24th session of the 15th Provincial People's Council Resolution 20 draft Resolution

At the 24th session of the Provincial People's Council, term XV, 2021-2026, the Ninh Binh Provincial People's Council democratically discussed and unanimously approved 20 draft Resolutions, specifically:

1- Resolution on supplementing the provincial budget target for 2024 for districts and cities to implement regimes, policies, target programs and tasks (phase 5);

2- Resolution promulgating the Regulation on decentralization of decision-making authority in the management and use of public assets and the decision-making authority on the purchase of goods and services under the management of Ninh Binh province;

3- Resolution approving the List of conversion of land use purposes for rice cultivation, protective forest land, and production forest land to implement works and projects in Ninh Binh province in 2024;

4- Resolution on adjusting the medium-term public investment plan for the 2021-2025 period using local budget capital (9th time);

5- Resolution on adjusting and allocating the 2024 public investment plan from provincial budget capital (phase 7);

6- Resolution on detailed allocation of the 2024 Public Investment Plan from the Central budget (phase 3);

7- Resolution on approving the investment policy for the Project to build Nho Quan B High School to meet national standards;

8- Resolution on approving the investment policy of the Project to build a connecting road between Nho Quan - Tam Diep (Quynh Luu - National Highway 38B - Yen Son) according to the provincial road planning DT.479 (phase 1).

9- Resolution on approving the investment policy of the Project to renovate and upgrade DT.481B route (section from Thong intersection to Khanh Nhac intersection), (Phase 1);

10- Resolution on approving the investment policy of the Project to repair, renovate and upgrade the fire prevention and fighting system of the Ninh Binh Provincial Party Committee Headquarters;

11- Resolution on approving the investment policy for the Project on dredging and embankment to prevent erosion of the 2nd Fleet's Ship Lock, Ninh Binh Provincial Border Guard Command;

12- Resolution on approving the investment policy of the Yen Lam Pumping Station Construction Project, Yen Lam Commune, Yen Mo District;

13- Resolution on approving the investment policy of the Yen Phu Pumping Station Construction Investment Project, Yen Thinh town, Yen Mo district;

14- Resolution on approving the investment policy of the Project to treat subsidence and cracks on the left dike of Hoang Long River, section from K18+578-K21+528, Gia Vien district;

15- Resolution on approving the investment policy of the Huu Day Dike Slope Erosion Treatment Project, section from K68+514-K69+514, Kim Son district;

16- Resolution on approving the investment policy of the Project to build DT.482 route connecting National Highway 1A with National Highway 16 and connecting National Highway 10 with National Highway 12B;

17- Resolution on approving the investment policy of the Project to upgrade and expand the main road to the Kenh Ga stream tourist area and Van Trinh cave (phase II);

18- Resolution on approving the investment policy of the Dinh Tien Hoang Road Construction Project (Phase II);

19- Resolution on approving the investment policy of the Sub-project to Improve Urban Infrastructure of Phat Diem, Kim Son District, Ninh Binh Province under the Project "Improving Urban Infrastructure to Mitigate the Impact of Climate Change for 4 Coastal Provinces of North Central Vietnam";

20- Resolution on approving the investment policy of the Project to build a bridge over Boi River to serve the rescue and migration needs and economic development of the flood-diversion and flood-slowing areas of Nho Quan and Gia Vien.
