The Directive stated: In recent times, the Party and the State have issued many policies and guidelines for innovation and development of education and training. The Government, ministries, branches and localities have paid attention, focused on directing and allocating investment resources to perfect institutions, laws, mechanisms, policies, develop teaching staff, and strengthen facilities for education and training. The education sector has made many efforts in implementation and achieved important results, contributing positively to the overall achievements of the country.
However, the field of education and training still has limitations and shortcomings that need to be promptly addressed; in which facilities and teaching equipment do not meet the requirements of educational innovation; investment resources for education are limited; policies and regimes for teachers are inadequate; opportunities to access education between regions and target groups are still different; educational content and programs are not really suitable; moral, physical and aesthetic education have not received due attention; the quality of human resources has not met the requirements of socio -economic development.
Clearly define educational management responsibilities for each level of government.
Faced with the requirements of national development in the new situation, to effectively carry out the tasks of the 2025-2026 school year, which is the first school year taking place in the context of the whole country completing the arrangement and merger of administrative units and implementing the two-level local government model, and also the first school year implementing Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthrough in education and training development, along with many major policies and guidelines of the Party and State on education and training, the Prime Minister requested the Ministry of Education and Training to preside over and coordinate with relevant ministries and agencies to focus on building and perfecting the system of legal documents, mechanisms and policies to institutionalize the policies and guidelines of the Party and State on breakthrough in education and training development.
At the same time, promote decentralization and delegation of power, clearly define the responsibility for education management for each level of government; direct the implementation of school year tasks to ensure quality and efficiency; strengthen inspection and supervision of task implementation according to the two-level local government model in the field of education and training, ensuring smoothness, effectiveness and efficiency.
Urgently develop and submit to the Government for promulgation the Action Program to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development, ensuring the assignment of tasks in the spirit of "6 clear: clear people, clear work, clear responsibilities, clear authority, clear time, clear products"; focus on developing a draft Resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71-NQ/TW of the Politburo, submit to the National Assembly for consideration and approval at the 10th Session of the 15th National Assembly, ensuring quality and progress according to regulations; at the same time, continue to focus on implementing Conclusion No. 91-KL/TW dated August 12, 2024 of the Politburo.
Timely implementation of tuition exemption policy and lunch support for students
The Prime Minister requested the Ministry of Education and Training to preside over and coordinate with relevant ministries and agencies to guide localities in recruiting, arranging, and mobilizing teachers and school staff to ensure sufficient numbers according to regulations; have solutions to overcome the shortage of teachers, meeting the requirements of teaching 2 sessions/day according to the direction of the Prime Minister in Document No. 17/CT-TTg dated June 6, 2025.
Do not let the reorganization of the apparatus cause a shortage of teachers, affecting students' learning. Guide localities to implement policies and regimes for teachers according to the provisions of the Law on Teachers. Review, enhance training and improve professional capacity for civil servants and public employees at the department and commune levels and educational institutions to perform tasks in the field of education and training according to the two-level local government model, ensuring smooth and effective implementation of educational activities in the locality.
In addition, guide localities to review, adjust and supplement the planning of educational facilities network at all levels, ensuring compliance with socio-economic development planning according to new administrative units and the two-level local government model.
Organize the implementation of the policy of free tuition and lunch support for students, ensuring that all beneficiaries have timely access. Synchronously implement solutions to build and develop a system of boarding schools for 248 border communes, initially focusing on investing in building or renovating 100 schools, starting in October 2025; urgently complete, submit to competent authorities for approval and effectively implement the National Target Program on modernization and improvement of education and training quality for the period 2026 - 2035.

Promote digital transformation, strongly shift to modern and active educational methods
Along with that, it is necessary to promote digital transformation in education and training; synchronously and comprehensively implement digital transcripts and digital diplomas; complete interconnection and data synchronization between the Ministry of Education and Training - Department of Education and Training - educational and training institutions; pay special attention to ensuring information system safety, network security and personal data protection.
Promote the controlled application of artificial intelligence and foster and develop digital capacity for learners, teachers and education managers. Promote the reduction of administrative procedures and the implementation of online public services to serve the people and businesses.
Improve the quality of preschool and general education. Implement universal preschool education for children from 3 to 5 years old; ensure safety for children. Promote the application of digital education models and smart education management. Strongly shift to modern and active educational methods, enhance self-study, creative experience, guide students to develop independent thinking and problem-solving skills. Improve foreign language skills, especially English, gradually make English the second language in schools; continue to innovate assessment methods, ensure honest assessment of learning and teaching results.
Innovate the content and methods of education, improve the quality and effectiveness of education on ethics, ideals, social responsibility, cultural lifestyle, historical traditions, politics, ideology, law, economics, finance, national defense and security.
Implement solutions to prevent and minimize negative impacts from market mechanisms, media, and social networks. Prevent, repel, and eventually end school violence and school drugs.
Merging and dissolving substandard universities and vocational education institutions
The Prime Minister requested to urgently develop a strategic framework for the development of higher education. Implement the arrangement and restructuring of higher education institutions; merge and dissolve lower-standard higher education and vocational education institutions. Strengthen state management of higher education institutions, research on transferring some universities to local management to improve management efficiency and better meet local human resource training requirements; promote public-private partnership; expand cooperation and linkages between higher education institutions, vocational education institutions, research institutions, organizations and enterprises at home and abroad.
The Prime Minister requested the Ministry of Home Affairs to preside over and coordinate with relevant ministries and agencies to urgently complete and submit to the Government for promulgation a Decree on civil servant positions, as a basis for the Ministry of Education and Training to issue guidelines on the list of job positions, descriptions and competency frameworks for civil servants in the education sector, ensuring the improvement of the quality of civil servants in the education sector to meet the requirements in the new context. Check the situation of recruiting additional teachers for localities in the period of 2022 - 2026; review and propose additional teachers for the period of 2026 - 2030 to overcome the shortage of teachers.
The Ministry of Finance balances and arranges central budget capital for the education and training sector to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthrough in education and training development; arranges funds from the central budget to support localities in implementing the National Assembly's Resolution on exemption and support of tuition fees for preschool children and primary school students; the National Assembly's Resolution on universalizing preschool education for children from 3 to 5 years old, ensuring compliance with the provisions of the law on state budget and relevant legal provisions.
The Ministry of Science and Technology shall preside over and coordinate with the Ministry of Finance and the Ministry of Education and Training to increase investment in laboratories and facilities for scientific research; guide the development and implementation of scientific and technological tasks and innovation of higher education institutions; and remove obstacles in management, equipment and commercialization of scientific research products.
Ensuring land fund for school construction; improving capacity of commune-level education officials
The Prime Minister requested the Ministry of Construction to continue reviewing and inspecting construction planning, ensuring land funds for building schools and classrooms; urgently develop and complete the overall design and sample design options for inter-level schools in border communes for localities to implement, in accordance with the conditions of each region and locality; to be completed in September 2025.
The Ministry of Culture, Sports and Tourism shall preside over and coordinate with the Ministry of Education and Training, Vietnam Television, Vietnam News Agency, and Voice of Vietnam to strengthen information and propaganda on policies, guidelines, and breakthroughs in education and training development, contributing to creating social consensus; focus on reporting, propagating, and replicating exemplary teachers and students to create a widespread influence in the education sector and the whole society; take measures to rectify and strictly handle cases of false and distorted news.
The People's Committees of provinces and centrally run cities are fully responsible for all aspects of education and training activities in their localities according to regulations, focusing on issuing plans to implement decentralized and delegated tasks in education and training; promptly perfecting the organizational structure of the Department of Education and Training and specialized agencies under the People's Committees at the commune level according to the new model, ensuring stable and smooth education management; arranging and perfecting community learning centers after merging administrative units; promptly supplementing policies and resources to carry out education and training tasks in the local socio-economic development plan for the period 2026 - 2030.
Improve, innovate and effectively operate local education management according to the two-level local government model, following the motto: "4 proactive: proactively grasp the situation; proactively train and guide; proactively remove difficulties; proactively deploy tasks" and assign tasks in the spirit of "6 clear: clear people, clear work, clear responsibilities, clear authority, clear time, clear products"; improve discipline, order and responsibility of management levels.
Arrange sufficient staff and recruit to ensure the quantity, structure and quality of teachers at all levels as required; strengthen training and development of teachers, especially in the use of digital technology and innovation in teaching methods. Conduct statistics, evaluate, develop training and capacity building plans for civil servants in charge of education at the commune level; strengthen inspection and supervision to have timely support solutions for commune-level authorities in education management at the local level.
Arrange redundant administrative headquarters to supplement facilities and classrooms
The Prime Minister requested the People's Committees of provinces and cities to allocate land funds and mobilize all resources to build and upgrade schools, classrooms, subject classrooms, libraries, and toilets for educational institutions in the area; universalize preschool education for children from 3 to 5 years old; fully and synchronously equip teaching equipment according to the 2018 General Education Program and digital transformation requirements; resolutely overcome the shortage of schools and classrooms; prioritize the development of schools and classrooms in urban areas, industrial parks, and densely populated areas, while paying attention to investing in areas with difficult socio-economic conditions, mountainous areas, border areas, and islands, ensuring fairness in access to education; deploy investment in building boarding schools in border communes, ensuring progress according to the requirements of the Politburo; review and arrange the headquarters of administrative agencies with surplus due to the arrangement to supplement facilities and schools for the education sector.
The Prime Minister also requested the People's Committees of provinces and cities to strengthen direction, guidance, inspection and supervision of educational institutions in the implementation of financial revenue and expenditure management, publicize revenues at the beginning of the school year to ensure compliance with regulations; coordinate with the health sector and competent authorities to proactively prevent and control epidemics; ensure food hygiene and safety; synchronously deploy measures to prevent school violence, ensure school security and safety; manage extra teaching and learning in accordance with regulations.
