The Ho Chi Minh City Department of Education and Training has just issued a document guiding the mobilization of funding for education from the 2025-2026 school year.

Accordingly, school boards need to present plans to mobilize educational funding for approval by the school council, pedagogical council and sponsors before implementation. In addition, schools need to send funding mobilization documents to the Department of Education and Training, and only after receiving the department's approval can the plan be implemented.

For financial sponsorships: educational institutions must approve the sponsorship receipt, create a receipt, open a detailed accounting book to separately track the sponsored amount; Open an additional account at a bank or state treasury to receive the transferred sponsorship and record it in the accounting system according to regulations. In particular, the Department notes that schools do not specify an average sponsorship level.

For in-kind funding:

The educational institution will coordinate with the sponsorship receiving team to carry out handover procedures, prepare the site and warehouse to preserve the sponsored artifacts to ensure convenience and speed.

If it is a basic construction project, the Department of Education and Training encourages units to implement it in the form of "turnkey": the sponsor completes the records, documents and certificates related to the construction of the project and transfers them to the educational institution.

If the sponsorship is in kind (machinery, equipment), the sponsor shall provide documents and technical records to the educational institution in accordance with current laws.

The Department of Education and Training of Ho Chi Minh City also stated: heads of educational institutions are responsible before the law for mobilizing, receiving, managing and using sponsorships including:

Approve settlement reports of sponsorships according to regulations; Coordinate with sponsors to effectively organize and implement sponsorship activities for education;

Proactively propose to the sponsor the order of priority tasks in using funding to improve school facilities, support teaching and learning activities, and educational activities in accordance with the unit's development plan; Be responsible for explaining and answering questions (if any) from officials, teachers, staff, students, parents and sponsors in receiving, managing and using funding...

Responsibilities of parents' representatives for funding education

According to the Department of Education and Training of Ho Chi Minh City, the responsibilities of the parents' representative committee for funding education are as follows:

Coordinate with educational institutions in organizing, receiving, managing and using sponsorships.

Send representatives to participate in the process of receiving, accepting and handing over and putting into use the donations in kind or in kind.

Monitor the management and use of educational institution funding.
