Focus on implementing the Aircraft Fuel Pipeline Project at Long Thanh Airport

In order to complete and put into operation the Long Thanh International Airport, the Provincial People's Committee has requested relevant units to focus on implementing the Project of Fuel Pipeline for aircraft from the source port to this airport.

This is one of four projects under Component Project 4 assigned by the Government to the Provincial People's Committee to select investors.

Total investment of nearly 1.5 trillion VND

At the end of March 2025, Deputy Prime Minister Tran Hong Ha signed a decision approving the adjustment of the Long Thanh Airport Project Phase 1. In this decision, one of the adjusted contents is that the Government assigned the Provincial People's Committee to organize the selection of investors for the following projects: fuel pipeline system for aircraft from the source port to the boundary of Long Thanh Airport; airport city; aviation industrial park and airline operations center.

According to the Department of Construction, the Aircraft Fuel Pipeline Project at Long Thanh Airport has a scale of investment in building 2 parallel pipelines, each line is more than 23km long, with an expected pipe diameter of 12-16 inches connecting from the source warehouse at Go Dau Industrial Park to the storage warehouse of Long Thanh Airport.

“The total estimated investment of the project is nearly 1.5 trillion VND, including costs for site clearance, construction, equipment, project management…” - Deputy Director of the Department of Construction Duong Van Hieu said.

The Department of Construction proposed the Provincial People's Committee to direct the Department of Finance to allocate additional funding for the work of hiring a consulting unit for the Project of Fuel Pipeline for aircraft at Long Thanh Airport. The estimated cost is about 300 million VND from the province's public service budget.

As the unit assigned by the Provincial People's Committee to advise and propose to the Provincial People's Committee to select investors for the project, the Department of Construction has just proposed to the Provincial People's Committee to approve the hiring of a consulting unit to select investors in special cases for the Aircraft Fuel Pipeline Project at Long Thanh Airport, including the following steps: preparing request documents and evaluating proposal documents, appraising request documents and contractor selection results.

Explaining the proposal to hire a consulting unit to implement, Mr. Duong Van Hieu said that Clause 4, Article 78 of the Bidding Law No. 22/2023/QH15 stipulates that the preparation of a request for evaluation of bidding documents and appraisal of request documents, appraisal of contractor and investor selection results must be carried out in the form of self-implementation or hiring a qualified organization to do so. In addition, according to Clause 1, Article 19 of Decree 24/2024/ND-CP, which stipulates the capacity and experience conditions of expert teams and appraisal teams, members must have a professional certificate in bidding and have at least 3 years of work experience in one of the fields related to the legal, technical and financial contents of the bidding package.

However, the experts of the Department of Construction do not meet the requirements on capacity and experience as prescribed above because they are not in the field of management according to the functions and tasks. "Therefore, with the urgent progress of completing the selection of investors in July 2025, the Department of Construction recommends that the Provincial People's Committee approve the bidding party, the Department of Construction, to hire a consulting unit to carry out the selection of investors in special cases for this project" - Mr. Duong Van Hieu added.

Priority implementation

In addition to proposing a form of investor selection, the Department of Construction recommended that the Provincial People's Committee direct localities, including Phuoc Thai and Long Thanh communes, to update relevant planning to implement the project.

Regarding the land allocation and lease to implement the Aircraft Fuel Pipeline Project at Long Thanh Airport, Deputy Director of the Department of Agriculture and Environment Tran Trong Toan proposed the form of land lease with annual payment instead of land lease with one-time payment to shorten the project implementation time.

The Long Thanh Airport Construction Investment Project Phase 1 is a special national key project. According to the Prime Minister's request, the project must be basically completed by the end of 2025 and put into commercial operation in the first half of 2026. This requires that the project items, including the aircraft fuel pipeline system, must be completed synchronously within the above time period.

Faced with the urgent need for progress, Vice Chairman of the Provincial People's Committee Ho Van Ha requested the Department of Construction to prioritize the selection of project investors. Localities and competent authorities should focus on reviewing and completing legal documents for planning related to project investment implementation.

According to the Department of Construction, regarding the implementation progress, the Aircraft Fuel Pipeline Project at Long Thanh Airport will be implemented in 2025 and 2026, and must be basically completed in 2025.
