The 'uproar' over the suspension of boarding schools: Parents breathe a sigh of relief

This morning, September 4, Director of the Lam Dong Department of Education and Training, Le Thi Bich Lien, had a direct meeting with nearly 100 principals in the area to hear reports of problems after the incident of parents in the Phan Thiet area "making a fuss" because schools announced to stop boarding schools.

Also attending the meeting were the Director of Lam Dong Department of Education and Training, the Deputy Director of the Department (in charge of primary and preschool education), the Head of the Primary Education Department, the Head of the Accounting and Finance Department, and specialists.

Here, the leaders of the Department of Education and Training of Lam Dong province once again announced that the People's Council of this province issued Resolution No. 21 dated August 28, abolishing a number of resolutions of the People's Councils of Binh Thuan and Dak Nong provinces (old); at the same time, applying a number of resolutions to be used in common for all three regions. Accordingly, Resolution 385 (dated December 10, 2024) of the People's Council of Lam Dong province (old) detailing the revenues, collection levels, revenue and expenditure management mechanisms for educational support service activities at public educational institutions in the province, will be applied to the new Lam Dong province.

Still studying at boarding school but it will be… more difficult

At the meeting, representatives of some schools said that if the collection rate as in Resolution 385 was applied, they would face difficulties because they had purchased some items to prepare for the new school year before the resolution of the Lam Dong Provincial People's Council (new) was issued (i.e. purchased before August 28).

With the allowed revenue according to Resolution 385, it will not be enough to hire a nanny. On the other hand, according to Circular 214, the purchase of food and foodstuffs for boarding students must be bid according to the provisions of law.

After listening to the presentations of the principals, Director of the Department of Education and Training of Lam Dong province, Le Thi Bich Lien, shared the difficulties and problems of the schools when first applying Resolution 385 of the People's Council of Lam Dong province (old).

Ms. Lien said that the resolution of the Lam Dong Provincial People's Council stipulates in detail the collection and collection levels in public schools based on the Law on Teachers and other current laws and decrees. While up to now, boarding schools in the Phan Thiet area have operated under regulations issued by the old Phan Thiet City People's Committee, the (old) Binh Thuan Provincial People's Council has not had any resolution similar to Resolution 385 of Lam Dong.

Therefore, implementing the revenue and expenditure according to Resolution 385 is mandatory. For things that are not regulated by Resolution 385, the school must discuss and reach an agreement with the parents' association so that they can voluntarily collect them to serve the purpose of boarding school. "The school absolutely cannot collect them," Ms. Lien emphasized.

Regarding the difficulty in bidding to buy food sources, the Director of the Department of Education and Training of Lam Dong province said that temporarily in the first 2 weeks, schools will still buy from suppliers as in the previous school year to serve the children's boarding. During that time, the Department of Education and Training of the province will have specific instructions and training according to regulations.

Responding to Thanh Nien reporters, a principal said that this afternoon the school will hold a meeting with all staff and nannies to disseminate the spirit of the meeting with the Director of the Provincial Department of Education and Training. Accordingly, the number of nannies and staff will have to be reduced to have enough funds to be equivalent to every year.

"However, my school has a lot of students, so we can manage to get by. But if the school only has 100 students, it will be very difficult because we don't have enough money to cover boarding costs," said the principal.

Ms. MTK, a parent in Phan Thiet Ward, said she was very happy to hear this news. "This afternoon, I received a notice from the school that the children will continue to study as a boarding student as usual. I breathed a sigh of relief because my husband and I's jobs are still stable and not affected. We go to school in the morning and come back in the afternoon to pick up the children," Ms. K. said excitedly.

As Thanh Nien reported, right after primary schools and kindergartens in the Phan Thiet area announced that they would not implement the form of boarding school when the opening day was near; thousands of parents "made waves" on forums and social networking sites because they were worried about where to leave their children at noon to go to work. If they had to pick up their children at noon to take care of meals, take them to school in the afternoon, and pick them up again in the evening, it would affect their work and disrupt their lives.
