiners. However, the papers that get high scores, 8, 9, even 10, are those in which the student has special creativity and breakthroughs. Of course, that special creativity and breakthrough must be recognized by at least 2 examiners," Mr. Thuong said.

The Ministry of Education and Training said that it has provided very detailed instructions on the process of marking the literature subject. Accordingly, each essay test is marked by two independent staff. In addition to the two rounds above, the essay test must also be checked by a department independent of the people who participated in the two rounds. The checked test is randomly selected from the marked papers. The checker only records the score on the individual marking sheet, not on the candidate's test.

Multiple choice tests are graded entirely by grading software, so the Ministry of Education and Training also requires that errors in the test takers' tests be corrected to ensure that students are not disadvantaged for objective reasons.
