Electricity industry changes meter reading schedule, Ha Tinh residents need to take note

Ha Tinh Electricity Company is speeding up the signing of contracts to change meter reading dates, creating convenience for customers in monitoring and helping the professional sector improve service quality.

With the goal of digital transformation in production and business, Vietnam Electricity Group (EVN) and the Northern Power Corporation (EVNNPC) have built a roadmap to gradually unify the electricity consumption meter reading schedule (GCS).

Changing the GCS schedule to the end of the month (previously from the 11th to the 25th of each month) is to help customers conveniently monitor monthly electricity consumption, proactively pay electricity bills and help the electricity industry improve service quality.

According to the roadmap, by 2025, EVN will implement GCS meter readings on the last day of the month for all customers.

Implementing the direction of EVNNPC and the People's Committee of Ha Tinh province, Ha Tinh Electricity Company has developed a plan, sent notices and implemented related procedures on changing the GCS meter schedule according to the process and regulations; ensuring publicity and transparency in monitoring electricity consumption, meeting the roadmap for modernizing the metering system, digital transformation in the business and customer service sectors; ensuring consistency and not affecting the interests of electricity customers.

Mr. Phan Van Anh - Head of Business Department, Ha Tinh Electricity Company said: "According to the roadmap, by 2025, EVN will implement GCS on the last day of the month for all customers. The plan to change the GCS schedule is implemented with a roadmap for each customer group, each area and technical infrastructure, as well as in accordance with the actual installation of remote electronic meters for customers. The Company has directed its affiliated power companies to work and agree with customers to sign an appendix to amend and supplement the contract on changing the GCS date before implementation (in the form of directly signing a paper copy or signing an electronic copy confirming the OTP code, depending on the customer's conditions)".

Ky Anh Electricity signed an agreement to amend and supplement the electricity purchase contract for customers in Ky Khang commune.

With a large number of customers, Ky Anh Electricity has proactively coordinated with local authorities to promote propaganda and mobilization on changing the GCS meter schedule. Starting from the beginning of October 2023, the unit will go to the cultural houses of each village and residential group to sign agreements to amend and supplement the electricity purchase contract for each customer.

According to Mr. Dang Don Son - Director of Ky Anh Electricity, managing 68,000 customers in Ky Anh district and Ky Anh town, the area is large so the unit must mobilize maximum human resources to carry out the tasks. Up to this point, the signing of additional electricity purchase contracts for 60% of customers has been completed and strives to complete the signing before November 30, 2023.

At this time, officers and workers of Ha Tinh City Electricity are also speeding up the signing of the appendix to amend and supplement the contract on changing the GCS date of the meter for customers.

Mr. Dau Xuan Long - Head of Business Department, Ha Tinh City Electricity said: "The city's area is special, the number of customers are cadres and civil servants is large, so the electricity industry must increase human resources, organize meetings with customers outside of working hours. For elderly customers, whose conditions cannot allow them to come to sign the contract, the electricity company sends staff to their homes to propagate the policy and carry out the signing according to regulations".

“Ha Tinh Electricity Company is currently selling electricity to 471,604 customers. It is estimated that by the end of October 2023, the company will complete the signing and change of GCS meter schedules with 60% of customers and strive to complete the signing of agreements with 100% of customers before November 30, 2023. After signing the agreement, the specialized department will carry out the change of GCS schedules according to plan” - Mr. Phan Van Anh - Head of Business Department, Ha Tinh Electricity Company added.

For customers purchasing electricity for domestic use (applying the ladder electricity price), the electricity bill will be calculated according to the correct rate as prescribed in Clause 5, Article 1, Circular 09/2023/TT-BCT dated April 21, 2023 of the Ministry of Industry and Trade . During the month of changing the GCS schedule, the electricity bill will be calculated based on the actual electricity output recorded on the meter.

For customers purchasing electricity for domestic use (applying the ladder electricity price), the amount of electricity consumed on additional days due to the shift in the GCS meter date is still calculated according to the ladder corresponding to the number of additional days, so it does not affect the customer's rights.
