Efforts to prevent smuggling and counterfeit goods

In the first 6 months of 2025, the Steering Committee (SC) against smuggling, trade fraud and counterfeit goods of Tay Ninh province (formerly known as SC 389) directed relevant functional forces to make efforts to handle violations of the law in production and business activities, gradually contributing to stabilizing and making the market healthy.

Vehicles crossing the border are strictly controlled by Tay Ninh Border Guard.

Resolutely fight against smuggling and counterfeit goods

According to Steering Committee 389, in the first 6 months of 2025, the crime of smuggling, transporting and trading in prohibited goods occurred in a complicated manner, with prominent items being drugs, cigarettes, firecrackers, gold, silver, motorbikes, etc. The methods and tricks of the subjects are often to gather goods on the Cambodian border, taking advantage of the night to divide the goods into small pieces and carry them on foot or use motorbikes, tractors, trucks to transport them along trails across the border, on both sides of the border gate; passengers entering and exiting the country, border residents hiding money in their luggage, mixing it with goods, drivers and assistants reinforcing vehicles to contain smuggled goods illegally transported across the border; taking advantage of the transit type to transport goods with counterfeit trademarks, etc.

Domestically, the situation of production and trade of counterfeit goods and infringement of intellectual property rights is extremely complicated when subjects take advantage of cyberspace to commit crimes. Many counterfeit goods directly harm the health of consumers, causing damage to businesses producing genuine goods. Emerging are activities of production and trade of counterfeit cosmetics and tax evasion on a large scale, tightly organized, sophisticated, with the division of roles, positions and responsibilities of each subject.

Specifically, in mid-June 2025, the police discovered and dismantled a large-scale counterfeit cosmetics production line, led by D. and T. According to the initial investigation, D. used ingredients of unknown origin to process mixed skin care creams. After completing production, D. delivered the finished cream to T. for 50,000-100,000 VND/kg. T. continued to label, package eye-catching packaging and promote on e-commerce platforms. These products were not quality tested and posed a serious risk to consumers' health. By the time they were discovered by the authorities, the two subjects and their accomplices had successfully sold more than 100,000 orders to consumers, earning more than 10 billion VND.

Or recently, in the trail area, about 100m from the current Vietnam - Cambodia border (the border section has not been demarcated or marked), the Border Guard coordinated with the Southern Drug and Crime Prevention Task Force (Border Guard Drug and Crime Prevention Department), the police were on duty, and discovered 2 suspicious individuals crossing the border from Cambodia into Vietnam.

When they discovered the task force, the subjects took advantage of the darkness to flee to the other side of the border, leaving behind 18 rectangular, yellow metal pieces, identified as 9999 gold with a total weight of about 18kg, estimated to be worth more than 51 billion VND.

Efforts for the last months of the year

Authorities seized gold and vehicles left at the scene.

In the first 6 months of 2025, with the drastic participation of functional forces, on the motto of "handling one case, alerting the whole region, the whole field", "no forbidden areas, no exceptions", functional forces and Steering Committee 389 discovered and arrested 319 cases/322 subjects; prosecuted 27 cases/35 subjects; compared to the same period, there was a decrease of 26 cases, 35 subjects; handled 253 administrative violations. Total budget revenue was more than 4.8 billion VND.

However, the fight against smuggling, trade fraud and counterfeit goods still faces some difficulties, especially on digital platforms and e-commerce; smugglers are increasingly sophisticated in their activities; counterfeit and smuggled goods trading activities are carried out on social networking platforms such as Zalo and Facebook, making them difficult to control.

In the border area, the masterminds and leaders of the illegal transportation of goods and prohibited goods reside in Cambodia or inland provinces and cities in the country. Many hired transporters do not know the address, personal background and identity of the "mastermind" so it is very difficult to detect, arrest and expand the case.

It is estimated that in the last months of the year, the situation of smuggling, trade fraud, counterfeit goods, and illegal transportation of goods across the border in the area is likely to become more complicated. Therefore, Tay Ninh continues to deploy and implement resolutions, directives, directions, and plans of the Government, the Prime Minister, the National Steering Committee 389, and the Provincial People's Committee on strengthening the fight against smuggling, trade fraud, counterfeit goods, and illegal transportation of goods across the border.

Units promote information exchange, coordinate forces to fight and destroy smuggling rings, gangs, trade fraud and counterfeit goods taking place on routes, areas, units and fields under their responsibility.

At the national online conference to review the work of the first 6 months of 2025 and summarize the recent peak period of fighting, preventing and repelling smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights, Prime Minister Pham Minh Chinh requested the National Steering Committee 389, ministries, branches and localities to continue to steadfastly fight, declare war, wipe out smuggling and trade fraud, protect the rights and interests of consumers and businesses, create conditions for production development, especially fake medicines, fake milk and fake health protection foods; review difficulties and obstacles to propose timely amendments, supplements and replacements, and gradually perfect institutions and legal regulations to improve the effectiveness and efficiency of anti-smuggling and trade fraud work.

At the same time, promote propaganda, education and dissemination of laws to organizations, individuals and people, launch the movement "Each citizen is a soldier declaring war on counterfeit goods and being a smart consumer in the market"./.
