Reorganize the PTDS Command Board

The heads of agencies, units, academies, schools, hospitals, and enterprises in the Army decide to reorganize the Disaster Prevention and Control and Search and Rescue Command Board into the Disaster Prevention and Control and Search and Rescue Command Board at their level.

The PTDS Command Board has the function of advising and assisting the heads of agencies, units, academies, schools, hospitals, and enterprises in the Army in directing and operating PTDS activities of their units; directly directing subordinate units to carry out PTDS activities.

Carry out tasks under the direction of the superior Disaster Prevention and Control Command and the Regulations on organization and operation of the Disaster Prevention and Control Command at the same level; direct and guide agencies and units under its authority to develop and urge the implementation of plans, projects, policies and laws on disaster prevention and control; disaster prevention and control plans and schemes according to incident, natural disaster and catastrophe situations.

Directing the organization, building forces, investing in equipment for agencies and units under its authority to perform PTDS tasks; directing training, coaching, training, sports competitions, drills; breakthroughs, scientific and technological development, innovation and digital transformation; propagating, disseminating and educating the law; informing and propagating PTDS activities.

According to authority, deploy urgent measures, mobilize resources of the unit to perform PTDS tasks in assigned fields; recommend and propose to superiors issues beyond authority regarding PTDS; command, mobilize, coordinate forces and means of agencies and units under authority to coordinate with ministries, branches and localities to perform PTDS tasks according to direction of superiors.

The commander compiles statistics on costs, damages, and support needs of agencies and units; reports and proposes to superior agencies to decide on measures and resources for disaster prevention and response to prevent, respond to, and overcome consequences of incidents and disasters according to regulations; commands inspections, interim and final reviews, rewards, and proposes rewards for collectives and individuals with achievements in implementing disaster prevention and response activities; the head of the command, deputy head of the command, and members of the command use the seal of the agency or unit in performing assigned tasks.

Submit to the direction and command of the superior PTDS Command Board; coordinate work with the PTDS Command Board of the same level and the local PTDS Command Board where the troops are stationed; direct and command the lower-level PTDS Command Board to advise the People's Committee of the same level to carry out PTDS tasks.

General Departments: Logistics - Engineering, Defense Industry, General Department II; commands of military regions, military branches, Border Guard, Vietnam Coast Guard, army corps, arms, Hanoi Capital Command, Command 86, Ho Chi Minh Mausoleum Command.

Corps: 11, 12, 15, 16, 18, 19, 20; Navy Region, Coast Guard; Provincial Military Command, Ho Chi Minh City Command; divisions, economic-defense groups; regiments, brigades and equivalent; academies, schools, hospitals, and enterprises in the Army.

On the operating regulations of the Command Board

Heads of the PTDS Command Boards of agencies, units, academies, schools, hospitals, and enterprises in the army promulgate the Operating Regulations of the PTDS Command Boards at their level.

Pursuant to Decision No. 3841/QD-BCH dated August 10, 2025 of the Head of the PTDS Command of the Ministry of National Defense on promulgating the Regulations on organization and operation of the PTDS Command of the Ministry of National Defense, the Heads of PTDS Command of agencies, units, academies, schools, hospitals, and enterprises promulgate the Regulations on operation in accordance with the functions and tasks of their level and comply with the following basic principles:

The command board works on a part-time basis, ensuring the principle of democratic centralism, promoting collective intelligence, enhancing the authority and responsibility of members, complying with the regulations of the Ministry of National Defense and relevant legal regulations; ensuring the principle of "6 clear": clear people, clear work, clear time, clear responsibility, clear results, clear authority; ensuring coordination of work, information exchange, and handling of work within the authority and responsibility according to the regulations of the law and of the Ministry of National Defense.
