Delegates discussed human rights and counter-terrorism work on the sidelines of the conference.

Opening the conference, comrade Lo Van Tien emphasized: Preventing and combating terrorism and protecting human rights are non-traditional security issues that countries around the world are extremely concerned about. At the same time, these are also issues that hostile and reactionary forces focus on exploiting and taking advantage of to sabotage and overthrow the government. In recent times, in Dien Bien province, there have been no complicated incidents related to human rights violations, terrorism; loss of security and aviation safety; proliferation of weapons of mass destruction. However, there are still potential causes and conditions for reactionary individuals and organizations to take advantage of to sabotage the Party and the State, aiming to divide the great solidarity bloc among the people. The Vice Chairman of the Provincial People's Committee requested the trainees participating in the training to uphold their sense of responsibility, fully absorb the content of the topics to effectively apply them to practical work; frankly discuss unclear issues, limitations and shortcomings in practical activities, clarify issues, and accumulate a lot of experience.

During the 1-day period, students will be able to thoroughly grasp, absorb and study the following topics: Human rights protection and struggle in the new situation; exposing hostile forces' plots to exploit human rights to sabotage; ensuring freedom of belief and religion and some issues that need attention regarding the activities of Protestant groups operating against Vietnam; ensuring aviation security; weapons of mass destruction; preventing and combating the proliferation of weapons of mass destruction; financing the proliferation of weapons of mass destruction; and counter-terrorism.

The training course aims to raise awareness of human rights and counter-terrorism work for leaders of departments, branches, sectors and localities. At the same time, it provides information on the human rights situation and the development trends of international terrorism as well as the Party's policies and the State's laws in the fields of fighting, protecting human rights and counter-terrorism.
