The conference was held directly at the Vietnam Electricity Group (Hanoi) bridge, online to the bridge of 9 provinces and cities that the line passes through (Hung Yen, Hai Duong, Thai Binh , Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh) and the bridge of 63 electricity companies nationwide.
Also attending the conference were Minister of Industry and Trade Nguyen Hong Dien; Minister of Transport Tran Hong Minh; President of the Vietnam General Confederation of Labor Nguyen Dinh Khang; leaders of ministries, branches, central and local agencies; representatives of consulting and supervising units, construction contractors, and forces participating in the 500 kV power transmission line project, circuit 3.
Miracle in infrastructure investment
According to Vietnam Electricity (EVN), the 500 kV Power Transmission Line Project, Circuit 3, Quang Trach - Pho Noi (500 kV Transmission Line Project, Circuit 3), was assigned by EVN to the National Power Transmission Corporation (EVNNPT) as the investor, with a total length of 519 km, 1,177 pole positions, 513 anchorages, passing through 211 communes/wards of 43 districts in 9 provinces with a total investment of more than VND 22,300 billion. This is a key, urgent project, of great importance to improve the stability of the power system operation, increase power supply to the North in 2024 and the following years, contributing to ensuring national energy security. Under the strong and close direction of the Government and the Prime Minister, the attention and support of ministries, branches, localities and people, EVN/EVNNPT has determined and made efforts to complete the energization of the 500kV Circuit 3 Projects after more than 6 months of construction instead of 3-4 years as usual.
The completion of the project with a huge amount of work, involving many ministries, branches, localities and many households, in a short period of time in history leaves many valuable lessons not only for the electricity industry but also for large projects and works of the country in the coming time, especially in implementing investment procedures; converting land and forest use purposes; site clearance; purchasing materials and equipment; mobilizing means, forces, organizing construction...
In particular, the time for preparing and submitting investment policies/adjusting investment policies was only nearly 5 months. This is a record short time compared to projects of similar scale and the time has been shortened by 1.5 - 2 years. The project spans 9 provinces, with a compensation and site clearance area of about 183 hectares, 5,248 households and 96 organizations, achieving record progress contributing to the success of the projects.
Notably, in just 6 months of construction, with the efforts of EVN/EVNNPT, contractors and support forces, 2.54 million m3 of earth and rock excavation were completed; 705 thousand m3 of concrete of all kinds was poured; 69.8 thousand tons of foundation steel were processed; 1,177 steel columns with a total weight of 139,000 tons were installed; 13,983 km of various types of wire were stretched and stretched.
Speaking at the Conference, leaders of ministries, branches, localities and units said that the "miracle" in infrastructure investment and construction as mentioned above was thanks to the attention and drastic direction of the Prime Minister, Deputy Prime Ministers, leaders of many ministries and branches and the participation of local authorities and people. The management, operation and implementation were drastic, scientific and creative; the mobilization and efforts, joint efforts and consensus of the entire political system, forces participating in construction, mass mobilization and propaganda work, especially the close adherence, drastic and timely resolution of difficulties and obstacles arising in the process of project implementation...
Promoting the success of the 500kV Power Transmission Line Project, Circuit 3, at the Conference, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang, Vice Chairman of the Central Emulation and Reward Council launched the emulation movement in implementing key works and projects of the Electricity industry in 2025, with the content of implementing "3 pioneers, 2 responsibilities", to contribute to promoting socio-economic development, celebrating major holidays of the country, welcoming Party Congresses at all levels, towards the 14th National Party Congress.
No power shortage, entering the era of national growth
Speaking at the Conference, Prime Minister Pham Minh Chinh expressed his emotion at the growth and maturity of the Electricity industry, with high growth, no incidents or power shortages to meet the country's development requirements; through the power supply and the success of the 500 kV line project, the image of electricians has been enhanced in the hearts of the people.
Emphasizing the special significance of the Project for the country's energy security, on behalf of the Government, Prime Minister Pham Minh Chinh respectfully thanked, acknowledged and highly appreciated the efforts, endeavors, and joint efforts of officials, employees and workers of the Electricity sector; Party committees, authorities at all levels and people where the power line passes through; the Fatherland Front, the Public Security Forces, the Army, socio-political organizations such as the Vietnam General Confederation of Labor, the Youth Union, the Women's Union, the Veterans Association; news agencies, newspapers; businesses and related entities for the project's success.
Talking about the significance of the success of the 500kV line project, the Prime Minister affirmed: Nothing is impossible if there is determination, daring to think, daring to do, knowing how to do. The project contributes to enhancing the role, position, and prestige of the Electricity industry in the hearts of the people and domestic and foreign enterprises; contributing to strengthening confidence, bravery, intelligence, and creativity; learning from experience while doing, gradually expanding, not being perfectionist or hasty.
Regarding lessons learned, the Prime Minister said that the success of the Project is due to knowing how to promote the strength of national solidarity; mobilize the strength of the entire political system; ensure the leadership of the Party, with the view that resources originate from thinking and vision, motivation originates from innovation and creativity, strength originates from the people and businesses. At the same time, promptly remove institutional obstacles; ideology must be clear, determination must be high, efforts must be great, actions must be drastic, work must be focused, key points, and each job must be completed. Along with that is the clear assignment of people, work, time, results, and products, coupled with increased supervision and inspection, ensuring progress, quality, and technical and aesthetic works, not overpricing, fighting against negativity and waste...
The Prime Minister requested to continue to restore; finalize payments, complete documents, and accept the project; continue to care for the lives of people who have given up land for the project; and have forms of rewards for collectives and individuals with outstanding achievements and contributions to the project.
Sharing about the tasks in the coming time, Prime Minister Pham Minh Chinh said that in recent important articles and speeches, General Secretary To Lam mentioned building a new era, an era of rising up of the Vietnamese people so that by 2030 our country will be a developing country with modern industry and high average income; by 2045 it will become a developed country with high income. To implement these policies, we must achieve the target of breakthrough growth of over 8% in 2025 and double-digit growth in the period of 2026 - 2030. Therefore, the Electricity industry must have projects and works that can change the situation, change the state and not cause power shortages.
Emphasizing that “The Party has directed, the Government has agreed, the National Assembly has agreed, the people have supported, the Fatherland has expected” therefore we “only discuss and do, not retreat”, the Prime Minister requested the entire industry to promote self-reliance, self-strengthening, flexibility, creativity and innovation; promote the strength of the industry and the entire political system, ensure power sources, power transmission, distribution, efficient use of electricity and appropriate electricity prices; coordinate with other enterprises, mobilize the strength of the people and society to develop the industry. At the same time, promptly remove institutional obstacles, encourage the mobilization of all resources; apply science and technology such as the Internet of Things, cloud computing, artificial intelligence, data, etc. to develop the electricity industry in a smart direction; do a good job of policy work, improve the image of electricians in the hearts of the people; continue to prevent negativity, corruption, waste, etc.
The Prime Minister hopes and believes that in 2025 and the coming time, the Electricity industry will continue to reap even more achievements, higher than the achievements in 2024, continue to avoid power shortages, serve socio-economic development better and better, and join the whole country in entering the era of national prosperity.
