Speaking at the opening of the workshop, Mr. Nguyen Quoc Hung, Chairman of Hoa Lu District People's Committee, emphasized: Hoa Lu Ancient Capital is located in the core heritage area, containing unique landscape values, playing an important role in the cultural and religious life of local people in particular and Vietnamese people in general. Tourism, service and heritage conservation activities have created economic value and improved the lives of local people, thereby establishing an organic connection between the community and the heritage, raising awareness of preserving, conserving and promoting the value of heritage.
Implementing the resolution of the Central Committee and the Politburo, on August 23, 2023, the Executive Committee of the Ninh Binh Provincial Party Committee issued Resolution No. 16-NQ/TU on the arrangement of administrative units at district and commune levels in Ninh Binh province for the period 2023 - 2030, in which, the goal is set to complete the merger of Ninh Binh city with Hoa Lu district in 2024, building Hoa Lu city after the arrangement to become a type 1 urban area with the characteristics of a "Millennium Heritage Urban Area".
The construction and development of heritage urban areas focuses on determining that people are the center, the goal of sustainable development, and culture is the torch that lights the way for the development process. Speaking at the opening of the workshop, Associate Professor Dr. Ta Minh Tuan, Vice President of the Vietnam Academy of Social Sciences, emphasized: The workshop aims to clarify the basic characteristics of Trang An culture and lifestyle; the meaning and importance of "Trang An culture" in the historical process of the nation; promote the core values of "Trang An culture" to apply to socio-economic development; build Hoa Lu people who are "elegant, gentle, friendly, and hospitable". The workshop is also a premise for proposals on policies and solutions to promote unique values, arouse the strengths and potential of the heritage, highlight the competitiveness of "Trang An culture" in building local brands, Millennium Heritage Urban brands in the future. Clearly defining the journey of building heritage brand values must be promoted on the foundation of cultural heritage and national history. In addition, the Workshop also aims to spread the core values of the people and land here, to raise awareness and civic responsibility, arouse pride and aspiration to contribute of cadres, party members and people of Hoa Lu.
Speaking at the Workshop, Provincial Party Secretary Doan Minh Huan shared and suggested a number of issues for experts, scientists, managers, and delegates attending the Workshop to discuss.
He emphasized the unique characteristics of Ninh Binh such as its geographical location, the junction of the Red River and the Ma River. In particular, this is a land that converges the national spirit, from its political position, national sacred spirit, and residential heritage. In the 10th century, the hero Dinh Bo Linh founded the Dai Co Viet state - an independent and autonomous nation after more than a thousand years of Chinese domination. He proclaimed himself Emperor, named the country, determined the year, minted his own coins, and fully established the values of national sovereignty. The capital Hoa Lu was formed to ensure both urban and town elements, gathering and residential of all classes of residents from many regions to trade and exchange economically, creating the unique characteristics of the ancient urban residents - Hoa Lu culture. It is an important foundation for Thang Long culture.
Next, the sea reclamation projects and waterway exchanges continued to take place vigorously. Ninh Binh people are also proud to be home to many craft villages, such as: pottery production, fine art stone, hand embroidery, Sinh Duoc craft village associated with Zen master Nguyen Minh Khong - who is honored as the founder of Vietnamese medicine and bronze casting, along with the art of Cheo singing and Xam singing. These factors are associated with Ninh Binh's leading landscape heritage, creating great attraction for tourists, especially international visitors. As part of the strategy of building a millennium heritage city, a creative city, deeply integrated into the global heritage network, Ninh Binh aims to make a breakthrough in building an outdoor innovation center: such as a film studio, park, heritage museum. Therefore, through the Workshop, Ninh Binh hopes that scientists will share and advise on ways to awaken, promote, preserve, nurture, and regenerate heritage. Especially shaping the lifestyle and culture of Trang An, appropriate mechanisms to promote Trang An cultural heritage in building a millennium heritage city.
